What is the Newfoundland and Labrador Entrepreneur Immigration Program?
The Newfoundland and Labrador Entrepreneur Immigration Program is a Provincial Nominee Program (PNP) that lets experienced business owners, senior managers, and international graduates start or run a business in the province and qualify for a Canadian PR nomination. It operates under the NL Provincial Nominee Program (NLPNP) and uses an Expression of Interest (EOI) system. There are two streams: the International Entrepreneur stream for experienced foreign nationals, and the International Graduate Entrepreneur stream for graduates of Memorial University or College of the North Atlantic who are already running a business in NL.
Applications are not open to all at once. You first submit an Expression of Interest, and if selected, you receive an Invitation to Apply (ITA). Applicants in high-demand sectors like agriculture, aquaculture, technology, and natural resources get priority selection.
There is no provincial application fee, but you are responsible for the cost of language tests, credential assessments, net worth verification, and travel for your exploratory visit and interview.

Stream 1: The International Entrepreneur Stream
Who can apply for the NL International Entrepreneur stream?
This stream is for experienced business owners or senior managers who want to move to Newfoundland and Labrador permanently, start or buy a business there, and actively run it.
To qualify, you must meet all of the following:
Personal eligibility:
- Age 21 to 59 at the time of application
- Want to live in NL permanently and actively manage your business
- Canadian high school diploma or equivalent, verified by an Educational Credential Assessment (ECA) completed within the last 5 years
Financial eligibility:
- At least $600,000 CAD in personal and business assets that can be transferred to Canada
- Ready to invest at least $200,000 CAD in the business (you must own at least 33.3%) OR invest $1 million CAD in equity
Business experience:
- 2 or more years of business ownership (with at least 25% ownership stake) in the last 5 years, OR
- 5 or more years in a senior management role in the last 10 years
Language:
- Canadian Language Benchmark (CLB) 5 or higher in English or French
- Accepted tests: CELPIP, IELTS General, or TEF
Other requirements:
- Create at least one full-time job for a Canadian citizen or permanent resident
- Own or manage a for-profit business
- Submit an Expression of Interest and receive an Invitation to Apply
Starting a new business vs. buying an existing one
The IE stream covers two business scenarios.
Starting a new business: You must create at least one full-time job for a local resident. That job must not be held by a family member, must be directly related to your business operations, and must pay a competitive wage.
Buying an existing business: The business must have operated under the same owner for at least 5 years, be active and not in receivership, and you must meet the current owner during your exploratory visit. The purchase price must reflect fair market value. You must keep current staff on with the same wages and working conditions.
The exploratory visit
If you are applying from outside NL, you must visit the province before you submit your official application. This is not optional. The visit is your chance to meet potential business partners, scout locations, and — if buying an existing business — meet the current owner.
Net worth verification
You must submit a Net Worth Verification Report prepared by a designated verifier. Approved firms include MNP LLP, KPMG LLP, BDO Canada LLP, and Grant Thornton LLP. You pay for this verification yourself. Give the verifier written permission (including your ITA number) to submit the report directly to the Office of Immigration and Multiculturalism — only reports sent directly by the verifier are accepted.
Who cannot apply for the IE stream?
You are not eligible if any of the following apply:
- You are living without legal status in your current country
- You are under a removal order from IRCC or CBSA
- You are banned from entering Canada
- You are a passive investor — you must be actively involved in daily business operations
- Your legal status has not been restored
What types of businesses are not allowed?
The following businesses are ineligible regardless of stream:
Remote businesses run from outside NL or Canada, property rental or leasing businesses, real estate or insurance brokerages (unless you can demonstrate direct benefit to NL), regulated professional services or self-employment, payday loans or cheque cashing businesses, pawn shops, taxi companies, home-based businesses (unless they demonstrably benefit the province), adult content or services, non-profits, passive investment businesses, commission-only operations, or any business that could harm the reputation of the program or the government.
Stream 2: The International Graduate Entrepreneur Stream
Who can apply for the NL International Graduate Entrepreneur stream?
This stream is for graduates of Memorial University of Newfoundland (MUN) or the College of the North Atlantic (CNA) who have already built a business in the province and want to stay permanently.
You must meet all of the following:
Personal eligibility:
- Age 21 or older (no upper age limit)
- Hold a valid post-graduate work permit (PGWP)
- Plan to live in NL permanently and actively manage your business
Education:
- Completed a degree or diploma of at least 2 years, full-time, in-person at MUN or CNA
- Graduation within the last 2 years from date of application
Business requirements:
- Own and actively manage a for-profit business in NL
- Ownership of at least 33.3% of the business
- Operated the business for at least 1 full year
Job creation:
- Created at least one full-time, year-round job for a Canadian citizen or permanent resident
- That job must not be held by a family member, must be directly tied to the business, and must pay a competitive wage
Language:
- CLB 7 or higher in English or French — all four skills (speaking, listening, reading, writing)
- Accepted tests: CELPIP, IELTS General, or TEF
Application process:
- Submit an Expression of Interest (EOI) and receive an Invitation to Apply (ITA)
The financial review requirement
Unlike the IE stream, IGE applicants do not need a net worth verification report. Instead, you must submit two financial reports prepared by a licensed Chartered Professional Accountant (CPA) in Newfoundland and Labrador — one who holds a public accountant’s license under the Chartered Professional Accountants and Public Accountants Act.
The two required reports are:
Review Engagement: A formal review of your business’s financial statements, including a written conclusion.
Special Purpose Report: A CPA opinion that covers the financial health and sustainability of your business, any issues found during the review, recommendations for improvement, and a business overview covering your market, product, competition, and financials.
As with the IE stream, the CPA must submit these reports directly to the Office of Immigration and Multiculturalism using your ITA number. Only reports submitted directly by the CPA are accepted. You are responsible for all costs related to this process.
How to Apply for NLPNP Entrepreneur Immigration: Step by Step
The application process is the same for both streams. Here is how it works:
Step 1: Confirm your eligibility Read the official Application Guide for your stream. Check every requirement against your personal situation. This is where most people benefit from professional advice — the eligibility rules have nuances that are easy to misread.
This is where AIA adds the most value early on. A 30-minute eligibility review can save months of effort on an application that was never going to succeed.
Step 2: Submit an Expression of Interest (EOI) The EOI is not a full application. It is a profile you submit to the province. You provide information about your background, business experience, and proposed business. The EOI system is currently open.
Applicants focused on regional development or high-demand sectors (agriculture, aquaculture, technology, and natural resources) receive priority when the province draws from the EOI pool.
Step 3: Receive an Invitation to Apply (ITA) If the province selects your EOI, you will receive an ITA. This is your window to complete the full application. You must act on the ITA within the deadline given.
Step 4: Complete your application Gather all required documents. This includes your business plan (IE stream) or business continuity plan (IGE stream), verified financial documents, language test results, credential assessments, and your net worth verification or CPA reports. Submit the completed application with all supporting materials.
Step 5: Exploratory visit and interview (IE stream) IE stream applicants from outside NL must complete their exploratory visit before submitting. Both streams may be required to attend an in-person interview with the Office of Immigration and Multiculturalism. You cover travel costs.
Step 6: Receive your provincial nomination If you meet all requirements after running the business for at least one year and fulfilling your Business Performance Agreement, the province nominates you for Canadian permanent residency.
Step 7: Apply to IRCC for permanent residency With your provincial nomination, you apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent resident status. IRCC fees apply at this stage.
There is no provincial application fee for either NLPNP entrepreneur stream. However, you are responsible for costs related to language tests, credential assessments, verifier reports, translations, travel, and federal government fees.
