Four tiers, two payments and a pass that old guides describe wrongly

Malaysia rebuilt MM2H, and many guides still quote the old deposits and the old rules. Each tier now has a fixed deposit, a home purchase, a participation fee and its own pass length. Add a stay rule and a rule about selling the home, and the total is easy to get wrong.

What it looks like from the outside:

  • Old figures of RM300,000 and RM150,000 still shown on some pages.
  • A deposit, a home purchase and several fees that all apply at once.
  • A rule that only a licensed tour operator can file.

How it feels:

  • You worry you will pick the wrong tier.
  • You fear paying for a home before you know the pass is approved.
  • You feel unsure whom to trust when every site gives different numbers.

You do not have to work out four tiers alone

We know how hard it is to budget for a pass when the deposit, the home and the fees all arrive at different times. You want someone who has read the rule on the official page, tells you honestly when a route does not fit, and stays with you until the file is filed.

What we have done:

  • 35+ years in immigration and investment migration
  • 25,000+ families guided since 1991
  • 3rd Generation in the immigration industry
  • 2026 Canadian Choice Award winner

What we believe:

  • Honesty first: we tell you when a route does not fit, before you move money.
  • Checked rules: every figure on this page is read from an official source and dated.
  • Your plan, not a template: the right route depends on your goals, your family and your funds.

We believe a plan to live in Malaysia should rest on the tier table the ministry publishes, not on an old guide.

What you need

You need a fixed deposit, a home purchase after approval and a licensed tour operator to file. The ministry also asks for a medical check-up after approval.

What the ministry pages list:

  1. A main applicant aged 25 or older (21 or older in the SEZ tier with the USD 65,000 deposit, 50 or older for the USD 32,000 deposit).
  2. The fixed deposit for your tier, placed in Malaysia.
  3. A home purchase at or above the tier minimum, completed after approval.
  4. A medical check-up at a panel clinic or hospital, after approval.
  5. An application submitted through a tour operator licensed by the Ministry of Tourism, Arts and Culture, completed through the OSC MM2H.
  6. A stay of at least 90 days a year if you are under 50, which you and your dependants can share.

The routes and rules

The ministry sets one table of tiers. The amounts below are the minimums the MM2H category page publishes.

TierFixed depositHome purchase (minimum)Pass lengthParticipation fee
PlatinumUSD 1,000,000RM2,000,00020 years, renewableRM200,000
GoldUSD 500,000RM1,000,00015 years, renewableRM3,000
SilverUSD 150,000RM600,0005 years, renewableRM1,000
SEZ, aged 50 and overUSD 32,000Set by the SEZ development10 years, renewableRM1,000
SEZ, aged 21 to 49USD 65,000Set by the SEZ development10 years, renewableRM1,000

Who can be included. Your spouse, your children under 21, unemployed single children aged 21 to 34, disabled children of any age, and your parents and parents-in-law. Platinum also allows foreign domestic helpers.

What it costs, and what waiting costs

The deposit and the home are the larger costs, and the government fees sit on top. Set both against the cost of a wrong start: a tier that does not fit and a home bought too early.

FeeAmount
Processing feeRM5,000 for the principal, RM2,500 for each dependant
Participation feeRM1,000 (Silver and SEZ), RM3,000 (Gold), RM200,000 (Platinum)
Renewal feeRM1,500 (Silver), RM3,000 (Gold), RM5,000 (Platinum), RM300 (SEZ)
Annual pass feeRM500 per year (RM500 to RM2,000 a year for a family of four; the official schedule does not say per person or per family)
Visa feeRM0 to RM50, by nationality

Property introductions in Malaysia

MM2H needs a home you buy, and we introduce you to local property partners. They find homes at or above your tier minimum: RM600,000 for Silver, RM1,000,000 for Gold, RM2,000,000 for Platinum, or the SEZ development for the SEZ tier. They handle the purchase with you after approval. The purchase is an agreement between you and the seller. We give no investment advice and quote no returns. Local partners may pay AIA for introductions.

Your path in three steps

Three steps from your first answers to your pass.

  1. Step 1: Find your route. Use Find my program. You get a shortlist and a cost view for your family in a few minutes.
  2. Step 2: We do the heavy lifting. We qualify your case and check your funds, family and documents. When your case is qualified, we bring in a Ministry-licensed tour operator, who files for you. You place the deposit and buy the home after approval.
  3. Step 3: Your pass in hand. The ministry decides, you keep the conditions, and you renew on time.

Processing time depends on the authority and on how complete your file is.

What could change: tier amounts, fees and the rules on the home and the stay. What we do about it: we re-read the official pages before each update and show the date.

After you have the pass

You keep the pass by keeping the deposit, the home and the stay. The ministry lets you withdraw up to 50% of the deposit after approval, for a home, education, or medical and tourism costs in Malaysia.

  • Stay: if you are under 50, you and your dependants spend at least 90 days a year in Malaysia between you.
  • Home: it cannot be sold for 10 years unless you upgrade to a higher-value home.
  • Renewal: the pass is renewable, and the renewal fee depends on your tier.

Two possible futures

A year from now, you may still be comparing guides while the rules shift. You hold a brochure, a number from one adviser that contradicts another, and no date on any of it.

Or your family has a pass in Malaysia, your route is one that exists, and your file went in clean. You feel relieved, and you chose on facts you could check.

The cost of staying put: routes and rules change, and each change can add cost or close a door.

Your ultimate success:

  • Relieved: your family has a base in South East Asia
  • Confident: you chose a route that exists today
  • Protected: the people you worry about are covered
  • In control: you decided on your terms, with the facts
