What Is PNP Entrepreneur Immigration in Canada?

Canada's Provincial Nominee Programs (PNPs) let provinces and territories select business immigrants who will start or buy a business in their region. Entrepreneurs apply to a provincial program, receive a work permit or provisional approval, operate their business for a set period, and then receive a nomination certificate. That certificate lets them apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. As of 2026, nine provinces and two territories run active entrepreneur immigration streams, with investment thresholds ranging from $100,000 CAD (Northwest Territories, outside Yellowknife) to $600,000 CAD (several programs). Two programs — Ontario's OINP Entrepreneur Stream and Saskatchewan's SINP Entrepreneur Category — are currently paused.

The Process

How Does the PNP Entrepreneur Process Work?

01

Submit an Expression of Interest

You submit a profile to the province. Some provinces score and rank applicants. Others review files individually. Most programs are free to register — application fees come later.

02

Receive an Invitation

If your score is competitive or your file meets the criteria, the province invites you to submit a full application. Competitive streams can have multi-month waiting periods.

03

Exploratory Visit

Several programs require you to visit the province, meet business contacts, and submit a trip report before or during your application. This confirms the business concept works locally.

04

Sign a Performance Agreement

Before you receive your work permit or start operations, you sign a legal agreement with the province covering investment amount, job creation targets, and active management timelines.

05

Operate Your Business

Most programs require 12 to 24 months of active business operation before nomination. Provincial staff conduct site visits during this period — planned and unplanned.

06

Apply for Nomination

Once you meet your performance agreement milestones, you apply for a provincial nomination certificate. Processing time varies by province.

07

Apply for Permanent Residence

With a nomination certificate, you submit your PR application to IRCC. A provincial nomination significantly strengthens your application.

Common Questions

Frequently Asked Questions About PNP Entrepreneur Immigration

The Northwest Territories Business Stream has the lowest published investment threshold of any active Canadian entrepreneur program. Applicants planning to operate outside Yellowknife need a minimum equity investment of $100,000 CDN and a personal net worth of $250,000 CDN. British Columbia's Regional Stream also requires a $100,000 CAD minimum investment, with a $300,000 CAD net worth threshold. Both programs require active business management and physical presence in the territory or region.
In most cases, yes — provinces do not generally restrict you from registering an Expression of Interest elsewhere. However, some programs, including Manitoba, explicitly prohibit holding more than one active application within their program at a time. More practically, submitting strong, well-researched applications to multiple provinces takes significant time and expense. Most clients work best by identifying one or two programs that fit their profile and investing fully in those.
No. Most PNP entrepreneur programs accept international business experience. What they require is documented, verifiable experience — typically ownership of a business with a specific equity stake (often 33% or more), or senior management experience in a relevant field. Some programs add extra points or have higher thresholds for senior managers versus business owners. Your business experience must be substantiated with financial statements, registration records, tax documents, and employment records.
Most PNP entrepreneur programs use a work permit pathway. You receive a work permit support letter from the province, use it to obtain a temporary work permit from IRCC, arrive in Canada, operate your business under a performance agreement for 12 to 24 months, and then apply for a provincial nomination. Manitoba's Farm Investor Pathway is one example of a direct nomination model where the province evaluates your business concept individually and nominates you without a ranked queue or prior work permit period. Direct nomination models are less common.
No. Both programs are paused as of April 2026. Ontario's OINP Entrepreneur Stream and Saskatchewan's SINP Entrepreneur Category have suspended new intake while the provinces review their business immigration criteria. There is no confirmed reopening date for either program. We monitor both programs and update our clients when intake resumes.
The full timeline from Expression of Interest to permanent residence typically runs two to four years. This includes the EOI and invitation period (months to over a year in competitive programs), the business establishment and performance agreement period (typically 12 to 24 months), provincial nomination processing (several weeks to a few months), and IRCC permanent residence processing (several months). The Northwest Territories is one of the faster programs, processing complete applications in approximately 12 weeks with no wait-list.
Yes. All active PNP entrepreneur programs require a minimum language test result. Thresholds vary: CLB 4 is the minimum for the Northwest Territories and Alberta's Rural Entrepreneur Stream; CLB 7 is required for Alberta's Graduate Entrepreneur Stream. Most other programs require CLB 5 or higher. Accepted tests include IELTS General Training and CELPIP for English, and TEF Canada or TCF Canada for French. Higher scores earn additional points in most points-based programs.
Yes. Most programs allow you to include your spouse's or common-law partner's assets in your net worth verification. The combined net worth must be legally obtained and fully documented. Some programs, including PEI, allow up to $180,000 CAD in business equity to count toward net worth — but only if you and your spouse jointly own at least 70% of that business. Check the specific rules for each province before submitting.
Most programs exclude passive investment businesses, home-based businesses without a commercial location, residential rental or property businesses, real estate and insurance brokerages in most cases, adult content or services, commission-only businesses, and payday loan or cheque cashing operations. Some programs also exclude certain franchise models. If you are unsure whether your planned business concept qualifies, that is one of the first things we review in a Strategy Consultation.
