What is the Manitoba Business Investor Stream?
The Manitoba Business Investor Stream (BIS) is part of the Manitoba Provincial Nominee Program (MPNP) for business owners who start or buy a business, or run a farm, in Manitoba. It has two pathways: the Entrepreneur Pathway for any commercial business and the Farm Investor Pathway for farms in rural Manitoba. Both need a $500,000 net worth, and an approved nominee then applies to IRCC for permanent residence.

What both Manitoba pathways check
Manitoba publishes the rules on immigratemanitoba.com, and after nomination you apply for permanent residence with IRCC. These are the main checks.
Experience
Entrepreneur: 3 years of full-time work in the last 5 years as an active owner or a senior manager. Farm: 3 years of farm ownership and operation, backed by documents.
Net worth
At least $500,000 CAD on both pathways. A third-party verifier approved by Manitoba confirms it and the source of your funds.
Investment
Entrepreneur: $250,000 in the Winnipeg Metropolitan Region or $150,000 outside it, and at least one job for a citizen or PR. Farm: $300,000 in tangible farm assets.
Language and education
Entrepreneur: CLB or NCLC 5 and a Canadian high school equivalent. Farm: interviews are held in English or French, and farming skills carry the case.
Who cannot apply
Refugee claimants, live-in caregivers, temporary foreign workers in another province, spouses of citizens or PRs, and anyone recently refused or with another active application.

For owners and senior managers who start or buy a commercial business anywhere in Manitoba. It needs a $500,000 net worth, $150,000 to $250,000 invested and CLB 5. Candidates send an Expression of Interest and are ranked.
Farm Investor Pathway
For experienced farm owners who will live on and run a farm in rural Manitoba. It needs a $500,000 net worth, $300,000 in farm assets and a research visit. Manitoba reviews your concept directly, with no ranking.

How Manitoba assesses your file
The two pathways start differently. Both end with a nomination and an IRCC application.
Entrepreneur: send an EOI
Email your Business Concept Form, Self-Assessment Form and Code of Conduct. Manitoba replies with a Letter of Advice to Apply or with feedback.
Farm: send your interest
Email your Interest Guidelines Form and Farm Business Concept. Manitoba may interview you before it issues a Letter of Advice to Apply.
120 days to apply
Once you hold the invitation, submit the full application, your net worth report and the $2,500 fee within 120 days.
Officer review
An Entrepreneur application goes to at least two Business Immigration Officers, and an interview is possible.
Agreement or deposit
Entrepreneurs sign a Business Performance Agreement. Farm applicants sign a Deposit Agreement and wire a $75,000 deposit.

Pay the $2,500 fee and add your net worth verification from KPMG or MNP, plus every provincial and federal form.
Manitoba reviews your file
Officers assess the application and may interview you. Approved entrepreneurs sign an agreement. Approved farmers sign a deposit agreement.
Establish, then get nominated
Entrepreneurs run the business and report to Manitoba. Both pathways then end in a nomination and your PR application.
After approval
The next stage depends on the pathway.
Report on arrival
Entrepreneurs report to Manitoba in person within 30 days of arriving on their work permit.
Progress reports
Entrepreneurs send a first report within 6 months of arrival and a final report no later than 20 months after.
Confirmation of nomination
If you meet your agreement, Manitoba recommends you, and the Director of the MPNP issues the Confirmation of Nomination.
Farm: nomination, then PR
Farm applicants receive a nomination certificate and then apply to IRCC. They contact Manitoba within 30 days of landing.
The farm deposit
Manitoba holds the $75,000 deposit for two years from landing and refunds it once you meet the agreement. It pays no interest.

Can I apply to both pathways?

For the Farm Investor Pathway, yes: a research visit of at least five business days within a year before you send your forms. For the Entrepreneur Pathway the visit is recommended and earns points.
