What is the Nova Scotia Nominee Program (NSNP)?
The Nova Scotia Nominee Program (NSNP) is Nova Scotia’s provincial nomination program for workers, graduates and entrepreneurs who want to settle in the province. Its worker streams are Skilled Worker, Nova Scotia Graduate and Nova Scotia: Express Entry, and every candidate starts with an EOI.
If you are selected and nominated, you have 12 months to apply to IRCC for permanent residence. Express Entry nominees get 600 extra CRS points in Express Entry.
What happens if you wait to apply?
Nova Scotia selects from its EOI pool by labour market need, not first come, first served, and since May 1, 2026 each EOI is valid for only 12 months. Once you are selected, you have just 7 days to upload documents and pay the fee. See recent invitations on our PNP draw tracker.

Nova Scotia PNP eligibility requirements
You must meet your stream’s rules and prove every claim with documents. Here is what the NSNP and IRCC check.
Language proficiency
Skilled Worker needs CLB 5 for TEER 0 to 3 and CLB 4 for TEER 4 and 5. Express Entry needs CLB 7 for TEER 0 and 1 and CLB 5 for TEER 2 and 3, and the Graduate stream needs CLB 5.
Education
At least a high school diploma, or a Canadian high school credential or equivalent for the Express Entry stream. Graduates need a program of 30+ weeks at a designated Nova Scotia institution.
Work experience
Skilled Worker: 1 year related to your job, or 6 months with your employer for TEER 4 and 5. Express Entry: at least 1 year of TEER 0 to 3 work in Nova Scotia.
Job offer
A full-time, permanent job offer from a Nova Scotia employer for the Skilled Worker and Graduate streams. The Express Entry route for Nova Scotia experience needs no offer.
Admissibility
A medical exam with an IRCC panel physician for you and your dependants, and police certificates from every country you have lived in for 6+ months since age 18.

Nova Scotia: Express Entry
For Express Entry candidates with at least 1 year of skilled work in Nova Scotia, with no job offer needed. A separate route serves physicians with a Nova Scotia Health or IWK offer.
Nova Scotia Graduate
For recent Nova Scotia graduates with a job offer as a paramedic, pharmacy technician, nurse aide or early childhood educator, matching their field of study.

What is Nova Scotia’s Critical Vacancies process?
Nova Scotia searches the Express Entry pool for candidates who match employer vacancies, then invites them to submit occupation forms. Qualified candidates are shared with employers, and a resulting job offer can lead to a nomination, but the invitation itself is not an invitation to apply for nomination.
Can international graduates apply to the Nova Scotia PNP?
Yes. The Graduate stream is for recent Nova Scotia graduates with a job offer as a paramedic, pharmacy technician, nurse aide or early childhood educator. The Express Entry stream only counts PGWP experience if you graduated from a Nova Scotia institution.
How long do I have to apply for PR after a Nova Scotia nomination?
You must apply to IRCC for permanent residence within 12 months of receiving your nomination certificate.
Does submitting an EOI guarantee selection?
No. Meeting the minimum only lets you enter the pool. Nova Scotia chooses candidates based on its labour market needs, and paying the fee after selection does not guarantee a nomination.
