What Is the BC PNP Entrepreneur Base Stream?
The BC PNP Entrepreneur Base Stream is one of three pathways under British Columbia’s Entrepreneur Immigration program. It is designed for experienced business owners and senior managers who have the capital and management background to start or acquire a business in BC, with the goal of obtaining a provincial nomination for Canadian permanent residence.
The BC PNP Entrepreneur Base Stream requires a minimum personal net worth of $600,000 CAD and a minimum investment of $200,000 CAD into a BC business. Applicants must own at least 33.33% of the business and have a minimum of 3 years’ experience as an owner-manager within the last 10 years. Successful applicants receive a work permit support letter, sign a performance agreement with BC PNP, operate their business for 18 to 20 months, and then apply for a provincial nomination for Canadian permanent residence.
Unlike the Regional Stream, the Base Stream allows you to locate your business anywhere in BC, including Metro Vancouver. You may also purchase an existing business that has operated continuously for at least 60 months. This gives established entrepreneurs more strategic flexibility.

Who Qualifies for the BC PNP Entrepreneur Base Stream?
The BC PNP Base Stream uses a points-based registration system. Before you register, you should assess your profile against the eligibility criteria below. Meeting the minimum thresholds does not guarantee an invitation, but falling below them disqualifies your application.
Minimum Eligibility Requirements:
Business Experience (one of the following):
- 3 or more years as an active owner-manager of a qualifying business within the last 10 years, OR
- 4 or more years in a senior management role within the last 10 years, OR
- 1 year as an owner-manager plus 2 years in senior management within the last 10 years
Financial Requirements:
- Personal net worth: $600,000 CAD minimum (verifiable, legally sourced)
- Business investment: $200,000 CAD minimum into the BC business
- Business ownership: At least 33.33% equity stake
Language:
- Canadian Language Benchmark (CLB) level 4 in English or French
- Test results may be submitted at the final report stage, not at registration
- Accepted tests: IELTS (Listening 4.5, Reading 3.5, Writing 4.0, Speaking 4.0), CELPIP, TEF Canada, or TCF Canada
Business Operations:
- You must actively and continuously manage the business
- You must reside within 50 km of your business location
- You must create and maintain at least 1 full-time equivalent (FTE) job for a non-family Canadian citizen or permanent resident within 420 days of receiving your work permit
Who Is Not Eligible: The Base Stream excludes applicants who cannot document their management experience with verifiable records. It also excludes businesses that are primarily home-based with no commercial premises, primarily passive investment vehicles, or in certain excluded categories (such as primary residential rentals or adult entertainment).

How Is the BC PNP Base Stream Registration Scored?
Your Base Stream registration is scored out of 200 points. You need a minimum of 115 points to receive an invitation to apply for the work permit. Your business concept score must also reach at least 40 points on its own. Both thresholds must be met independently.

The business concept assessment is the most variable part of your score because it is evaluated by BC PNP program officers. They assess whether your concept has a realistic market, whether your experience transfers to the BC context, and whether the business creates genuine economic benefit for BC beyond just your own livelihood.
Commercial viability looks at your market research, competitive landscape, and financial projections. Transferability examines how directly your previous industry and management experience applies to the proposed business. Economic benefits focuses on job creation, contribution to the local economy, and whether the business fills a gap in BC’s market.
This is where many self-prepared applications lose points they should not lose. A well-constructed business concept narrative can be the difference between an invitation and a rejection.
How Does the BC PNP Base Stream Process Work?
Step 1: Profile Review and Stream Selection Before registering, review your net worth documentation, business experience records, and business concept against the 200-point scoring grid. Our team typically builds a preliminary score estimate during the Strategy Assessment to confirm whether the Base Stream is your strongest option or whether the Regional Stream would score better.
Step 2: Business Concept Development Your business concept is the core of your registration. It must demonstrate commercial viability, your relevant experience, and the economic benefit to BC. Vague or generic concepts lose significant points in Category B. Strong concepts are specific: named location, identified market, documented competitors, realistic financial projections.
Step 3: Registration Package Preparation Gather and organize your documentation:
- Proof of personal net worth (bank statements, property valuations, investment accounts, business valuations)
- Business experience evidence (registration documents, tax filings, shareholding certificates, audited financials)
- Business concept document
- Proposed business details (location, industry, investment plan)
- Proof of legal status in your current country of residence
Step 4: Registration Submission Submit your registration to BC PNP with the $300 registration fee. BC PNP scores your registration within 6 weeks. If your score is competitive and BC PNP issues an invitation, you proceed to the next step.
Step 5: Work Permit Support Letter Upon invitation, BC PNP issues a work permit support letter. This letter is valid for 90 days. Use it to apply to IRCC for a BC PNP-specific work permit. The work permit is typically issued for 2 years.
Critical Warning: Do not make any investment into your BC business before you have signed your performance agreement with BC PNP. Investments made before the performance agreement is signed may not count toward your required investment amount.
Step 6: Performance Agreement Signing After receiving your work permit, you sign a performance agreement with BC PNP. This is a legally binding document that sets out the specific milestones you must achieve, including the investment amount, job creation requirements, and the timeline for your final report. Read every clause carefully with your consultant before signing.
Step 7: Business Establishment and Operations You have between 550 and 610 days (approximately 18 to 20 months) from the date your work permit is issued to meet your performance agreement milestones. During this period, BC PNP may conduct business verification visits. You must be actively managing the business and living within 50 km of its location.
Step 8: Final Report Submission and Nomination Submit your final report to BC PNP showing that you have met all milestones: investment made, FTE job created, business actively operating. BC PNP reviews your report and conducts a site visit. Successful applicants receive a provincial nomination. With a BC nomination, you receive 600 additional Comprehensive Ranking System (CRS) points, making your IRCC permanent residence application virtually guaranteed.
What Are the Job Creation Requirements for the BC PNP Base Stream?
You must create and maintain at least 1 full-time equivalent (FTE) position for a non-family member who is a Canadian citizen or permanent resident. An FTE position is defined as a minimum of 30 hours per week or 1,560 hours per year.
The job must exist and be filled at the time of your final report. You cannot hire a family member to satisfy this requirement. The employee must be unrelated to you and must be a Canadian citizen or PR at the time of hiring.
This requirement applies regardless of your business type or industry. If your business model does not naturally require an employee in the first 420 days, you will need to plan for how you meet this milestone.
Can I Buy an Existing Business Under the BC PNP Base Stream?
Yes. The Base Stream allows you to purchase an existing BC business. The business must have been in continuous operation for at least 60 consecutive months (5 years) before you acquire it. This is a key advantage the Base Stream has over the Regional Stream, which requires establishing a new business.
Purchasing an existing business can accelerate your path to meeting performance agreement milestones because the business infrastructure, customer base, and operations are already in place. However, you must still verify that the business is eligible under BC PNP guidelines, that the acquisition price counts toward your investment requirement, and that the previous owner is not using the sale to circumvent program rules.

Can I Apply for the BC PNP Base Stream With a Business Partner?
Yes. The Base Stream allows multiple co-registrants on the same business concept. Each co-registrant must meet the individual eligibility requirements independently, including experience, net worth, and investment thresholds.
If two co-registrants are applying, the total investment requirement is $200,000 per co-registrant, not $200,000 shared between them. Each co-registrant’s net worth and experience is assessed individually. Co-registrants must each own at least 33.33% of the business, so the combined ownership of co-registrants under this structure has practical limits.
