What is the Alberta Advantage Immigration Program (AAIP)?

The Alberta Advantage Immigration Program (AAIP) is Alberta’s Provincial Nominee Program. It lets the province nominate qualified people for Canadian permanent residence. Once nominated, you apply to the federal government (IRCC) and receive your PR visa.

The AAIP runs eight immigration streams in total. Four of them are for entrepreneurs and business investors. Each stream targets a different type of applicant. They do not compete with each other, you apply to the one that matches your profile.

The Alberta Advantage Immigration Program (AAIP) is Alberta’s Provincial Nominee Program (PNP). It allows the Government of Alberta to nominate skilled workers, graduates, and entrepreneurs for Canadian permanent residence. Once nominated, applicants apply to Immigration, Refugees and Citizenship Canada (IRCC) for their permanent residence visa. The AAIP includes four entrepreneur-focused streams: the Rural Entrepreneur Stream, Graduate Entrepreneur Stream, Farm Stream, and Foreign Graduate Entrepreneur Stream.


What are the 4 AAIP entrepreneur streams?

Alberta designed these four streams to attract business talent from different backgrounds. Here is a plain summary of each one.


Stream 1: Rural Entrepreneur Stream

This stream is for entrepreneurs who want to start a new business or buy an existing one in a rural Alberta community. Rural means a population under 100,000, outside the Calgary and Edmonton Census Metropolitan Areas.

Before you apply, you need to contact a participating community, schedule an exploratory visit (in person or by video call), and submit a Business Proposal Summary. The stream uses an Expression of Interest (EOI) system. You apply through the AAIP online portal.

Stream 2: Graduate Entrepreneur Stream

This stream is for international graduates of publicly funded Alberta post-secondary institutions. You need at least two years of full-time study at an eligible Alberta school, a valid Post-Graduation Work Permit (PGWP), and a minimum Canadian Language Benchmark (CLB) of 7 in all four skills.

You must plan to own at least 34% of a business in Alberta. Any business partners must be Canadian Citizens or Permanent Residents. The stream uses the EOI system.

Stream 3: Alberta Farm Stream

This stream is for experienced farmers who plan to buy or start a primary production farming business in Alberta. There is no Expression of Interest process here. Applications go directly to AAIP by mail.

You need to prove farm management experience and show a minimum net worth of CAD $500,000 (or access to equivalent funds) to invest in an Alberta farm.

Stream 4: Foreign Graduate Entrepreneur Stream

This stream is for graduates educated entirely outside Canada who want to launch an innovative start-up in Alberta. You must work with one of AAIP’s approved designated agencies. The agency reviews your business plan and pitch deck, and issues a recommendation letter if you qualify.

You need a degree from outside Canada (completed within the last 10 years) with an Educational Credential Assessment (ECA), and a minimum CLB of 5 in all four language skills.

How does the AAIP entrepreneur process work, step by step?

The process is similar across most streams. Here is the general flow.

Step 1. Check your eligibility Review the requirements for the stream that matches your profile. Use the comparison table above or the self-assessment tool.

Step 2. Prepare your documents This includes your language test results, education credentials, business plan, and financial documents. The exact list depends on the stream. Our team helps you build a complete package from day one. This is where most applications run into trouble. Missing or weak documents are the most common reason AAIP requests clarifications, which delays processing.

Step 3. Submit an Expression of Interest (EOI) For the Rural Entrepreneur, Graduate Entrepreneur, and Foreign Graduate Entrepreneur streams, you submit an EOI through the AAIP online portal. The Farm Stream uses a direct mail application instead.

Step 4. Receive a Request to Submit a Business Application If AAIP selects your EOI, you’ll receive an invitation to submit a full Business Application within a set timeframe.

Step 5. Submit your Business Application Submit your complete application with all required documents. AAIP will assess it against the stream’s criteria.

Step 6. Sign a Business Performance Agreement (where applicable) Some streams require you to sign an agreement outlining what your business must achieve before nomination is confirmed.

Step 7. Receive your nomination certificate Once approved, AAIP sends your nomination certificate. You then apply to IRCC for Canadian permanent residence. You have 6 months to submit this application.

Step 8. Apply for permanent residence Submit your PR application to IRCC. You must also submit a Business Progress Report to AAIP 6 months after your nomination date.

Frequently asked questions about Alberta entrepreneur immigration

What is the AAIP and how is it different from Express Entry?

The AAIP is Alberta’s Provincial Nominee Program (PNP). It is separate from Express Entry. Express Entry is a federal system for skilled workers. The AAIP’s entrepreneur streams are for people who plan to own and operate a business in Alberta. After getting an AAIP nomination, you apply to the federal government for permanent residence, the two programs work together, but they are not the same system.

Can I apply to more than one AAIP stream at the same time?

No. AAIP rules allow only one active application at a time across all of its streams. If you apply to the wrong stream and need to withdraw, you must wait until AAIP confirms the withdrawal before submitting a new application. Application fees are not refunded. This is why choosing the right stream before you apply matters.

Do I need to already have a business to apply?

That depends on the stream. For the Graduate Entrepreneur Stream, you are not required to have established a business in Alberta by the time you submit your EOI. However, you must establish the business before your Business Application is approved. The Rural Entrepreneur and Foreign Graduate Entrepreneur streams work similarly. The Farm Stream requires documented farm experience and a concrete investment plan.

Do I need to speak English to qualify?

Yes, for most streams. The Graduate Entrepreneur Stream requires CLB 7 in all four language skills (reading, writing, listening, speaking). The Foreign Graduate Entrepreneur Stream requires CLB 5. The Rural Entrepreneur requires CLB 4 whie there is no minimum language requirement for the Farm Stream.

What happens after I receive an AAIP nomination?

You must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence within 6 months of receiving your nomination. You must also submit a Business Progress Report to AAIP 6 months after your nomination date. You need to keep both AAIP and IRCC updated if anything changes in your personal circumstances. AAIP can extend your nomination, and it can also withdraw it if you no longer meet the conditions.

Can I use an immigration consultant to apply for the AAIP?

Yes. You can authorize a licensed RCIC or immigration lawyer to represent you. They will be copied on all AAIP correspondence, including your nomination letter if you receive one.
