What is the Federal Skilled Worker Program?
The Federal Skilled Worker Program (FSWP) is one of three federal programs managed through Express Entry. It is for skilled workers with foreign work experience who want to become permanent residents and live outside Quebec.
You first prove you meet the minimums and score 67 or more on the FSWP grid. Then you enter the Express Entry pool, where your CRS (the ranking score IRCC uses) ranks you against everyone else.
Is 67 points enough to get invited?
No. The 67 points only make you eligible to enter the pool. IRCC invites the highest-ranking profiles by CRS score in each round, so many eligible candidates wait or never receive an invitation. If you are invited, you have 60 days to submit your application.

Consider another route if
- You already have 1 year of skilled Canadian work: the Canadian Experience Class may fit better
- You work in a skilled trade: the Federal Skilled Trades Program may fit
- You plan to live in Quebec, which selects its own skilled workers

FSWP minimum requirements
You must meet every minimum before you create an Express Entry profile. After an invitation, you apply for permanent residence with IRCC.
Skilled work experience
At least 1 year of continuous paid work, or 1,560 hours, in TEER 0, 1, 2 or 3 within the last 10 years. It must be in one NOC, and you must have done the lead statement and most main duties.
Language
CLB 7 or higher in speaking, listening, reading and writing, in English or French, from an approved test.
Education
A Canadian secondary or post-secondary credential, or a completed foreign credential with an Educational Credential Assessment under 5 years old.
Points
A score of 67 or more out of 100 on the selection factors. These points differ from the CRS points that rank you in the pool.
Proof of funds
Enough money to settle your family, from $15,263 for one person. You skip this if you can legally work in Canada and hold a valid job offer.

How the 67-point grid works
Language
Up to 28 points. In your first language, CLB 9 or higher earns 6 points per skill, CLB 8 earns 5 and CLB 7 earns 4. A second language at CLB 5 adds 4.
Education
Up to 25 points, from 5 for high school to 25 for a doctorate. A three-year degree earns 21 and a master degree earns 23.
Work experience
Up to 15 points: 9 for 1 year, 11 for 2 to 3 years, 13 for 4 to 5 years and 15 for 6 or more years.
Age
Up to 12 points. Ages 18 to 35 earn all 12. Each year after 35 costs 1 point, and 47 or older earns none.
Arranged employment
Up to 10 points for a valid job offer of at least 1 year, in set work permit situations. These points count here, not in the CRS.
Adaptability
Up to 10 points for ties to Canada, such as your Canadian work or study, your spouse language or study, and relatives in Canada.

Your application package

An approved English or French test. Results are valid for 2 years and must still be valid on the day you apply.
Education assessment
An ECA for each foreign credential you claim, less than 5 years old when you create your profile and when you apply.
Work reference letters
Letters that show you did the lead statement and most main duties of your NOC, with dates and hours.
Police certificates
Certificates from the countries where you lived for a long period, as your IRCC checklist lists them.
Proof of funds
Bank letters on letterhead for money you can access when you apply and when the visa is issued. The amount depends on family size.

If your CRS rank is high enough in a round, IRCC invites you to apply. Your invitation is valid for 60 days only.
Submit your application
Upload your documents, pay the fees and submit through your IRCC account. A medical exam is part of the process.
Decision and PR
IRCC reviews your file. If it approves you, you become a permanent resident.

Your FSWP points get you in. Your CRS rank decides whether you are invited.
Language
Higher language scores earn more CRS points directly, and they add bonus points when paired with education or work.
Education
Assess every credential. Two or more credentials can add CRS points, and at least one should be 3 or more years of study.
Your spouse
A spouse can add CRS points through language results and education. Their tests are valid for 2 years.
Provincial nomination

Do I need a job offer?
No. A valid job offer can add up to 10 FSWP points, and it removes the proof of funds rule if you can legally work in Canada. Job offers have added no CRS points since March 25, 2025. Read our job offers guide.
Do I need proof of funds?
Yes, unless you can legally work in Canada and hold a valid job offer. The minimum starts at $15,263 for one person and rises with family size, and IRCC updates the table. See the proof of funds amounts.
Can I settle in Quebec?
No. Quebec selects its own skilled workers, so you must plan to live outside Quebec. A provincial nominee must settle in the province or territory that nominated them.
Will the program change?
IRCC has consulted on simplifying the three federal high skilled programs and the CRS. Until new rules take effect, the requirements on this page apply, and we update the page when they change.
