WHAT IS THE FOREIGN GRADUATE ENTREPRENEUR STREAM?
The Alberta Advantage Immigration Program (AAIP) Foreign Graduate Entrepreneur Stream is a provincial nomination pathway for internationally educated graduates who want to launch a start-up business in Alberta. Unlike the Graduate Entrepreneur Stream (which is for graduates of Alberta post-secondary institutions), this stream is designed specifically for people who completed their degree abroad.
The program is built around a collaboration between AAIP and three government-approved designated agencies. These agencies evaluate your business idea, guide you through a business plan, and issue the letter of recommendation you need to enter the EOI pool. Without that letter, the application cannot move forward.
Successful applicants receive a Business Application Approval Letter and a 205(a) Letter of Support to apply for a Canadian work permit, move to Alberta, and establish their business. After operating for at least 12 months and meeting their Business Performance Agreement conditions, they can apply for a provincial nomination certificate and then for Canadian permanent residence through IRCC.
The AAIP Foreign Graduate Entrepreneur Stream nominates internationally educated graduates for Alberta permanent residence after they launch a start-up in the province. Applicants need a foreign degree with an Educational Credential Assessment, CLB 5 language scores, 6 months of business experience, and a letter of recommendation from one of three AAIP-approved designated agencies. Businesses must be in a priority sector and involve a minimum investment of $100,000 (urban) or $50,000 (regional). The program uses a 200-point EOI grid to rank candidates.

WHO QUALIFIES?
Who qualifies for the Foreign Graduate Entrepreneur Stream?
To be considered for the Foreign Graduate Entrepreneur Stream, you must meet all of the following requirements at the time of EOI submission:
Education You must have completed a degree from a post-secondary institution outside Canada within the last 10 years. The degree must come with an Educational Credential Assessment (ECA) showing equivalency to a Canadian degree. IRCC’s website lists the designated organizations that issue ECAs.
Language You need a minimum Canadian Language Benchmark (CLB) level of 5 in all four skills: reading, writing, listening, and speaking. AAIP accepts CELPIP General, IELTS General Training, PTE, TEF Canada, and TCF Canada. Test results must be less than two years old.
Work experience You need at least 6 months of full-time experience actively managing or owning a business, or equivalent experience with a business incubator or accelerator. More experience earns more points on the scoring grid.
Business plan and pitch deck You need a written business plan with projected financials (following AAIP’s Business Plan Guidelines) and a 10-minute pitch deck outlining your venture from an investor’s perspective.
Designated agency letter of recommendation You must have a letter of recommendation from one of Alberta’s three AAIP-approved designated agencies. This is a mandatory pass/fail requirement, not just a points consideration.
Business ownership and location Your start-up must be physically located in Alberta, and you must own at least 34% of it if it is in an urban centre (Edmonton or Calgary Census Metropolitan Area), or at least 51% if it is in a regional area outside those CMAs. All business partners must be Canadian citizens or permanent residents.
Priority sector Your business must connect to one of eight sectors: technology, aerospace, financial services, energy, agriculture, tourism, life sciences, or pharmaceuticals. This is another mandatory pass/fail requirement.
Investment You need a minimum investment of $100,000 (urban) or $50,000 (regional) from your own equity, from a recognized Canadian financial institution, venture capital firm, or angel investment firm. Investment funds from a spouse or common-law partner also qualify. The initial investment must be made within the first 12 months of launching your start-up.
Settlement funds You must have enough liquid funds to support yourself (and your family, if applicable) for at least 6 months while establishing your business. The exact amount depends on your family size and the population of your intended community. Amounts range from $8,922 (one person in a community under 1,000) to $34,299 (seven people in a city of 500,000 or more). Source: Statistics Canada Low Income Cut-Offs (LICOs).
Who this stream is NOT for: This stream does not apply to graduates of Canadian post-secondary institutions (see the Graduate Entrepreneur Stream instead). It is also not available to refugee claimants, individuals in an IRCC appeal or removal process, people without valid temporary resident status in Canada, or applicants with an active nomination under another AAIP stream.

ALBERTA FOREIGN GRADUATE ENTREPRENEUR STREAM SELF ASSESSMENT TOOL

1 person in a city over 500,000: $12,960 — 4 people in a city over 500,000: $24,083 — 1 person in a small town under 1,000: $8,922.
These funds must be separate from your business investment capital.

How does the Foreign Graduate Entrepreneur Stream points system work?
AAIP scores every EOI against a 200-point grid. Candidates with the highest scores are invited to submit full Business Applications. Understanding the grid is the starting point for a competitive application.

Business Factors (up to 100 points)
Business Plan — 40 points (mandatory)
A qualifying business plan with projected financials earns 40 points. This is both a mandatory requirement and a significant fixed allocation. A weak or incomplete plan is not just a points risk, it can be grounds for declining your application.
Prior Investment (before coming to Alberta) — maximum 25 points
Points are awarded for either urban or regional investment, not both.

Mandatory Pass/Fail Requirements
In addition to scored criteria, the following are binary requirements. Failing any one of them removes your application from consideration regardless of your total points:
- Ownership: at least 34% (urban) or 51% (regional)
- Business connected to a priority sector
- Sufficient settlement funds (LICO-based)
- Pitch deck submitted
- Letter of recommendation from an AAIP-approved designated agency
THE DESIGNATED AGENCIES
What are the AAIP-approved designated agencies?
The designated agency is the gateway to this stream. AAIP works with three approved organizations. Each one assesses your entrepreneurial readiness, reviews your business idea, helps you develop a business plan, connects you to Alberta networks, and, if they believe you are ready, issues the letter of recommendation you need to enter the EOI pool.
THE APPLICATION PROCESS — STEP BY STEP
How does the Foreign Graduate Entrepreneur Stream application process work?
There are 7 steps from first contact to nomination.
Step 1 — Contact a designated agency This is the first action to take, not the last. The designated agency reviews your business concept, helps you build a defensible business plan, and ultimately decides whether to issue the letter of recommendation you need to apply. Contact them well before you plan to submit your EOI. This is where AIA can help you prepare your business profile and get the right first impression.
Step 2 — Confirm your eligibility Review the eligibility criteria and AAIP Terms and Conditions carefully. Meeting the minimums does not guarantee selection, AAIP invites only the highest-ranking candidates. Use the self-assessment tool on this page to check your standing before investing in a full business plan.
Step 3 — Submit your Expression of Interest Submit your EOI through the AAIP online portal. Your EOI must include your business plan, pitch deck, net worth worksheet, and your letter of recommendation from a designated agency. Pay the $200 non-refundable EOI fee within 24 hours of submission. AAIP scores and ranks your EOI within 30 days. EOIs remain in the pool for 12 months; if not selected, you can resubmit.
Step 4 — Submit your Business Application If AAIP invites you, you have 90 days to submit a full Business Application. A draft is automatically created in the portal based on your EOI. Update it and attach all required documents including a Business Plan Evaluation Report from your designated agency and, if required by AAIP, a Qualified Service Provider (QSP) report on your net worth. Pay the $3,500 non-refundable Business Application fee.
The Qualified Service Providers (QSPs) accepted by AAIP for net worth verification are:
- Grant Thornton LLP
- KPMG LLP
- MNP LLP
Contact the QSP as soon as you receive your Business Application invitation — QSP reports take time to produce.
Step 5 — Business Application assessment and work permit AAIP assesses your Business Application against the eligibility criteria and verifies your EOI points. If approved, AAIP sends you a Business Performance Agreement (BPA) for signature within 14 days. Once all parties have signed, AAIP issues a Business Application Approval Letter and a 205(a) Letter of Support. Use the 205(a) letter to apply to IRCC for a 2-year work permit. You must apply for the work permit within 3 months of receiving the 205(a) letter.
Note: Entrepreneurs who already own and operate an established business in Alberta (operating for at least 1 year before submitting an EOI) skip the work permit phase and move directly to nomination upon Business Application approval.
Step 6 — Establish your business in Alberta After arriving in Alberta on your work permit, you must reside in the province, actively manage your eligible business with the required ownership percentage, and meet all conditions in your Business Performance Agreement. Submit an Arrival Report within 30 days of your work permit issue date. File a Business Progress Report every 6 months from that date. If you need more time to meet BPA conditions, submit a request for a BPA extension ($150 fee). There is no guarantee extensions will be approved.
Step 7 — Final Report for Nomination Once you have satisfied all BPA conditions, submit your Final Report for Nomination. AAIP assesses it against your BPA and the criteria in place at the time of your original Business Application. If approved, you receive an AAIP Nomination Certificate and AAIP notifies IRCC. You then have 6 months to apply to IRCC for permanent residence. Your nomination can also be used to renew your work permit. A one-time nomination extension is available if needed ($150 fee).
AFTER NOMINATION — WHAT COMES NEXT?
What happens after you receive an AAIP nomination?
Receiving a nomination certificate is a major milestone, but the work is not finished. Here is what you need to do:
Apply for permanent residence within 6 months. Submit your Application for Permanent Residence to IRCC online using your AAIP Nomination Certificate. IRCC conducts health, security, and criminal checks. They may request your Business Performance Agreement as part of the review. AAIP is not responsible for IRCC’s decision.
Submit a Business Progress Report at 6 months. Even after nomination, you must file a progress report with AAIP 6 months after your nomination date. You have 2 weeks to submit this report.
Extend your work permit if needed. Your AAIP nomination is not an automatic work permit extension. If your work permit will expire before your PR application is finalized, apply to IRCC for a Bridging Open Work Permit first (available to nominees who have applied for PR and have an IRCC file number). If that is not available, request a 205(a) Letter of Support from AAIP ($150 fee) to support a work permit renewal.
Keep AAIP and IRCC informed. Any changes to your address, family status, immigration status, or representative must be reported to both AAIP and IRCC promptly.

Q: What is the difference between the Alberta Foreign Graduate Entrepreneur Stream and the Graduate Entrepreneur Stream?
The Alberta Graduate Entrepreneur Stream is for graduates of Alberta post-secondary institutions who hold a Post-Graduate Work Permit (PGWP). The Foreign Graduate Entrepreneur Stream is for graduates of institutions outside Canada who hold a foreign degree with an ECA. They have different language requirements (CLB 7 vs CLB 5), different ownership rules, different scoring grids, and entirely different application steps. Both streams are part of the AAIP.
Q: Do I need to already have a business to apply?
No. Most applicants apply before launching their business. You propose a business plan and pitch deck at the EOI stage. After your Business Application is approved, you come to Alberta on a work permit and establish your business within 12 months. That said, if you already own and operate an eligible business in Alberta that has been running for at least 1 year, you can apply under the established business pathway and skip the work permit phase.
Q: Can my spouse’s or partner’s funds count toward the investment requirement?

Q: What is the EOI fee and is it refundable?
The EOI fee is $200 and is non-refundable once submitted. It does not guarantee an invitation to submit a Business Application. The Business Application fee is $3,500 and is also non-refundable.
Q: How are candidates selected from the EOI pool?
AAIP scores EOIs using the 200-point Foreign Graduate Entrepreneur Stream grid and invites the highest-ranking candidates to submit Business Applications. The number of invitations depends on application volumes, sector demand, and available nominations. Being in the eligible pool does not guarantee an invitation. EOIs remain active for 12 months.
Q: What happens if my Business Application is declined?
You will receive a decision letter explaining the reasons. If you believe an error was made in applying the program criteria, you can submit a Request for Reconsideration within 30 calendar days of the decision date. The fee is $250 (refunded only if the original decision is overturned). Reconsideration cannot be used to submit new evidence or request exceptions to program criteria.
Q: Can I apply to more than one AAIP stream at the same time?
No. You can only have one active AAIP nomination at a time, and you can only have one application in process at any given time. If you have an active application under another stream, you must withdraw it before applying to the Foreign Graduate Entrepreneur Stream.
