What is the Manitoba BIS Entrepreneur Pathway?
The Manitoba Business Investor Stream (BIS) Entrepreneur Pathway is a provincial immigration route for experienced business owners and senior managers who want to start or purchase a business in Manitoba and earn a provincial nomination for Canadian permanent residence.
The pathway is run by the Manitoba Provincial Nominee Program (MPNP). It uses an Expression of Interest (EOI) system where candidates are ranked based on their business background, language proficiency, investment capacity, and adaptability to Manitoba. The MPNP issues a Letter of Advice to Apply (LAA) to candidates whose profiles meet the program’s requirements.
The Manitoba BIS Entrepreneur Pathway allows business owners (with at least 33% ownership) and senior managers to apply for a provincial nomination in Manitoba. Minimum requirements include $500,000 CAD personal net worth, a minimum investment of $150,000–$250,000 CAD (depending on business location), CLB/NCLC 5 language proficiency, at least 3 years of business experience in the past 5 years, and a commitment to create or maintain at least one job for a Canadian citizen or permanent resident. A nomination from Manitoba leads to a permanent residence application with IRCC.

Who cannot apply: Refugee claimants, individuals involved in federal appeal or removal processes, live-in caregivers in Canada, temporary foreign workers working in another province, spouses of Canadian citizens or permanent residents, and individuals with an active MPNP application or a previous MPNP refusal within the past 6 months are all ineligible.

Understanding the investment requirement: Winnipeg vs. the rest of Manitoba
The investment threshold is tied to where your business will operate, not where you live. This split is one of the most important, and most misunderstood, aspects of the Entrepreneur Pathway.
If your business will be located within the Winnipeg Metropolitan Region (WMR), the minimum investment is $250,000 CAD.
If your business will be located outside the WMR, anywhere else in Manitoba, the minimum drops to $150,000 CAD.
This is a strategic decision, not just a financial one. Businesses outside Winnipeg face different market conditions, different labour pools, and different operating realities. Some sectors, food production, logistics, manufacturing, tourism, are well established in smaller Manitoba communities. Others depend on Winnipeg’s urban infrastructure. Your business plan needs to reflect that choice honestly.
The investment must be in an eligible business as defined by the MPNP. The details of your proposed investment must be set out in a business plan, which forms a central part of your application. This is where most applications rise or fall.
How your EOI is ranked: the points system
When you submit an Expression of Interest, the MPNP assigns you a score based on your profile. Candidates with higher scores are more likely to receive a Letter of Advice to Apply. The scoring categories include:
- Business experience. Business owners receive higher points than senior managers. To qualify for business owner points, you must have held at least 33.33% ownership of the business.
- Language proficiency. Points for CLB/NCLC scores above the minimum. Additional points if your spouse also meets CLB/NCLC 5, or if either of you meets the threshold in Canada’s second official language.
- Investment amount. Higher proposed investments earn more points within the eligible range.
- Age. Ranking points are allocated for applicants between 25 and 49 years of age. There is no minimum or maximum age to apply.
- Adaptability factors. Points if a close relative has lived in Manitoba for over one year; if your child is enrolled full-time in a Manitoba educational institution; if you or your spouse completed at least one year of post-secondary study in Manitoba; or if you or your spouse completed at least 6 months of continuous full-time employment in Manitoba.
- Business research visit. Points for conducting and documenting an in-person business research visit to Manitoba within one year before submitting your EOI.
How the Entrepreneur Pathway works: step by step
The process has six stages. Each one builds on the previous. Missing documentation at any stage delays the entire file.
Step 1: Self-assess and research your business
Confirm you meet the minimum eligibility thresholds and complete the MPNP Self-Assessment Form to estimate your ranking score. Conducting a business research visit to Manitoba at this stage is not mandatory, but it earns points and gives you firsthand knowledge that strengthens your business concept.
Step 2: Submit your Expression of Interest
Email your Expression of Interest package t Manitoba Business Stream. The package must include your Business Concept Form, Self-Assessment Form, and the MPNP Code of Conduct. The MPNP aims to review submissions within four weeks.
Important note: As of April 2026, EOI draws for the Business Investor Stream are not currently being conducted. The MPNP is reviewing submissions on a case-by-case basis through an interim paper process.
Step 3: Receive your Letter of Advice to Apply and submit a full application
If your EOI meets the program’s requirements, the MPNP issues a Letter of Advice to Apply (LAA). The LAA contains detailed submission instructions. You must pay the $2,500 CAD non-refundable processing fee by wire transfer and submit your complete application, including all provincial and federal forms, your business plan, and your net worth verification report from KPMG LLP or MNP LLP, within 120 days of receiving the LAA.
Step 4: Application assessment
At least two Business Immigration Officers (BIOs) review your complete application. The MPNP may request an interview at this stage. If approved in principle, you are required to sign a Business Performance Agreement (BPA) with the Province of Manitoba before a work permit support letter is issued.
Step 5: Arrive in Manitoba and fulfill your BPA commitments
Once you receive your work permit, you must report to the MPNP in person within 30 days of arriving in Manitoba. A Business Immigration Officer will be assigned to your file as an ongoing point of contact. You are required to submit a Progress Report within 6 months of arrival, and a Final Progress Report no later than 20 months after arrival. Your business must have been operating for at least 6 months before you submit the Final Progress Report.
Step 6: Receive your provincial nomination
If the MPNP is satisfied that you have met all BPA terms, they issue a Confirmation of Nomination. You can then apply to IRCC for Canadian permanent residence. If the MPNP determines you have not met the BPA commitments by the deadline, your application may be refused.
The Business Performance Agreement: what you are committing to
The Business Performance Agreement (BPA) is the formal contract between you and the Province of Manitoba. It is signed after your application is approved in principle, before you receive a work permit or travel to Manitoba.
The BPA sets out specific, measurable commitments tied directly to your submitted business plan: how much you will invest, how many jobs you will create or maintain, and how you will demonstrate active management of the business. These commitments are enforceable. Missing them can result in refusal of your nomination even after years of operating in Manitoba.
The terms of your BPA are built from your business plan, which means the quality of your plan directly determines the reasonableness of the commitments you are bound to. This is one of the most consequential documents in the entire process.

Net worth verification
Your personal net worth must be verified by one of the two designated third-party firms before your application is assessed. Both firms are based in Winnipeg:

The verification report, along with all other required documents, must be submitted within 120 days of receiving your LAA. Starting the verification process early is important, scheduling and completing the report with either firm takes time.

What happens if I do not meet my BPA commitments?
If the MPNP determines you have not fulfilled the terms of your Business Performance Agreement by the deadline, your application can be refused. You would not receive a nomination certificate, even if you have been operating a business in Manitoba for years. The BPA terms are set in advance based on your business plan, which is why having a realistic, achievable plan matters.
Can I buy an existing Manitoba business rather than starting a new one?
Yes. The Entrepreneur Pathway allows you to either start a new business or purchase an existing one. Purchasing an existing business may be attractive because it comes with an established customer base, existing staff, and operating history, all of which can strengthen your business plan.
What types of businesses are eligible for Manitoba Entrepreneur Pathway?
The MPNP defines eligible businesses in the program guidelines. Generally, the business must generate genuine economic activity in Manitoba and create or maintain employment for Canadians. Passive investment vehicles, real estate investment for rental income only, and businesses that primarily derive income from speculative activities are typically not eligible. Your business concept must demonstrate active management and a direct contribution to Manitoba’s economy.
How long does the process take from EOI to nomination in Manitoba Entrepreneur Pathway?
The MPNP does not publish official timelines for the Entrepreneur Pathway. The full process, from submitting your EOI through to receiving a nomination certificate, typically spans 12 to 24 months or longer, depending on processing volumes, file completeness, and the time needed to fulfill the BPA after arriving in Manitoba.
