Malta Permanent Residence Programme: A Clear Fee Schedule for Permanent Residence in Malta
You want permanent residence in an EU country with a fee schedule you can add up before you apply. The Malta Permanent Residence Programme (MPRP) asks for an administration fee, a government contribution, a qualifying property, capital assets and a small donation. Applications go only through a licensed agent.
Old figures and a filing rule that surprises people
Malta changed its contribution in 2025, and the programme can only be filed through a licensed agent. Guides that still quote older contributions, or that skip the agent rule, send people in the wrong direction.
What it looks like from the outside:
- A contribution that changed under L.N. 146 of 2025.
- A fee split into instalments with different due dates.
- A rule that only a licensed agent can file.
How it feels:
- You worry about adding up the wrong total.
- You fear missing a payment date.
- You feel unsure whom to trust when the numbers differ.
You do not have to add up the fees alone
We know how hard it is to budget for a programme when every source quotes a different total. You want someone who has read the rule on the official page, tells you honestly when a route does not fit, and stays with you until the file is filed.
What we have done:
- 35+ years in immigration and investment migration
- 25,000+ families guided since 1991
- 3rd Generation in the immigration industry
- 2026 Canadian Choice Award winner
What we believe:
- Honesty first: we tell you when a route does not fit, before you move money.
- Checked rules: every figure on this page is read from an official source and dated.
- Your plan, not a template: the right route depends on your goals, your family and your funds.
We believe a budget should rest on the fee schedule in the law, not on a brochure.
What you get
| Feature | Benefit | Meaning |
|---|---|---|
| A fee schedule set in law (S.L. 217.26) | You can add up the government cost before you apply | You plan a real budget |
| Rented or bought property | You choose between renting from EUR 14,000 a year and buying from EUR 375,000 | Your cash flow decides, not the programme |
| Up to four generations in one application | Your family can sit in one file | The people you worry about are covered together |
| A small donation of EUR 2,000 | You meet the donation condition at low cost | You support a local organisation |
| A residence card for 5 years | You know how long the first card runs | You see the next step before you start |
Where it takes you: permanent residence in Malta. This is a residence status, not a passport.
Is it right for you?
An honest answer before you move funds.
| A good fit if | Consider another route if |
|---|---|
| You can show capital assets of EUR 500,000 (EUR 150,000 financial) or EUR 650,000 (EUR 75,000 financial) | You cannot keep a qualifying property for at least five years |
| You can rent from EUR 14,000 a year or buy from EUR 375,000 | You want to file without a licensed agent: the programme does not allow it |
| You want permanent residence rather than a temporary permit | You want a fee you can recover if the application fails |
| You accept a non-refundable administration fee | Your funds cannot be documented |

What you need
You need capital assets, a qualifying property, a donation and health insurance, and you file through a licensed agent.
What the Residency Malta page lists:
- A valid travel document.
- Health insurance covering risks in Malta and other European countries.
- A qualifying residential property in Malta or Gozo, rented or bought.
- Capital assets of EUR 500,000 (of which EUR 150,000 financial) or EUR 650,000 (of which EUR 75,000 financial).
- A donation of EUR 2,000 to a local NGO registered with the Commissioner for Voluntary Organisations.
- An application submitted through a Licensed Agent.
The routes and rules
The programme sets a fee, a contribution, a property rule, capital assets and a donation. The amounts are the figures in the law and on the Residency Malta page.
| Requirement | Amount | Rule |
|---|---|---|
| Administration fee, main applicant | EUR 60,000 | Non-refundable: EUR 15,000 within 1 month of filing and EUR 45,000 within 2 months of the Letter of Approval in Principle |
| Government contribution | EUR 37,000 | Owned or rented property alike, payable within 8 months of the Letter of Approval in Principle |
| Property | Rent from EUR 14,000 a year, or buy from EUR 375,000 | Keep a qualifying property for at least 5 years, then keep a residence in Malta |
| Donation | EUR 2,000 | To a registered local NGO |
| Capital assets | EUR 500,000 or EUR 650,000 | EUR 150,000 or EUR 75,000 of the total must be financial assets |
| Each chargeable adult dependant | EUR 7,500 | Exempt: spouse, children under 18 and adult dependants with a disability; payable within 2 months of the Letter of Approval in Principle |
| Residence card | EUR 500 per person | Covers 5 years |
Who can be included. The Residency Malta page says up to four generations can be included in one application. The legal definition of a dependant sets who pays and who is exempt, and your partner checks each family member.
What it costs, and what waiting costs
The fees below are the Malta government's own, and they are due in stages. Set them against the cost of a wrong start: a missed instalment or a property that does not qualify.
| Item | Amount | When |
|---|---|---|
| Administration fee, first part | EUR 15,000 | Within 1 month of filing |
| Administration fee, second part | EUR 45,000 | Within 2 months of the Letter of Approval in Principle |
| Contribution | EUR 37,000 | Within 8 months of the Letter of Approval in Principle |
| Each chargeable adult dependant | EUR 7,500 | Within 2 months of the Letter of Approval in Principle |
| Donation | EUR 2,000 | To a registered NGO |
| Residence card | EUR 500 per person | 5 years |

Property introductions in Malta
The Malta programme needs a qualifying property, and we introduce you to local property partners. They find homes to rent from EUR 14,000 a year or to buy from EUR 375,000 in Malta or Gozo, and they handle the lease or the sale with you. The purchase is an agreement between you and the seller. We give no investment advice and quote no returns. Local partners may pay AIA for introductions.
Your path in three steps
Three steps from your first answers to your residence.
- Step 1: Find your route. Use Find my program. You get a shortlist and a cost view for your family in a few minutes.
- Step 2: We do the heavy lifting. We qualify your case and check your capital, property and documents. When your case is qualified, we bring in a licensed agent, who files for you. You then pay the fees in the order the law sets.
- Step 3: Your residence in hand. The agency decides, you keep the qualifying property and your residence in Malta, and you renew the card on time.
Processing time depends on the authority and on how complete your file is.
Status: what changed and when
Reviewed 22 October 2026. Sources: Residency Malta, L.N. 146 of 2025.
| What | Status |
|---|---|
| Contribution | EUR 37,000 for the main applicant, owned or rented property alike (L.N. 146 of 2025) |
| Legal framework | Subsidiary legislation S.L. 217.26, amended by L.N. 310 of 2024 and L.N. 146 of 2025 |
| Transition | The 2025 fees also apply to applications submitted after 1 January 2025 that were still open when the regulations took effect |
| Filing | Only through a Licensed Agent |
What could change: the fee schedule and the property rules. What we do about it: we re-read the official pages before each update and show the date.
After you have the residence
You keep the status by keeping a qualifying property and a residence in Malta. The qualifying property must be kept for at least five years, and after that you must continue to maintain a residential property in Malta.
- Residence card: EUR 500 per person, covering 5 years.
- Insurance: health insurance covering risks in Malta and other European countries.
- Citizenship: the programme gives permanent residence, not a passport.
Two possible futures
A year from now, you may still be comparing guides while the rules shift. You hold a brochure, a number from one adviser that contradicts another, and no date on any of it.
Or your family has a residence in Malta, your route is one that exists, and your file went in clean. You feel relieved, and you chose on facts you could check.
The cost of staying put: routes and rules change, and each change can add cost or close a door.
Your ultimate success:
- Relieved: your family has a base in Europe
- Confident: you chose a route that exists today
- Protected: the people you worry about are covered
- In control: you decided on your terms, with the facts

Frequently asked questions
What does the Malta Permanent Residence Programme really cost?
The government fees are an administration fee of EUR 60,000, a contribution of EUR 37,000, EUR 7,500 for each chargeable adult dependant (parents, grandparents and dependent unmarried children aged 18 to 28), a EUR 2,000 donation and EUR 500 per person for the card. Rent or the purchase price, your capital assets and professional fees sit on top.
How long does it take?
Processing time depends on the authority and on how complete your file is. We walk you through each step and its timing before you commit funds.
Will my application be approved?
No programme promises approval, and we make no approval claims. What we control is the file: documented capital, a qualifying property and the correct payments. We tell you before you pay if your case does not fit.
What is the Malta Permanent Residence Programme?
The Malta Permanent Residence Programme (MPRP) is a route to permanent residence in Malta for people who meet fee, property, capital and donation conditions. It is set out in subsidiary legislation S.L. 217.26.
Why do I need a licensed agent?
The programme requires every application to be submitted through a Licensed Agent. When your case is qualified, we bring in a licensed agent and stay your point of contact.
Can I rent instead of buy?
Yes. You can rent a qualifying residential property in Malta or Gozo from EUR 14,000 a year, or buy one from EUR 375,000.
Do I have to keep the property?
Yes. You must keep the qualifying property for at least five years, and after that keep a residential property in Malta.
Does the programme give me a Maltese passport?
No. It gives permanent residence. Citizenship follows separate rules that this page does not cover.
Can my family be included?
Yes, up to four generations in one application. Each chargeable adult dependant pays EUR 7,500. Your spouse, children under 18 and adult children with a certified disability pay no dependant fee, and your partner checks each person before you file.
What if the rules change after I apply?
The 2025 regulations apply their fees also to applications submitted after 1 January 2025 that were still open on the day they took effect. The status box shows the date we last read each source.
Do you help with buying a property?
Yes, through introductions. For the property route we introduce you to local property partners in Malta. We give no investment advice and quote no returns, and the purchase is an agreement between you and the seller. Local partners may pay AIA for introductions.
