WHAT IS THE ALBERTA RURAL ENTREPRENEUR STREAM?
The Rural Entrepreneur Stream is one of four entrepreneur pathways under Alberta’s Provincial Nominee Program, the Alberta Advantage Immigration Program (AAIP). It allows Alberta to nominate qualified entrepreneurs for permanent residence, provided they plan to start a new business or buy an existing one in a rural Alberta community.
The AAIP Rural Entrepreneur Stream is an Alberta Provincial Nominee Program pathway for entrepreneurs who want to start or buy a business in a rural Alberta community. Rural is defined as a community with a population under 100,000 that is located outside the Calgary and Edmonton Census Metropolitan Areas. Successful applicants receive a provincial nomination certificate, which allows them to apply to the federal government (IRCC) for Canadian permanent residence. The stream uses an Expression of Interest (EOI) system and requires a Community Support Letter from a participating rural community before an EOI can be submitted.

Who qualifies for the Rural Entrepreneur Stream?
To be eligible, you must meet all of the following minimum requirements at the time you submit your Expression of Interest.
Work experience You need at least 3 years of experience as an active business owner or manager, or at least 4 years of experience as a senior manager. This experience must fall within the past 10 years.
Education You need at minimum a high school diploma equivalent to the Canadian standard. You must provide an Educational Credential Assessment (ECA) from an IRCC-designated organization if your education was completed outside Canada.
Language You need a minimum Canadian Language Benchmark (CLB) level of 4 in each of the four skills: reading, writing, listening, and speaking. CLB 4 is the entry threshold. Higher scores earn more points. Language test results must be under 2 years old when you submit your EOI. Accepted tests are: CELPIP General, IELTS General Training, PTE, TEF Canada, and TCF Canada.
Net worth You need a minimum net worth of CAD $300,000. All assets must be from your own personal holdings, or your spouse’s or common-law partner’s.
Business investment You must invest a minimum of CAD $100,000 from your own equity (or your spouse’s/common-law partner’s equity) in the business. Higher investment levels earn more points.
Business ownership For a new business: minimum 51% ownership. For business succession (buying an existing business outright): 100% ownership. Any business partners must be Canadian Citizens or Permanent Residents.
Job creation You must create at least one full-time job in Alberta for a Canadian Citizen or Permanent Resident. This does not include relatives. The job must last at least 6 months. Job creation is not required if you are purchasing a business as succession. More jobs mean more points.
Community Support Letter You must have a Community Support Letter from a participating rural Alberta community. You get this letter after completing your exploratory visit and submitting your Business Proposal Summary to the community contact.
Who is NOT eligible:
- Anyone with an active nomination under another AAIP stream
- Anyone under a removal order from IRCC or CBSA
- Refugee claimants or individuals in an IRCC appeal process
- Foreign nationals in Canada without valid temporary resident status
- Applicants whose proposed business is on AAIP’s ineligible businesses list
- Anyone who was issued a letter barring re-application for a specified period

Final Check: Ineligibility Factors
The following individuals cannot apply for the Rural Entrepreneur Stream:
- Refugee claimants or individuals involved in an IRCC appeal or removal process
- Live-in caregivers currently living in Canada
- Foreign nationals living or working in Canada without valid temporary resident status
- Anyone with an active AAIP nomination under another stream
- Anyone under a removal order from IRCC or the Canada Border Services Agency

THE POINTS GRID
How does the Rural Entrepreneur Stream scoring system work?
The AAIP scores each Expression of Interest using a points grid. The maximum is 175 points. Candidates with the highest scores are selected from the EOI pool and invited to submit a Business Application.
Meeting the minimum requirements does not guarantee an invitation. Alberta selects based on rankings — so stronger profiles score higher and get selected first.
Here is a summary of the main scoring categories.
Business Location (max 25 points — mandatory) All candidates must be in a qualifying rural community. Points vary by population size:
- Community under 10,000 people: 25 points
- Community of 10,001 to 50,000: 17 points
- Community of 50,001 to 99,999: 10 points
Business Experience (max 20 points — mandatory) Business owner or manager experience in the past 10 years:
- 3 to under 4 years: 12 points
- 4 to under 5 years: 16 points
- 5 or more years: 20 points
Senior manager experience in the past 10 years:
- 4 to under 5 years: 12 points
- 5 to under 6 years: 16 points
- 6 or more years: 20 points
Business Establishment (max 60 points — mandatory categories)
Total business investment:
- $100,000 to $399,999: 5 points
- $400,000 to $599,999: 10 points
- $600,000 to $799,999: 15 points
- $800,000 or more: 20 points
Net worth:
- $300,000 to $399,999: 4 points
- $400,000 to $499,999: 8 points
- $500,000 or more: 12 points (not capped, but max category total applies)
Job creation (for Canadian Citizens or PRs, not relatives, minimum 6 months):
- 1 job: 6 points
- 2 jobs: 8 points
- 3 jobs: 10 points
- 4 jobs: 12 points
- 5 or more jobs: 16 points
Business succession (buying existing business): up to 10 additional points
Human Capital (max 35 points)
Language proficiency:
- CLB/NCLC 4 in all skills: 15 points
- CLB/NCLC 5 in all skills: 20 points
- CLB/NCLC 6 or higher in all skills: 25 points
Education:
- High school diploma: 4 points
- Associate degree or diploma (1+ year): 6 points
- Bachelor’s degree or higher: 10 points
Adaptability (max 35 points — not mandatory)
Canada or Alberta work or study experience in the past 10 years:
- In rural Alberta, 12 to 24 months: 7 points
- In rural Alberta, more than 24 months: 10 points
- In non-rural Alberta, 18 to 30 months: 6 points
- In non-rural Alberta, more than 30 months: 10 points
- In Canada, 24 to 36 months: 3 points
- In Canada, more than 36 months: 5 points
Relatives in Alberta (parent, sibling, step-parent, step-sibling, child, step-child — of you or your spouse): up to 10 points
Spouse or common-law partner’s language or education: up to 5 points
Age 21 to 49: 5 points

THE EXPLORATORY VISIT
What is an exploratory visit and why is it required?
Before you can submit an EOI, you need to connect with a participating rural Alberta community and complete an exploratory visit. This can be in person or by video conference. The community decides which format is acceptable.
The visit gives you the chance to meet local business contacts, economic development officers, and potential settlement contacts. It helps you understand the local market and what running a business there actually involves.
After the visit, you must submit an Exploratory Visit Report with your Business Application. This report must include:
- Names, addresses, phone numbers, and emails of every business service provider or settlement organization you met
- A description of each meeting and how it relates to your business plan
- Business cards from in-person contacts (where applicable)
- Details of any existing business you are considering buying, including the owner’s name and contact information
After completing the visit, you send a Business Proposal Summary to the community contact. If the community supports your proposal, they issue a Community Support Letter and endorse your summary. You need this letter before you can submit your EOI.
One important note: neither AAIP nor the community will write a support letter to help you get a Canadian visa for an in-person exploratory visit. You need to arrange your own visa if you require one to travel to Canada.

Which communities are participating in the Rural Entrepreneur Stream?
As of April 2026, the selected rural Alberta communities are enrolled in the Rural Entrepreneur Stream. Contact the designated person directly using only the details listed. Do not contact communities through general government lines.
This list may change. Communities can join or leave the program. Always verify the current list at before contacting any community.
HOW TO APPLY
How do you apply for the Rural Entrepreneur Stream, step by step?
There are 7 steps in the application process.
Step 1. Read the AAIP terms and conditions AAIP can close, suspend, or change any stream at any time without notice. Meeting the eligibility criteria does not guarantee your application will be assessed or that you will receive a nomination. Read the AAIP Terms and Conditions in full before starting.
Step 2. Review eligibility and prepare your profile Confirm you meet all minimum requirements listed in Section 2. Check the points grid (Section 3) to assess how your profile scores. Use the self-assessment tool below if you want a quick read on your standing.
Step 3. Contact a community and complete your exploratory visit Choose a participating community, contact the designated person, and schedule your exploratory visit (in person or by video). After the visit, provide your Business Proposal Summary to the community contact. If they support your proposal, they issue a Community Support Letter.
Step 4. Submit your Expression of Interest (EOI) Submit your EOI through the AAIP online portal. AAIP reviews and scores it within 30 days. The portal is for candidates only. Your authorized RCIC representative cannot access the portal on your behalf, but can support you in preparing everything you submit.
AAIP will score your EOI using the points grid. Highest-scoring candidates receive a Request to Submit a Business Application.
Step 5. Submit your Business Application Once invited, you have 90 days to submit your full Business Application through the AAIP portal. The application fee is CAD $3,500. This fee is non-refundable regardless of outcome.
Your Business Application must include two mandatory third-party reports:
Business Plan Evaluation Report
Qualified Service Provider Report
Your business plan, net worth and business investment must be evaluated by one of AAIP-approved firms that include:
- KPMG LLP
- MNP LLP
- Grant Thornton LLP
Step 6. Sign the Business Performance Agreement If AAIP approves your Business Application, they send you a Business Performance Agreement by email. This is a legal agreement between you and the Province of Alberta. It sets out your obligations — including business sector, investment level, job creation targets, and timeline. You must sign and return it within 14 days.
After all parties sign, AAIP sends you a Business Application Approval Letter and a 205(a) Letter of Support. The Letter of Support lets you apply to IRCC for a 2-year work permit. You must apply for the work permit within 3 months of receiving the Letter of Support. Any additional 205(a) Letter of Support requests cost $150 each.
The Business Application Approval Letter is not a nomination. It confirms that AAIP approves your proposed business. You still need to operate the business, meet the conditions of the agreement, and then receive your nomination certificate.
Step 7. Meet your business obligations and receive nomination Operate your business in Alberta according to the Business Performance Agreement. Once you have met the conditions, AAIP issues your nomination certificate. You then apply to IRCC for permanent residence.
AFTER YOUR NOMINATION
What happens after you receive your Rural Entrepreneur Stream nomination?
Once AAIP issues your nomination certificate, here is what you need to do.
Apply for permanent residence within 6 months Your AAIP nomination certificate is valid for 6 months. You must submit your PR application to IRCC before it expires. The sooner you apply, the sooner IRCC issues an Acknowledgement of Receipt (AOR) and file number — both of which you need if you have to extend your work permit.
Submit a Business Progress Report You must send a Business Progress Report to AAIP 6 months after your nomination date. You have a 2-week window to submit it. Failing to do so can put your nomination at risk.
Keep AAIP and IRCC informed Report any changes to your address, email, phone, family status, immigration status, or authorized representative to both AAIP and IRCC. Changes to contact information go through the AAIP portal. Other changes go by email to your program officer, with your Business Application number in the message.
Maintain your status in Canada You must keep valid legal status in Canada while IRCC processes your PR application. If your work permit is expiring, you may be able to extend it. You can include a copy of your AAIP nomination and your IRCC AOR/file number with your work permit extension request.
AAIP may extend your nomination If you need more time to apply for PR, you can request a nomination extension. A $150 fee applies for all extension requests.
AAIP can withdraw your nomination AAIP may cancel your nomination at any time if you no longer meet the conditions, if you leave Alberta, or if you provided inaccurate information in your Business Application.
Once you submit to IRCC, they will conduct health, security, and criminal checks on you and your family. AAIP is not involved in this stage and cannot provide updates on your IRCC application status.
ALREADY OPERATING A BUSINESS IN RURAL ALBERTA?
Can I apply if I already own and run a business in rural Alberta?
Yes. AAIP has a pathway for foreign entrepreneurs who currently own and operate an established business in a rural Alberta community. Your business must have been operating in Alberta for at least one year immediately before you submit your EOI. You still need to meet all points grid criteria and include a Community Support Letter with your EOI. Contact AAIP or our team for details on how the established business pathway works in practice.

Frequently asked questions about the Alberta Rural Entrepreneur Stream
What is the minimum net worth for the Rural Entrepreneur Stream?
You need a minimum net worth of CAD $300,000. All assets must be from your own personal holdings or your spouse’s or common-law partner’s. Higher net worth earns more points on the scoring grid, up to a maximum within the category.
Do I need to have already chosen a business before I apply?
You do not need to have bought or registered a business before submitting your EOI. However, you do need a credible business proposal. You must present this proposal to a participating community during your exploratory visit and receive a Community Support Letter before you can submit your EOI. AAIP expects you to establish or purchase the business after your Business Application is approved and before you receive your nomination.
Can my business partner be from another country?
No. Any business partners must be Canadian Citizens or Permanent Residents. You must hold at least 51% ownership for a new business, or 100% ownership for a business succession.
What is a Business Performance Agreement?
A Business Performance Agreement is a legal contract between you and the Province of Alberta. It sets out the conditions you must meet to receive your nomination certificate. This includes the industry sector, investment amount, job creation targets, and timeline. You sign it after your Business Application is approved. AAIP does not accept changes to the agreement terms after it is signed, except for timeline extensions.
What is the $3,500 application fee for?
The $3,500 fee covers the cost of processing your Business Application. It is non-refundable. This means you do not get it back if your application is declined, if you withdraw, or if AAIP decides not to nominate you. You must pay it within 24 hours of submitting your Business Application, by credit or debit card through the AAIP portal.
Can I apply to the Rural Entrepreneur Stream while I am in Canada on a different status?
You can apply if you have valid temporary resident status in Canada. However, if you are a refugee claimant, or involved in an IRCC appeal or removal process, you are not eligible. AAIP does not intervene in refugee or removal proceedings.
What happens if I miss the 90-day deadline to submit my Business Application?
Your application is cancelled and cannot be reinstated. You also cannot request reconsideration. If you want to continue, you must submit a new EOI under the criteria in place at that time. This is one of the most consequential deadlines in the process. Arranging your third-party reports early is the most important thing you can do to protect your timeline.
How do I extend my nomination if I need more time?
You can request a nomination extension from AAIP. A $150 fee applies. Extensions are not guaranteed. If your nomination expires before you apply for permanent residence, you lose your pathway and must start over. Applying to IRCC as soon as possible after receiving your nomination is the best way to avoid this situation.
