BC requires a minimum net worth of $300,000 CAD for its Regional Stream and $600,000 CAD for its Base Stream. Alberta requires a $300,000 CAD net worth for its Rural stream and $500,000 CAD for its Farm stream.

1. The Cost to Apply: Net Worth and Investment

Your budget is usually the first deciding factor. Both provinces require you to prove your personal net worth and make a minimum investment into a business.

British Columbia

  • BC Base Stream: You need a minimum personal net worth of $600,000 CAD. You must invest at least $200,000 CAD into your BC business.
  • BC Regional Stream: You need a minimum personal net worth of $300,000 CAD. You must invest at least $100,000 CAD into a new regional business.

Alberta

  • Alberta Rural Stream: You need a minimum personal net worth of $300,000 CAD. You must invest at least $100,000 CAD into the business.
  • Alberta Farm Stream: You need the ability to invest a minimum of $500,000 CAD of equity into a primary production farm. You must also show a minimum net worth of $500,000 CAD.

2. Location: Where Can You Live?

Where your family lives is a huge decision. Each program has strict rules about where you can set up your business and your home.

  • Anywhere in BC: The BC Base Stream gives you the most freedom. You can locate your business anywhere in BC, including big cities like Vancouver. You just need to live within 50 km of your business.
  • Smaller BC Towns: The BC Regional Stream requires you to move to a participating regional community. You must live within the community boundaries.
  • Rural Alberta: The Alberta Rural Stream requires you to start or buy a business in a community with fewer than 100,000 people. This means you cannot live in the Calgary or Edmonton areas. You also need to do an exploratory visit and get a Community Support Letter before you apply.

3. Business Type: Starting vs. Buying

Starting a business from scratch is hard. Sometimes buying a running business feels safer. The rules are very different depending on the province.

  • Buying in Alberta: The Alberta Rural Stream lets you start a new business or buy an existing one. If you buy an existing business, you must own 100 percent of it.
  • Buying in BC: The BC Base Stream lets you buy an existing business. The catch is that the business must have been operating continuously for at least 60 months before you buy it.
  • Strictly New Businesses: The BC Regional Stream does not let you buy an existing business. You must establish a brand new business in your chosen community.

4. The Language Rules

You need to speak basic English or French to succeed in these programs.

  • Alberta Rural Stream: You need a Canadian Language Benchmark (CLB) level 4 in all four skills (reading, writing, listening, speaking).
  • BC Regional Stream: You also need a CLB 4 score. You must submit these test results right at the beginning when you register.
  • BC Base Stream: You need a CLB 4 score, but you get more time. You do not need to submit the test results at registration. You can submit them at the final report stage.
