What Is the Canadian Experience Class (CEC)?
The Canadian Experience Class (CEC) is a pathway to Canadian permanent residence under the federal Express Entry system. It is designed for skilled workers who already have at least one year of skilled work experience inside Canada. You do not need a job offer or a provincial nomination to qualify. IRCC runs dedicated CEC draws and invites the highest-scoring candidates to apply for permanent residence.
IRCC introduced CEC in 2008 to retain skilled workers already contributing to the Canadian economy. Workers with Canadian experience are statistically more likely to integrate successfully, earn higher incomes, and remain in Canada long term.
CEC sits inside Express Entry alongside the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP). All applicants receive a Comprehensive Ranking System (CRS) score. IRCC runs regular draws inviting the highest scorers to apply for permanent residence.
For full official program requirements, visit the IRCC Canadian Experience Class page.
Who Qualifies for the Canadian Experience Class?
CEC has a focused eligibility checklist. If you can say yes to all of these, you are in a strong position to apply.
-
Canadian work experience At least 12 months of full-time skilled work in Canada (or equivalent part-time hours) within the 3 years before you apply.
-
Qualifying NOC occupation Your job must be classified as TEER 0, 1, 2, or 3 under Canada's National Occupational Classification. TEER 4 and 5 occupations do not qualify.
-
Language ability Minimum CLB 7 for TEER 0 or 1 jobs. Minimum CLB 5 for TEER 2 or 3 jobs. Tested through IELTS, CELPIP (English) or TEF/TCF Canada (French).
-
Intent to live outside Quebec CEC is a federal program. Quebec manages its own immigration. CEC does not apply to applicants intending to settle in Quebec.
-
Legally authorized work Your qualifying Canadian experience must have been gained while you were authorized to work in Canada under a valid permit or status.
Working on a PGWP or employer work permit? You almost certainly qualify for CEC. Book your Strategy Assessment and we will confirm your eligibility and CRS score in writing, at no obligation.
Important Note: CEC is NOT suitable for International students who have not yet worked in Canada, applicants whose Canadian experience is in TEER 4 or 5 occupations, or applicants with only self-employment income in Canada. If this applies to you, other pathways may be available. We will assess them all.

Frequently Asked Questions About CEC
CEC is a federal Express Entry pathway for skilled workers with at least one year of skilled work experience inside Canada. It is one of the most direct routes to permanent residence for people already living and contributing here. No job offer or provincial nomination is required. For full details, visit the IRCC official CEC page.
You need at least 12 months of full-time skilled work experience in Canada (or an equivalent number of part-time hours) within the three years before you apply. The work must be in a TEER 0, 1, 2, or 3 occupation under Canada's National Occupational Classification system.
For TEER 0 or 1 occupations, you need a minimum Canadian Language Benchmark (CLB) 7 in all four abilities: reading, writing, listening, and speaking. For TEER 2 or 3 occupations, the minimum is CLB 5. Accepted tests include IELTS and CELPIP for English, and TEF Canada or TCF Canada for French.
Yes. You can create your Express Entry profile and receive an Invitation to Apply while you are still working on a valid work permit, including a PGWP. If your permit is expiring, you should apply for a Bridging Open Work Permit to maintain your status while your PR application is in process.
IRCC targets six months or less for complete Express Entry applications submitted after an Invitation to Apply. Processing times can vary. An incomplete application or an IRCC request for additional information can extend your timeline, which is why having a licensed RCIC prepare your file matters.
CEC-specific draw cutoffs change with every round. They depend on how many invitations IRCC issues and the score distribution of applicants in the pool at that time. An RCIC can give you a current probability estimate based on your actual CRS score and recent draw history.
No. A job offer is not required for CEC eligibility. However, a valid qualifying job offer adds 50 points (most offers) or 200 points (senior management) to your CRS score. If you have a job offer, we will assess and credit it correctly.
Book your Strategy Assessment at amirismail.com/book-a-consultation. We review your Canadian work history, language scores, and CRS profile in a focused session. You leave with a written action plan and a realistic timeline. No obligation and completely confidential.
