- They calculate the time it takes to process 80% of cases
- This becomes the published “processing time.”
What this means:
- 20% of applications take longer than the posted time
- The clock starts only when your application is complete (not when you submit incomplete documents)
- Processing times are historical (based on past performance, not current queue lengths)
- Times are updated regularly on the IRCC website
Important limitations:
- Posted times don’t account for current backlogs
- They exclude time spent waiting for additional documents
- Different visa offices have different processing speeds
- Real-world processing often differs from service standards
The truth is, IRCC’s posted times are targets, not guarantees. Many applicants experience longer waits, especially during high-volume periods.
Historical Method (80% Standard)
Used for most application types:

Forward-Looking Method (New – May 2024)
Used for specific application types, calculated using:
- Total applications in queue ÷ Expected monthly processing capacity
- Provides estimated wait time based on current workload
Application types using forward-looking times:
- Express Entry Processing Times (Canadian Experience Class, Federal Skilled Worker, Provincial Nominee)
- Provincial Nominee Program (non-Express Entry)
- Quebec Skilled Workers
- Spousal sponsorship (inland and outland)
- Parents and Grandparents sponsorship
- Citizenship grants
- Citizenship certificates (proof of citizenship)
When the clock starts:
- Mail applications: When a complete application arrives in the IRCC mail room
- Online/in-person applications: When you submit
Key difference: Historical times look backward at past performance. Forward-looking times estimate current queue reality, theoretically more accurate for planning.
