Canada Federal Skilled Worker Program Language Skills: Why It Matters in Express Entry

Language proficiency is the foundation of Canada’s Federal Skilled Worker Program (FSWP). It not only determines your eligibility but also directly impacts how competitive you are in the Express Entry system. Strong English or French skills improve your chances of qualifying, ranking higher, and ultimately receiving an Invitation to Apply (ITA) for permanent residence.

Table of Contents:

Minimum Language Requirements

To qualify for the FSWP, applicants must prove language ability in all four areas: reading, writing, listening, and speaking. The minimum requirement is Canadian Language Benchmark (CLB) 7, which is considered “adequate intermediate proficiency.” CLB 7 is roughly equal to IELTS 6.0 in each ability or CELPIP 7. Scoring below CLB 7 in even one skill makes you ineligible.

Learn how to convert CLB to a language test score

On the 100-point FSWP eligibility grid, language is the most heavily weighted factor by IRCC (up to 28 points).

First Official Language (English or French): Up to 24 points

Second Official Language: Up to 4 points (CLB 5 in all abilities)

Spouse/Partner Language: Up to 5 adaptability points (CLB 4 minimum)

Language and the CRS (Express Entry Ranking)

Once you meet the minimum, higher scores are crucial. Language is the most influential factor in the Comprehensive Ranking System (CRS).

CLB 9 “Cascade Effect”: Moving from CLB 8 to CLB 9 can boost your CRS by 80+ points when combined with education and work experience.

French Advantage: Achieving NCLC 7 in French can add 50 CRS points and make you eligible for French-language category draws, which often have lower cut-offs.

Accepted Language Tests

You must take an IRCC-designated test. Results are valid for two years.

English: IELTS General Training, CELPIP-General, PTE Core (TOEFL Essential is also approved recently)

French: TEF Canada, TCF Canada.

Submitting the wrong version (e.g., IELTS Academic) will result in refusal.

How to Maximize Your Language Score

  • Aim for CLB 9+: This is the real competitive threshold.
  • Retake the Test if Needed: Even a 0.5 increase in IELTS can add dozens of CRS points.
  • Consider French: Adds bonus points and access to targeted draws.
  • Spousal Testing: Your spouse’s results can add up to 20 CRS points.

Q1: Do I need IELTS Academic or General for immigration?

You must take IELTS General Training. IELTS Academic is not accepted for Express Entry.

Your test results are valid for two years from the test date. They must be valid both when you submit your profile and when you apply for permanent residence.
