WHAT IS THE ALBERTA GRADUATE ENTREPRENEUR STREAM?

The Alberta Graduate Entrepreneur Stream is one of four entrepreneur pathways under Alberta’s Provincial Nominee Program — the Alberta Advantage Immigration Program (AAIP). It allows Alberta to nominate qualified international graduates who completed at least two years of study at an Alberta publicly funded post-secondary institution and who want to establish or operate a business in Alberta.

Unlike most immigration programs that focus on work experience or job offers, this stream recognizes your Alberta education as a foundation for building a business and contributing to the province’s economy.

The AAIP Graduate Entrepreneur Stream is an Alberta Provincial Nominee Program pathway for international graduates from Alberta publicly funded post-secondary institutions. To be eligible, applicants must hold a valid Post-Graduation Work Permit (PGWP), have a minimum Canadian Language Benchmark (CLB) level 7, and commit to owning at least 34% of a business in Alberta. Eligible candidates submit an Expression of Interest (EOI) and are ranked using a points grid with a maximum of 125 points. Nominees can apply for Canadian permanent residence through IRCC.

Who qualifies for the Alberta Graduate Entrepreneur Stream?

To be eligible for this stream, you must meet all of the following mandatory requirements at the time you submit your Expression of Interest.

Education You must have completed at least two years of full-time education, resulting in a degree or diploma, from an Alberta Advanced Education publicly funded post-secondary institution. Your Alberta education credential must have resulted in a diploma or degree — short courses or non-credit programs do not qualify.

Work permit You must hold a valid Post-Graduation Work Permit (PGWP) issued by Immigration, Refugees and Citizenship Canada (IRCC). Your PGWP must be valid at the time you submit your EOI. A study permit, visitor record, or other work permit does not satisfy this requirement.

Language You need a minimum Canadian Language Benchmark (CLB) level 7 — or Niveaux de compétence linguistique canadiens (NCLC) 7 in French — for each of the four language skills: reading, writing, listening, and speaking. Test results must be less than 2 years old at the time of your EOI submission. AAIP accepts the following tests only:

  • CELPIP General Test
  • IELTS General Training Test
  • Pearson Test of English (PTE)
  • Test d’évaluation de français (TEF) Canada
  • Test de connaissance du français (TCF) Canada

Business establishment You must commit to owning at least 34% of a business in Alberta. You may start a new business or buy an existing one. Business partners must be Canadian Citizens or Permanent Residents. You do not need to establish your business before your Business Application is approved — but you must do so after approval.

Who is NOT eligible:

  • Anyone with an active nomination under another AAIP stream that has not expired
  • Anyone issued a letter barring re-application for a specified period
  • Anyone with a removal order issued by IRCC or the Canada Border Services Agency
  • Refugee claimants or individuals in an IRCC appeal or removal process
  • Foreign nationals in Canada without valid temporary resident status
  • Anyone whose proposed business is on AAIP’s ineligible businesses list

Already running a business in Alberta? International graduates who already own and operate a business in Alberta have a separate pathway. Your established business must have operated in Alberta for at least one year immediately before submitting your EOI. If approved under the established businesses criteria, you are not required to sign a Business Performance Agreement and will receive a nomination certificate directly after your Business Application is approved.

THE POINTS GRID

How does the Alberta Graduate Entrepreneur Stream scoring system work?

AAIP scores each Expression of Interest using a points grid with a maximum of 125 points. Candidates with the highest scores are selected from the EOI pool and invited to submit a Business Application.

Meeting the minimum requirements earns you a baseline score. The more adaptability factors you can demonstrate, the higher your ranking in the pool.

Work experience or equivalencies (maximum 15 points) Not a mandatory requirement. Experience includes active business management or ownership, or equivalencies such as work with a business incubator or accelerator, or completion of entrepreneurship program courses from an Alberta post-secondary institution. Work experience can be from inside or outside Canada and can be acquired before or after completing your Alberta education.

Alberta relatives (maximum 10 points) You earn 10 points if you or your spouse or common-law partner has one or more of the following relatives living full-time in Alberta: father, step-father, mother, step-mother, child, step-child, sister, step-sister, brother, or step-brother.

A note on ranking: Points determine your position in the EOI pool. Alberta selects candidates with the highest-ranking scores. A score above the mandatory minimum does not guarantee an invitation, competition in the pool determines cutoffs.


HOW TO APPLY — YOUR 7-STEP PATH

How does the Alberta Graduate Entrepreneur Stream application process work?

The Graduate Entrepreneur Stream uses a two-stage process: an Expression of Interest (EOI) followed by a full Business Application. There are 7 steps from first review to nomination.

Step 1 — Read the terms and conditions Before applying, read the AAIP Terms and Conditions. The AAIP can close streams, change criteria, or decline to process applications at any time without notice. Meeting eligibility requirements does not guarantee an invitation or nomination.

Step 2 — Review the eligibility criteria Confirm you meet all mandatory requirements: Alberta education, valid PGWP, CLB/NCLC 7 language test results under 2 years old, and commitment to 34% business ownership.

Step 3 — Submit your Expression of Interest (EOI): $200 fee Submit your EOI through the AAIP Portal at alberta.ca. Required documents include the Business Proposal Summary, and a Net Worth Worksheet if you are investing in the business. You have 120 days to complete and submit your EOI after starting it. Pay the $200 non-refundable EOI fee within 24 hours of submission.

Your EOI will be scored within 30 days. It stays valid in the pool for 12 months. Candidates with the highest-ranking points receive a Request to Submit Business Application.

Step 4 — Submit your Business Application: $3,500 fee If invited, you have 90 days to submit your complete Business Application and pay the $3,500 non-refundable fee. Your application must include:

  • A Business Plan evaluated by an AAIP-approved Qualified Service Provider (KPMG or MNP)
  • A Qualified Service Provider Report on net worth and investment (Grant Thornton, KPMG, or MNP) — only if requested by AAIP
  • All supporting documents listed in the Business Application Document Checklist

Step 5 — Business Application assessment AAIP reviews your Business Application against the eligibility criteria. If approved, you receive a Business Performance Agreement to sign within 14 days. This is a legal agreement between you and the Province of Alberta. It details the business sector, term length, job creation obligations, and other conditions tied to your specific business plan.

Step 6 — Establish your business in Alberta (12-month period) After receiving your Business Application Approval Letter:

  • Move to Alberta and actively own and operate your business with at least 34% ownership for at least 12 months
  • Meet all conditions in your Business Performance Agreement
  • Submit a Start-up Report to AAIP within 30 days of the Approval Letter issue date
  • Submit a Business Progress Report every 6 months from the Approval Letter date
  • If you need more time, submit a Request for Business Performance Agreement Changes ($150 fee, non-refundable)
  • If your work permit is expiring, submit a Request for a 205(a) Letter of Support within 90 days of expiry ($150 fee, non-refundable)

Step 7 — Submit your Final Report for Nomination Once you meet all Business Performance Agreement conditions, submit your Final Report for Nomination with supporting documents. AAIP will assess your report against your compliance with the agreement. If approved, you receive a nomination certificate and can apply for Canadian permanent residence through IRCC.


AFTER YOU ARE NOMINATED

What happens after you receive your AAIP nomination?

Receiving your nomination is a major milestone — but there are several obligations that continue after nomination is issued.

Apply for permanent residence within 6 months Your AAIP nomination certificate is valid for 6 months. You must apply to IRCC for permanent residence before it expires. IRCC reviews your application for health, security, and criminal admissibility. AAIP is not involved in IRCC's decision.

Submit a Business Progress Report You must submit a Business Progress Report to AAIP 6 months after the date of your nomination. You have 2 weeks to submit this report.

Maintain your legal status Keep your work permit valid while your IRCC application is processing. An AAIP nomination is not an automatic work permit renewal.

Work permit renewal options:

Option 1 — Bridging Open Work Permit (recommended) Once you have applied for permanent residence to IRCC and received an Acknowledgement of Receipt (AOR), you can apply to IRCC for a Bridging Open Work Permit. Include your AAIP nomination and AOR. Select "Open Work Permit" on the IRCC application form. A $100 open work permit fee applies.

Option 2 — 205(a) Letter of Support ($150 fee) If the Bridging Open Work Permit is not available to you, you can request a 205(a) Letter of Support from AAIP. Submit your request through the AAIP portal within 90 days of your work permit expiry. AAIP takes up to 28 days to respond. Issuance is not guaranteed.

Nomination extension If you cannot submit your PR application to IRCC within 6 months, you can request a one-time nomination extension ($150 fee, non-refundable). AAIP has 30 days to review extension requests. Extensions are not guaranteed. You cannot receive more than one extension.

Keep AAIP and IRCC updated Notify both AAIP and IRCC of any changes to your address, email, phone number, family status, immigration status, or representative.

Frequently Asked Questions About the Graduate Entrepreneur Stream

Do I need to have a business idea before I apply?

You need a Business Proposal Summary for your EOI. This does not need to be a fully developed business plan — but it must describe a viable business concept. Once you receive a Request to Submit Business Application, you will need a complete business plan evaluated by KPMG or MNP. We recommend starting to develop your business plan as soon as you submit your EOI.

Can I study at any Alberta university or college for this stream?

Your education must be from an Alberta Advanced Education publicly funded post-secondary institution. Private colleges and institutions not funded by Alberta Advanced Education do not qualify. If you are not sure whether your school qualifies, confirm with AAIP or speak with a licensed consultant before applying.

Do I need a minimum net worth or minimum investment to apply?

There is no stated minimum net worth or minimum investment for eligibility. However, investment level is one of the factors that earns you points on the points grid — higher investment earns more points (up to 20 points for investments of $75,001 or more). A stronger investment commitment improves your competitiveness in the EOI pool.

My PGWP is expiring soon. Can I still apply?

Your PGWP must be valid at the time you submit your EOI. If it expires before you submit, you will not be eligible. If it is approaching expiry during the application process, you should apply for a work permit extension. AAIP does offer a 205(a) Letter of Support for nominees whose permits are expiring, but this is a later-stage option — not a workaround for an expired permit at EOI.

What happens if my Business Application is declined?

You will receive a decision letter explaining the reasons. If you can demonstrate that an error was made in applying program criteria to your file, you can submit a Request for Reconsideration within 30 calendar days of the decision letter. The fee is $250 (refunded only if the original decision is overturned). Requests for reconsideration cannot be used to submit new evidence or request exceptions to program criteria.

I already own a business in Alberta. Do I need to start a new one?

No. International graduates who already own and operate a business in Alberta that has been running for at least one year before submitting their EOI can apply under the established businesses pathway. If approved, you will not need to sign a Business Performance Agreement and will receive a nomination certificate directly after your Business Application is approved.

How long does the whole Graduate Entrepreneur Stream process take?

AAIP scores EOIs within 30 days of submission. EOIs remain in the pool for 12 months. After receiving a Business Application invitation, you have 90 days to submit. The business operation period is at least 12 months. After nomination, you must apply to IRCC within 6 months. IRCC processing times for Provincial Nominee Class permanent residence vary.
