The BC PNP Entrepreneur Immigration program lets qualified business owners and senior managers start or buy a business in British Columbia and earn a provincial nomination for Canadian permanent residence. British Columbia nominates successful applicants, who can then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

The program has three streams. The Base Stream targets entrepreneurs with stronger capital who want to operate anywhere in BC. The Regional Stream is designed for those willing to settle in smaller BC communities, with lower financial thresholds in exchange for a community commitment. The Strategic Projects Stream serves larger corporate investors partnering with BC public organizations. Each stream has its own eligibility requirements, investment minimums, and scoring system.

BC PNP Entrepreneur Immigration is a British Columbia provincial nomination program for experienced business owners. Applicants register under one of three streams, receive a work permit support letter if their score is competitive, sign a performance agreement, run their business in BC for 12 to 20 months, and then apply for a provincial nomination. A nomination from BC lets you apply to IRCC for Canadian permanent residence. Government registration fees start at $300, with a $3,500 application fee at the nomination stage.


Who Qualifies for BC PNP Entrepreneur Immigration?

The program is built for people who have run a business or held a senior management role. The specific requirements depend on which stream you apply under, but the general profile looks like this:

Which BC PNP Entrepreneur Stream Is Right for You?

BC PNP Base Stream

Best for: Entrepreneurs with stronger capital who want maximum flexibility in where they locate their business in BC.

Key numbers:

  • Personal net worth: $600,000 minimum
  • Investment into business: $200,000 minimum
  • Ownership stake: 33.33% or more
  • Job creation: 1 full-time equivalent position for a non-family member

What makes it different: You can locate your business anywhere in BC, including Metro Vancouver. You may also purchase an existing business that has been operating for at least 60 consecutive months. Language test results (CLB 4) can be submitted at the final report stage rather than at registration. Multiple co-registrants are allowed on the same business concept.

Registration scoring: 200 points total. You need at least 115 points to receive a work permit invitation. Your business concept requires a minimum of 40 points to qualify.

BC PNP Regional Stream

Best for: Entrepreneurs who are open to smaller BC communities and want a lower financial entry point.

Key numbers:

  • Personal net worth: $300,000 minimum
  • Investment into business: $100,000 minimum
  • Ownership stake: 51% or more
  • Language test: CLB 4 required at registration (not at final report)

What makes it different: You must establish a new business in a participating BC regional community. You cannot purchase an existing business. Before registering, you must complete an exploratory visit and receive a formal referral letter from your community’s Designated Contact Person. You must live within the community boundaries, not just within 50 km as in the Base Stream.

Registration scoring: 200 points total. You need at least 105 points to receive an invitation. Location points heavily reward entrepreneurs choosing smaller, remote communities.

How Does the BC PNP Entrepreneur Immigration Process Work?

The process follows a structured sequence. Here are the seven stages:

Step 1: Determine Your Stream Review your net worth, business experience, investment capacity, and preferred BC location to identify the right stream. Our team can do this assessment with you in a single session.

Step 2: Prepare Your Registration Gather documents: proof of net worth, business experience records, your business concept, language test results (required at registration for Regional Stream), and community referral letter (Regional Stream only). This is the most document-intensive stage.

Step 3: Submit Your Registration Pay the $300 registration fee and submit to BC PNP. The program scores your registration against the 200-point grid. Base Stream registrations are scored within 6 weeks. Regional Stream registrations are scored within 4 weeks.

Step 4: Receive a Work Permit Support Letter If your score is competitive and BC PNP invites you to proceed, you receive a work permit support letter. This letter is valid for 90 days. Use it to apply for a 2-year BC PNP work permit with IRCC.

Step 5: Sign Your Performance Agreement Before you invest a single dollar or start operations, you must sign a performance agreement with BC PNP. This is non-negotiable and legally required. The performance agreement outlines the milestones you must meet, including investment amount, job creation, and active management timelines.

Important: Do not make any business investment before signing your performance agreement. Investments made before signing may not count toward your program requirements.

Step 6: Establish and Operate Your Business Work toward your performance agreement milestones. Depending on your stream, your final report is due between 12 and 20 months after your work permit is issued. BC PNP conducts a site visit to verify your business is active and meets program requirements.

Step 7: Receive Your Nomination and Apply for PR After a successful final report review, BC PNP nominates you for Canadian permanent residence. You then apply to IRCC. With a provincial nomination, you receive 600 additional CRS points in the Express Entry pool, making your PR application virtually certain.

Frequently Asked Questions About BC PNP Entrepreneur Immigration

Can I apply to BC PNP if I already own a business in my home country? Yes. Existing business ownership in your home country counts toward your experience requirements. You will need to document your role, ownership stake, and years of operation with official business registration records, financial statements, and tax documents.

Do I need to speak English to qualify? All streams require a Canadian Language Benchmark (CLB) level 4 in English or French. For the Base Stream, you can submit your language test results at the final report stage. For the Regional Stream, you must submit language test results at registration.

Can my spouse or family member also apply? BC PNP Entrepreneur Immigration is an individual nomination for the primary applicant. However, your spouse and dependent children can accompany you to Canada and apply for open work permits once you receive your BC PNP work permit.

What happens if my business does not hit all the performance agreement milestones? BC PNP reviews each case individually. If you face documented challenges beyond your control, you can request a performance agreement amendment. However, significant non-compliance can result in the program withdrawing your invitation to apply. This is one of the main reasons entrepreneurs work with a licensed consultant throughout the process, not just at registration.

Can I buy an existing BC business instead of starting a new one? Under the Base Stream, yes. You can purchase a business that has been continuously operating in BC for at least 60 consecutive months. Under the Regional Stream, no. Regional Stream applicants must establish a new business in their chosen community.

How long does the entire process take from registration to PR? The timeline varies by stream and individual circumstances. Registration scoring takes 4 to 6 weeks. After receiving your work permit, you have 12 to 20 months to meet your performance agreement milestones. After a successful final report, nomination processing adds additional time, followed by the IRCC permanent residence application. Most applicants receive their PR within 3 to 4 years of starting the process.

What businesses are not eligible for BC PNP Entrepreneur Immigration? Several business types are excluded. These include home-based businesses with no commercial location, businesses primarily generating passive investment income, residential rental property businesses, businesses primarily providing entertainment or adult services, and businesses that are primarily franchise operations in specific excluded categories.
