Residence in Malta: The Permanent Residence Programme
You want permanent residence in Malta, and you want to know the cost before you apply. Malta has one investment route, the Permanent Residence Programme (MPRP), with an administration fee of EUR 60,000 and a contribution of EUR 37,000. Applications go only through a licensed agent.
Why Malta's fees need a date on them
Malta changed its contribution in 2025, and only a licensed agent can file. We read each official page and date it, so you can see how current a figure is.

Is the Malta Permanent Residence Programme right for you?
An honest answer before you move funds.

|---|---|
| You can show capital assets of EUR 500,000 (EUR 150,000 financial) or EUR 650,000 (EUR 75,000 financial) | You cannot keep a qualifying property for at least five years |
| You can rent from EUR 14,000 a year or buy from EUR 375,000 | You want to file without a licensed agent: the programme does not allow it |

| You accept a non-refundable administration fee | Your funds cannot be documented |

Frequently asked questions
Which Malta route can I use?
This section covers the Malta Permanent Residence Programme (MPRP), set out in subsidiary legislation S.L. 217.26.
Why do I need a licensed agent?
The programme requires every application to be submitted through a Licensed Agent. When your case is qualified, we bring in a licensed agent and stay your point of contact.
Does the programme give me a Maltese passport?
No. It gives permanent residence. Citizenship follows separate rules that this page does not cover.
Can my family be included?
Yes, up to four generations in one application. Each chargeable adult dependant pays EUR 7,500. Your spouse, children under 18 and adult children with a certified disability pay no dependant fee, and your partner checks each person before you file.
Can I rent instead of buy?
Yes. You can rent a qualifying residential property in Malta or Gozo from EUR 14,000 a year, or buy one from EUR 375,000.
Do I have to keep the property?
Yes. You must keep the qualifying property for at least five years, and after that keep a residential property in Malta.
