Cyprus Investor Permit: A Residence Route Built on EUR 300,000 and a Steady Income
You want a home base in Cyprus and a permit that does not expire. The Cyprus investor permit needs an investment of at least EUR 300,000 and a secure annual income of at least EUR 50,000. The Migration Department examines a complete application in about two months.
An investment and an income test, and a permit with conditions
Cyprus asks for an investment and a steady income, and the permit comes with conditions you must keep. People who focus on the EUR 300,000 miss the income test, the no-employment rule and the two-year absence rule.
What it looks like from the outside:
- An investment of EUR 300,000 in one of four forms.
- An income test that rises with your family.
- Rules on employment, residence and absence.
How it feels:
- You worry you will meet the investment but not the income test.
- You fear losing the permit through a rule you did not know.
- You feel unsure what a permit without expiry really asks of you.
You do not have to decode the policy alone
We know how hard it is to read a government policy and find the conditions that matter. You want someone who has read the rule on the official page, tells you honestly when a route does not fit, and stays with you until the file is filed.
What we have done:
- 35+ years in immigration and investment migration
- 25,000+ families guided since 1991
- 3rd Generation in the immigration industry
- 2026 Canadian Choice Award winner
What we believe:
- Honesty first: we tell you when a route does not fit, before you move money.
- Checked rules: every figure on this page is read from an official source and dated.
- Your plan, not a template: the right route depends on your goals, your family and your funds.
We believe you should know every condition of a permit before you invest in it.
What you get
| Feature | Benefit | Meaning |
|---|---|---|
| An immigration permit under the expedited procedure | Your application is examined in about two months | You plan around a known timetable |
| Four ways to invest from EUR 300,000 | You choose property, company shares or a fund | Your investment fits your plans |
| A residence right without expiry | You do not renew the right itself | You see a long horizon before you start |
| A card renewed every 10 years | You know how long a card lasts | You handle a simple renewal, not a new application |
| Spouse and children under 18 covered | Your family sits on one permit | The people you worry about are protected together |
Where it takes you: residence in Cyprus under an immigration permit. This is a permit, not a passport.
Is it right for you?
An honest answer before you move funds.
| A good fit if | Consider another route if |
|---|---|
| You can invest at least EUR 300,000 from abroad in one of the four forms | You want to work for an employer in Cyprus: the permit bars employment except as a director of your invested company |
| You have a secure annual income of at least EUR 50,000 from outside Cyprus (more with a family) | You plan to sell the investment without replacing it: that cancels the permit |
| You do not plan to take employment in Cyprus | You expect to be away from Cyprus for two years or more |
| You can live in Cyprus and visit regularly | Your funds cannot be shown to come from abroad |

What you need
You need an investment of at least EUR 300,000, a secure annual income, a clean record and health cover. Cyprus also asks you you will not take employment there.
What the Migration Department policy lists:
- An investment of at least EUR 300,000 in one of four forms (see the routes).
- Funds transferred to Cyprus from abroad, from your account or your spouse's, and not from domestic borrowing.
- A personal secure annual income of at least EUR 50,000, plus EUR 15,000 for a spouse and EUR 10,000 for each minor child, from abroad, shown by a tax return or, under the 2023 clarification, by certificates from an independent certified accountant.
- A clean criminal record certificate from your country of origin and country of residence, for you and your spouse.
- A health insurance policy covering inpatient and outpatient care for you and your dependants.
- A confirmation that you and your spouse will not take employment in Cyprus, except as directors of the company you invested in.
- Evidence of accommodation in Cyprus for the company, other-property and fund routes.
The routes and rules
Cyprus accepts four forms of investment, each at EUR 300,000. The policy also sets rules for who is covered and how the amount scales.
| Route | Minimum | What counts | Conditions |
|---|---|---|---|
| A. House or apartment | EUR 300,000 plus VAT | Up to two units bought for the first time from a development company | Payments of at least EUR 300,000 excluding VAT; the income test uses a tax return |
| B. Other real estate | EUR 300,000 | Offices, shops, hotels or developments, or a combination; resale is allowed | Evidence of accommodation in Cyprus |
| C. Company share capital | EUR 300,000 | New or increased share capital of a Cyprus company with a physical presence and at least five employees | Shareholder certificate and proof of the staff |
| D. Cyprus investment fund | EUR 300,000 | Units of a Cyprus collective investment organisation (AIF, AIFLNP or RAIF) holding its investments in Cyprus | CySEC confirmation of the fund |
Who can be included.
| Family member | Rule |
|---|---|
| Spouse | Covered, or each spouse can hold a separate permit with a separate application and fee |
| Children under 18 | Covered as dependants |
| Unmarried children 18 to 25 studying abroad and dependent | Apply separately; the parents show EUR 10,000 more annual income for each child |
| Adult children not dependent on you | The EUR 300,000 is multiplied by the number of adult children (EUR 600,000 with one, EUR 900,000 with two) |
What it costs, and what waiting costs
The investment is the larger cost, and the government fee is small. Set both against the cost of a wrong start: an investment that does not qualify or an income test you cannot show.
| Fee | Amount |
|---|---|
| Application fee, for all persons in the application | EUR 500 |
| Alien registration certificate, per person who needs one | EUR 70 |

Property introductions in Cyprus
Property is the most common Cyprus investment, and we introduce you to local property partners. They find houses and apartments that meet the EUR 300,000 minimum, and they handle the purchase with you. The purchase is an agreement between you and the seller. We give no investment advice and quote no returns. Local partners may pay AIA for introductions.
Your path in three steps
Three steps from your first answers to your permit.
- Step 1: Find your route. Use Find my program. You get a shortlist and a cost view for your family in a few minutes.
- Step 2: We do the heavy lifting. We qualify your case and check your investment, income and documents. When your case is qualified, we bring in the right local partner, who files with the Migration Department. You make the investment and document where the money came from.
- Step 3: Your permit in hand. The Deputy Minister decides, you keep the investment and the income, and you send the yearly proof.
The Migration Department states about two months to examine a complete application. The clock starts when you submit the completed file.

What could change: the investment amount, the income test and the monitoring rules. What we do about it: we re-read the official pages before each update and show the date.
After you have the permit
You keep the permit by keeping the investment, the income and a real residence in Cyprus. The Migration Department asks for yearly proof and sets rules on absence.
- Yearly: evidence that you still hold the investment and a health insurance certificate if you no longer benefit from GESY.
- Every 3 years: a clean criminal record certificate for you and your adult family members.
- Residence: the permit ceases if you do not take up residence within one year of approval, if you gain permanent residence abroad, or if you are absent from Cyprus for two years.
- Selling: selling the investment without immediately replacing it with one of equal or greater value cancels the permit.
Two possible futures
A year from now, you may still be comparing guides while the rules shift. You hold a brochure, a number from one adviser that contradicts another, and no date on any of it.
Or your family has a permit in Cyprus, your route is one that exists, and your file went in clean. You feel relieved, and you chose on facts you could check.
The cost of staying put: routes and rules change, and each change can add cost or close a door.
Your ultimate success:
- Relieved: your family has a base in Europe
- Confident: you chose a route that exists today
- Protected: the people you worry about are covered
- In control: you decided on your terms, with the facts

Frequently asked questions
What does the Cyprus investor permit really cost?
The investment is at least EUR 300,000, and the application fee is EUR 500 for all persons plus EUR 70 per person who needs an alien registration certificate. Taxes, transfer costs and professional fees are on top, and we agree the professional fees with the local partner.
How long does it take?
The Migration Department states about two months to examine a complete application, counted from the day you submit it. We tell you what we know about the current queue before you commit funds.
Will my application be approved?
No route promises approval, and we make no approval claims. What we control is the file: a qualifying investment, income that meets the test and clean certificates. We tell you before you pay if your case does not fit.
What is the Cyprus investor permit?
The Cyprus investor permit is an immigration permit under an expedited procedure for third-country nationals who invest in Cyprus. The Minister of Interior, after notifying the Council of Ministers, issues it under Regulation 6(2) of the Aliens and Immigration Regulations.
How much income do I need?
At least EUR 50,000 a year from abroad, plus EUR 15,000 for a spouse and EUR 10,000 for each minor child. For the other-property, company and fund routes, part of it may come from activities in Cyprus.
Can I work in Cyprus?
No, except as a director of the company you invested in. You and your spouse confirm you do not intend to take employment in Cyprus.
Does the permit expire?
The residence right has no expiry. The physical card expires 10 years after issue and is replaced. Cards for underage dependants run to age 18.
What makes me lose the permit?
It ceases if you do not take up residence within one year of approval, if you gain permanent residence abroad, if you are absent for two years, or if you sell the investment without replacing it.
Can my family be included?
Yes. Your spouse and children under 18 are covered. Students aged 18 to 25 apply separately with extra income shown, and non-dependent adult children need a higher investment.
What if the rules change after I apply?
It depends on the transition rule in the policy. The current policy is the fourth revision, in force since 2 May 2023, and the status box shows the date we last read it.
Do you help with buying a property?
Yes, through introductions. For the property route we introduce you to local property partners in Cyprus. We give no investment advice and quote no returns, and the purchase is an agreement between you and the seller. Local partners may pay AIA for introductions.
