What is the Manitoba Provincial Nominee Program (MPNP)?
The Manitoba Provincial Nominee Program (MPNP) is Manitoba’s economic immigration program for skilled workers, international graduates and business investors. Skilled workers apply through the Skilled Worker in Manitoba (SWM) or Skilled Worker Overseas (SWO) pathway, and Manitoba graduates can also use the International Education Stream.
Every applicant must show a real connection to Manitoba. A nomination lets you apply for permanent residence, and nominees with an Express Entry profile can receive an enhanced nomination worth 600 CRS points.
What happens if you wait to apply?
Your EOI only counts while it is in the pool, and Manitoba publishes no draw schedule. If you work in Manitoba, your work permit must still be valid when you apply, so waiting can close the Skilled Worker in Manitoba route. See recent invitations on our PNP draw tracker.

Manitoba PNP eligibility requirements
You must qualify for one MPNP pathway and prove every claim with documents. Here is what the MPNP and IRCC check.
Language proficiency
A valid MPNP-approved test, such as IELTS, CELPIP, TEF Canada or TCF Canada, taken within two years. TEER 4 and 5 jobs need at least CLB 4, and CLB 8 in every band earns the top EOI score.
Education
Education earns up to 125 EOI points, from 70 for a one-year program or trade certificate to 125 for a master’s degree or doctorate. You must hold any licence your job needs in Manitoba.
Work experience
For SWM, six months of continuous full-time work with your Manitoba employer and a long-term job offer, on a valid work permit. Self-employment, unauthorized work and work during full-time study do not count.
Connection to Manitoba
Ongoing Manitoba work, a close relative or friend living in Manitoba for at least a year, past Manitoba work or study, or an MPNP invitation. Overseas applicants also need job-ready English and enough settlement funds.
Who cannot apply
Spouses of Canadian citizens or permanent residents, workers living in another province, refugee claimants, and anyone with an active application with another province or IRCC. An Express Entry profile is allowed.

The MPNP pathways for skilled workers and graduates
Skilled Worker in Manitoba
For people working in Manitoba on a valid work permit, with six months of full-time work and a long-term job offer from the same employer. It is worth 500 EOI points.
Skilled Worker Overseas
For skilled workers outside Manitoba with a close relative or friend there, past Manitoba study or work, or an MPNP invitation. You also need 60 of 100 points on the assessment grid.
Manitoba graduates
The Career Employment Pathway helps graduates with a job offer in an in-demand field related to their studies. Master’s and PhD graduates with a Mitacs internship in Manitoba can use the Graduate Internship Pathway without one.

What is the Manitoba Provincial Nominee Program (MPNP)?
The MPNP is Manitoba’s economic immigration program. Skilled workers apply through the Skilled Worker in Manitoba or Skilled Worker Overseas pathway, graduates through the International Education Stream, and entrepreneurs through the Business Investor Stream. Every applicant needs a real connection to Manitoba.
Do I need a job offer to apply to the MPNP?
Not always. The Skilled Worker in Manitoba pathway needs a long-term offer from the Manitoba employer you already work for. The Skilled Worker Overseas pathway does not need a job offer, but you must show another connection, such as a close relative in Manitoba or past study or work there.
What counts as a connection to Manitoba?
Ongoing Manitoba employment, a close relative or friend who has lived in Manitoba for at least a year, six months of past full-time work in Manitoba, a completed post-secondary program in Manitoba, or an invitation from an MPNP Strategic Recruitment Initiative. Without a connection, you cannot apply, whatever your points.
How does the MPNP EOI ranking work?
Your EOI is scored out of 1,000 points across language (125), age (75), work experience (175), education (125), adaptability (500) and a risk factor of up to minus 200. The biggest single factor is 500 points for ongoing Manitoba employment with a long-term job offer, or for an invitation under a Strategic Recruitment Initiative. What is the MPNP application fee?
The MPNP charges a non-refundable $500 application fee when you submit your full application. You must pay by Visa or Mastercard credit card, because Visa Debit is not accepted.
What language score do I need for the MPNP?
You need a valid approved English or French test taken within two years of applying. Applicants in TEER 4 or 5 occupations need at least CLB 4, and higher scores earn up to 25 EOI points per band.
Can a Manitoba nomination add 600 Express Entry points?
Yes, if you have an active Express Entry profile and include your profile number and job seeker validation code in your EOI. An enhanced nomination adds 600 CRS points to your Express Entry score.
Does work or study in another province hurt my MPNP chances?
It can. Past work or study in another province each deducts 100 EOI points, and workers currently living in another province cannot apply. Your ties to Manitoba must be stronger than your ties anywhere else.
Can international students apply to the MPNP after graduating?
Yes. Graduates of Manitoba programs can use the Career Employment Pathway if they have a long-term job offer in an in-demand occupation related to their studies. Master’s and PhD graduates who complete a Mitacs internship in Manitoba can use the Graduate Internship Pathway without a job offer.
Does a Letter of Advice to Apply guarantee a nomination?
No. An LAA only invites you to submit a full application, which an MPNP officer then assesses against your documents. A nomination is still followed by a separate IRCC decision on permanent residence.
