What is the PEI Work Permit Stream?

The PEI Work Permit Stream is part of the Prince Edward Island Provincial Nominee Program (PEI PNP), under the Business Impact Category. It is the only entrepreneur pathway through the PEI PNP.

This stream lets foreign business owners and senior managers come to PEI on a work permit, start and run a business for at least one year, and then receive a provincial nomination for Canadian permanent residency. The nomination is issued by the province after you fulfill the terms of a signed Performance Agreement.

The PEI Work Permit Stream is a Canadian immigration pathway for foreign entrepreneurs who want to own and operate a business in Prince Edward Island. Applicants need a minimum verifiable net worth of $600,000 CAD, must be between 21 and 59 years old, and need at least CLB/NCLC 4 language ability. Successful applicants receive a provincial nomination for permanent residency after investing a minimum of $150,000 in their PEI business and operating it for at least 12 consecutive months. The federal government then processes the permanent residency application through IRCC.


Who qualifies for the PEI Work Permit Stream?

You must meet all of the following minimum criteria before submitting an Expression of Interest:

  • Personal net worth of at least $600,000 CAD, verifiable and legally accumulated — in your own right
  • Age between 21 and 59 at the time of application
  • Minimum secondary school (high school) education or equivalent
  • Language ability at CLB/NCLC 4 or higher in English or French
  • Transferable management skills and meaningful business ownership or senior management experience
  • Genuine intent to live in PEI and actively manage your business on a day-to-day basis

This stream is not for you if:

  • Your net worth is below $600,000 or cannot be verified through legal documentation
  • You are 60 or older at the time of application
  • You plan to invest passively — PEI requires active, hands-on management from within the province
  • You cannot meet the 274-day physical presence requirement per year

How does the PEI points grid work?

PEI uses a points-based Expression of Interest (EOI) system to rank applicants. The maximum score is 200 points, with a possible 10-point bonus for proficiency in both official languages. Those with the highest scores receive Invitations to Apply.

What are the financial commitments after approval?

Eligibility is one thing. Knowing what you are committing to is another. Here is what the Performance Agreement requires once you arrive in PEI:

  • Invest a minimum of $150,000 in your PEI business within 12 months of arriving
  • Operate the business for at least 12 consecutive months
  • Show $75,000 or more in eligible operating expenses in your financial statements
  • You and your accompanying family must physically reside in PEI for at least 274 days per year
  • Provide active, ongoing, day-to-day management from within the province

On the net worth verification side: if you include business equity in your $600,000, only 30% of the equity value is eligible, to a maximum of $180,000. Business ownership must be at least 70% (between you and your spouse). Private loans and gifts do not count.


How the PEI Work Permit Stream works: your 6-stage path

Stage 1: Eligibility check and EOI profile

Before anything else, confirm you meet the minimum criteria. Then create your profile in the PEI Expression of Interest system. Your profile is valid for six months. If your situation changes, you can update it before receiving an invitation.

Stage 2: Receive your Invitation to Apply

PEI draws from the EOI pool based on annual nomination allocations. The highest-scoring applicants receive invitations. Once invited, you have 60 days to submit a complete application.

Stage 3: Net worth verification

Within 15 days of receiving an Invitation to Apply, you must engage one of PEI’s two designated Net Worth Verifiers: Grant Thornton or MNP. They review your financial documents and submit a Net Worth Verification Report directly to the province. The report is valid for 12 months.

The $10,000 application fee is due with your submission.

Stage 4: Application preparation and in-person interview

You submit all provincial and federal forms along with your supporting documents. If your initial application is accepted, you attend an in-person interview with PEI’s Office of Immigration. You must present a detailed business plan covering your industry, financials, marketing strategy, staffing, and your specific role.

Come prepared. PEI may decline an application if they are not convinced you have done sufficient research into your proposed business.

Stage 5: Work permit application through IRCC

After PEI approves your application and you sign your Performance Agreement, the province issues a letter of support. You then apply directly to the federal government for your work permit through IRCC. Once your work permit is approved, you must report to the PEI Office of Immigration in person within 30 days of arriving in Canada.

Stage 6: Operate your business and receive your nomination

Run your business, meet the Performance Agreement terms, and your Settlement Officer will guide you through the compliance process. After 12+ months of successful operation, you apply for your provincial nomination certificate. Once nominated, you apply to IRCC for permanent residency.

What is the minimum net worth required for the PEI Work Permit Stream?

You need a minimum verifiable personal net worth of $600,000 CAD. The funds must come from legal and legitimate sources in your own right. Private loans and gifts cannot be used to meet this requirement. If you include business equity, a maximum of $180,000 may count toward your net worth figure.

What is the minimum investment required after arriving in PEI?

After arriving in PEI, you must invest a minimum of $150,000 in your business within 12 months. You also need to show a minimum of $75,000 in eligible operating expenses during your Performance Agreement period.

How long do I need to live in PEI before getting nominated?

What is the application fee for PEI Work Permit Stream?

The application fee is $10,000 CAD, payable by bank draft, certified cheque, or money order to Island Investment Development Inc. There is no fee to create an Expression of Interest. If your file is not accepted, the full fee is refunded. If declined or withdrawn before your interview, $7,500 is refunded. After the interview, the fee is non-refundable.

PEI accepts a wide range of business types. A list of ineligible businesses is published by the PEI Office of Immigration. Your business plan must demonstrate significant economic benefit to the province and align with your management background. Farming businesses with transferable skills receive specific recognition in the adaptability points.

Can I include my spouse’s net worth in the $600,000 requirement?

Yes. The net worth assessment covers you and your spouse or common-law partner jointly. All funds must have been legally accumulated. Business equity only counts if you and your spouse jointly own at least 70% of the business, and a maximum of $180,000 can come from that equity.
