What is the Northwest Territories Business Stream?
The Northwest Territories Business Stream is part of the Northwest Territories Nominee Program (NTNP). It lets foreign nationals start a new business, purchase an existing business, or invest in an existing business in the NWT. Approved applicants sign a two-year Business Performance Agreement with the territorial government, operate their business actively on the ground, and then receive a nomination certificate for Canadian permanent residence.
The program is administered by the Department of Industry, Tourism and Investment (ITI). Unlike many Canadian provincial nominee programs, it runs with no application wait-list.
The NT Business Stream (NTNP Business Stream) is a territorial nominee program that lets entrepreneurs invest a minimum of $100,000 CDN (outside Yellowknife) or $200,000 CDN (within Yellowknife) to start or buy a business in the NWT. Applicants must have a personal net worth of at least $250,000 CDN (outside Yellowknife) or $500,000 CDN (within Yellowknife), achieve CLB 4 language proficiency, and own at least 33.3% of the business. After completing a two-year Business Performance Agreement, successful applicants receive a nomination certificate to apply for Canadian permanent residence. The application fee is $2,800 CDN and there is no wait-list.

Who qualifies for the NT Business Stream?
Every item on this list is a hard requirement. Meeting most of them is not enough.
Financial requirements
If your business will be within Yellowknife city limits:
- Minimum equity investment: $200,000 CDN
- Minimum personal net worth: $500,000 CDN
If your business will be outside Yellowknife (anywhere else in the NWT):
- Minimum equity investment: $100,000 CDN
- Minimum personal net worth: $250,000 CDN
Net worth must be verified by a third-party financial service provider approved by the NTNP. The cost of that verification is paid directly by you to the financial service provider and is not included in the $2,800 application fee.
Ownership
You must own at least 33.3% of the business. If your personal equity investment is $1,000,000 CDN or more, a lower ownership percentage may be accepted.
Language
You must achieve Canadian Language Benchmark (CLB) Level 4 in English or French across all four categories: listening, speaking, reading, and writing. All four scores must come from a single testing session. Accepted tests are IELTS General Training or CELPIP-General (English) and TEF Canada or TCF Canada (French). Test results must be no older than two years at the time you apply.
Business concept
You must have a working business concept before you apply. Your concept must bring economic benefit and jobs to the NWT. It cannot be on the ineligible business list (see below). If you are purchasing an existing business, it must have been in continuous operation under the same owner for at least three years, and you cannot reduce the number of jobs or wages when you take over.
Employment targets in your business plan
Businesses located within Yellowknife must plan to create at least one full-time and one part-time job for NWT residents. Businesses outside Yellowknife must plan to create at least one full-time or two part-time jobs.
Other requirements
- No active application with any other provincial or territorial nominee program
- No active application with any other NTNP stream
- Not a refugee claimant
- Willing and ready to settle full-time in the NWT
- Sufficient funds to support yourself and any dependents throughout the entire two-year Business Performance Agreement period
- Business experience and education to implement your business plan
Who this program is NOT for
This is not a passive investment program. The NTNP requires you to actively manage your business on the ground in the NWT, live within 100 km of your business, and be present in the territory at least 75% of the time while on a temporary work permit. NTNP staff conduct both planned and unplanned site visits to verify this.

What businesses are NOT eligible?
The following business types are excluded under the official NTNP Business Stream Guidelines (effective September 28, 2023):
- Restaurants located within Yellowknife city limits (restaurants outside Yellowknife are eligible)
- Seasonal businesses operating fewer than 6 months per year
- Bed and Breakfasts
- Property management companies
- Real estate development
- Home-based businesses
- Non-profit organizations and associations
- Businesses sharing a registered head office with another existing business
- Payday loan, cheque cashing, money changing, and cash machine businesses
- Pawnbrokers
- Businesses previously owned or operated by current or former NTNP nominees within the last 5 years
- Immigration-linked investment schemes (per IRPR section 87(5)(b))
- Any business where investment terms include a redemption option (per IRPR section 87(6)(d))

What counts as eligible investment?
Your equity investment must reach the required minimum within 12 months of arriving in the NWT. The following expenses count toward that total:
- Cash and working capital up to a maximum of $10,000 CDN
- A reasonable amount of inventory for a new business startup
- Four months of operating expenses when opening a new business (lease, wages, utilities, advertising)
- Three months of operating expenses when purchasing an existing business
- A vehicle, up to a maximum purchase price of $25,000 CDN
- The fair-market-value purchase price of an existing business
- Cost of renovations and leasehold improvements
Investment must be made in the NWT wherever possible. Expenses for materials or inventory available locally in the NWT but sourced from outside are not eligible.
How the NT Business Stream works: your 7-step path to nomination
Step 1: Self-assessment
Review the eligibility criteria above. If you meet the financial thresholds, have a business concept not on the ineligible list, and can satisfy the CLB 4 language requirement, you can move forward. Use the assessment tool on this page for a quick read on your situation.

Step 2: Exploratory visit and face-to-face interview
Before you can formally apply, you must travel to the NWT for a minimum of four full business days. Travel days, interview days, and statutory holidays do not count toward the four. The purpose is to research the local business environment, meet potential partners or suppliers, and build the foundation of your business plan.
After the visit, you attend a face-to-face interview with NTNP staff at the regional office closest to your proposed business location. If you are buying an existing business, the current owner must attend a separate interview. You must submit your Pre-Interview Submission online, including language test results, at least one week before the interview.
Request your interview at least two weeks before the desired date. Interviews are not scheduled during the period from mid-December to mid-January.

Step 3: Formal application
If NTNP staff invite you to apply, you have 6 months to submit a complete formal application. You must not make any financial investment in the business before signing a Business Performance Agreement. Any money spent before that point will not count toward the required investment.
Your formal application must include:
- A detailed business plan (see Appendix D of the official guidelines for full requirements)
- A third-party financial verification report
- A settlement plan detailing how you and your family will move to and integrate into the NWT
- Personal identification documents for you and any accompanying dependents

Step 4: Application review
NTNP staff and the Department of Industry, Tourism and Investment assess both your business plan and your personal profile. They focus on the business’s potential to create local jobs, its long-term economic viability in the NWT market, and your ability to execute the plan based on your experience. Processing targets 12 weeks for a complete application.
Staff may request additional documentation or a second interview. Any costs associated with those additional steps are your responsibility.
Step 5: Business Performance Agreement
If your application is approved, you sign a two-year Business Performance Agreement with the GNWT. You have 30 days to review and return the signed agreement. Once signed, the Department issues a letter of support for a two-year temporary work permit. You then apply to IRCC for that work permit.
Note: the letter of support does not guarantee IRCC will issue the work permit. That decision rests with the federal government.
Step 6: Developing your business in the NWT
You have 60 days from the date on your work permit to submit an Arrival Report and attend an arrival interview with NTNP staff. You must show a Canadian bank account statement confirming you have arrived with the full required investment amount.
From your arrival date, you have 12 months to invest the required equity and open your business. You submit an Interim Report every 6 months. NTNP staff conduct planned and unplanned site visits. You become eligible for nomination in the 19th month of your Business Performance Agreement.

Step 7: Nomination and permanent residence
At month 19, you submit your Final Report. If NTNP staff confirm you have met all terms of the Business Performance Agreement, you attend an exit interview and then receive a nomination certificate. You must submit your IRCC permanent residence application within 6 months of the nomination date. Nominations are not extended beyond 6 months.

How much money do I need for the NT Business Stream?
The minimum investment depends on where your business will be. Within Yellowknife, you need at least $200,000 CDN in personal equity and a personal net worth of at least $500,000 CDN. Outside Yellowknife, the minimums are $100,000 CDN equity and $250,000 CDN net worth. All net worth figures must be verified by a third-party financial service provider. The application fee is $2,800 CDN (non-refundable) and is separate from the investment.
Is there a wait-list for the NT Business Stream?
No. The NT Business Stream operates without a wait-list. The government targets processing of complete applications within 12 weeks. This is a significant advantage over many other Canadian PNP entrepreneur programs, which can have multi-year queues.
Can I open a restaurant through the NT Business Stream?
It depends on location. Restaurants within Yellowknife city limits are on the official ineligible business list and cannot be funded through the program. Restaurants outside Yellowknife, in other NWT communities, are eligible.
What language test do I need for the NT Business Stream?
You need CLB 4 in English or French across all four skills: listening, speaking, reading, and writing. All four results must come from a single test session. For English, accepted tests are IELTS General Training and CELPIP-General. For French, TEF Canada and TCF Canada are accepted. Results must be no older than two years when you apply. The NTNP does not accept other tests or combinations of results from multiple sittings.
Do I need to live in the NWT after my application is approved?

Can I buy an existing business instead of starting a new one?
Yes. Purchasing an existing business is an eligible pathway. The business must have been in continuous operation under the same owner for at least three years. You cannot reduce the number of jobs or the associated wages when you take over. You also need to demonstrate how you will improve, upgrade, or expand the business. The current owner must attend a separate interview with NTNP staff during your application process.
Can I have a paid immigration representative help me?
Yes. The NTNP permits paid and unpaid representatives. Paid representatives must be regulated members of the College of Immigration and Citizenship Consultants (CICC) or members of a Canadian law society. Immigration representatives are not permitted to attend the face-to-face interview on behalf of the applicant. Using a representative does not guarantee approval, but it does mean a qualified professional reviews your submission before the government does.
What happens if my NT Business Stream application is denied?
The decision is final. There is no appeal process. If denied, you can reapply nine months after receiving the denial, but only if your situation has changed substantially or you have significant new information. If you are reapplying with the same business concept, you must restart from Step 2 (the exploratory visit and interview).
How long does the NT Business Stream take from start to permanent residence?
From initial registration to receiving a PR decision, the process typically takes 3 to 4 years. This covers the government review period (approximately 12 weeks), the time needed to obtain a temporary work permit from IRCC, the two-year Business Performance Agreement, and the IRCC permanent residence processing timeline after your nomination.
What is a Business Performance Agreement?
A Business Performance Agreement (BPA) is a two-year legal contract between you and the Government of the Northwest Territories. It sets out the specific investment amount you must deploy, the type of business you will operate, the employment commitments you must meet, and the residency requirements. If you fail to meet the terms, the GNWT can close your file and decline to issue a nomination certificate.

The NWT is not a typical Canadian immigration destination. That is partly what makes it worth a serious look.
