What is Alberta entrepreneur immigration?

Alberta entrepreneur immigration is a route to permanent residence for people who buy or start a business in Alberta through the Alberta Advantage Immigration Program (AAIP). The AAIP has four entrepreneur streams: Rural Entrepreneur, Graduate Entrepreneur, Foreign Graduate Entrepreneur and Farm. Three of them use an Expression of Interest (EOI), and Farm applicants mail an application.

What happens if you pick the wrong stream?

Each stream has its own rules on ownership, language and money. The $200 EOI fee is non-refundable once you submit, and the $3,500 business application fee is non-refundable too. We check your profile against all four streams first, so you pay once and pay for the right one.

Why entrepreneurs choose Alberta

  • Four routes: rural business owners, Alberta graduates, farmers and foreign-educated founders each have their own stream
  • A $100,000 minimum: the Rural stream investment minimum, cut from $200,000 in April 2023
  • Low language bar for some: CLB 4 in the Rural stream
  • No federal business route: with the Start-Up Visa closed to new applicants, provincial nomination is a main path for business owners

Is Alberta entrepreneur immigration right for you?

An honest check before you pay the $200 EOI fee.

A good fit if you have

  • Business ownership or senior management experience (3 or more years for the Rural stream)
  • Capital you can invest in an Alberta business, from $50,000 to $500,000 depending on the stream
  • A plan to live in Alberta and run the business yourself
  • English or French at CLB 4 or higher, and CLB 7 for the Graduate stream

Consider another route if

  • You want a passive investment, rental property or home-based business, which Alberta does not accept
  • You want to open the Rural stream business in Calgary or Edmonton
  • You have no capital to invest and want a job-based route

A job-based route may fit better. See the skilled-worker PNP or Express Entry.

Alberta entrepreneur stream requirements

Each stream has its own rules, and you must prove every claim with documents. Alberta publishes them on its website, and after nomination you apply for permanent residence with IRCC. These are the main checks.

Net worth and investment

Rural: $300,000 net worth and $100,000 of your own money invested. Foreign Graduate: $100,000 in Calgary or Edmonton, or $50,000 in a regional area. Farm: $500,000 of equity in an Alberta farm.

Business ownership

Rural: 51% of a new business, or 100% of a business succession. Graduate: at least 34%. Foreign Graduate: 34% in Calgary or Edmonton and 51% in regional areas. Partners in the Rural and Graduate streams must be Canadian citizens or permanent residents.

Language

Rural: CLB 4. Foreign Graduate: CLB 5. Graduate: CLB 7. The Farm Stream lists no language level. Tests must be under 2 years old: CELPIP, IELTS General, PTE, TEF Canada or TCF Canada.

Experience and education

Rural: 3 years as an active owner or manager, or 4 years as a senior manager, in the last 10 years. Graduate: two years of full-time study at a publicly funded Alberta school and a valid PGWP. Foreign Graduate: a degree from outside Canada in the last 10 years, with an ECA, and 6 months of business management experience.

How you are selected

Rural, Graduate and Foreign Graduate use an Expression of Interest. The Graduate stream scores you out of 125 points. Foreign Graduate also needs a recommendation letter from an AAIP designated agency. Farm applicants skip the EOI and mail the application.

The four AAIP entrepreneur streams

Rural Entrepreneur Stream

For entrepreneurs who start or buy a business in a rural Alberta community of under 100,000 people, outside the Calgary and Edmonton areas. You visit a participating community first and need its support letter.

Graduate Entrepreneur Stream

For graduates of a publicly funded Alberta post-secondary school who hold a valid PGWP. You need CLB 7 and at least 34% of a new or existing Alberta business.

Foreign Graduate Entrepreneur Stream

For founders with a degree from outside Canada who launch an innovative start-up in Alberta. An AAIP designated agency reviews your plan and pitch deck first.

Alberta Farm Stream

For experienced farmers who buy or start a farm in Alberta with at least $500,000 of equity. You mail your application to AAIP instead of submitting an EOI.

1
Before you pay

Confirm your stream

We match your capital, experience and school history to one of the four streams and check your business idea against the rules.

2
A few weeks

Prepare your documents and business proposal

Book your language test, order your ECA if you need one, prove your net worth and write the business plan. Rural applicants also complete a community visit.

3
120 days to finish

Submit your Expression of Interest

We complete your EOI and pay the $200 fee within 24 hours. It stays in the pool for 12 months, and AAIP invites the highest-scoring candidates.

You have 90 days to submit the full package and the $3,500 fee. Farm applicants mail the application with the same fee instead.

5
Up to 12 months

Sign your agreement and open your business

In the Rural stream you sign a Business Performance Agreement within 14 days, apply for your work permit and run the business for 12 months.

Alberta entrepreneur immigration FAQs

Yes. Alberta lists all four entrepreneur streams on its website. The province says stream availability depends on application volumes and labour market needs, so rules can change.

Choose Rural if you will run a business outside Calgary and Edmonton. Choose Graduate if you studied at a publicly funded Alberta school and hold a PGWP. Choose Foreign Graduate for an innovative start-up with a degree from outside Canada, and Farm if you have farm experience and $500,000 of equity.

The Rural stream needs a $300,000 net worth and $100,000 of your own money invested. The Foreign Graduate stream needs $100,000 in Calgary or Edmonton, or $50,000 in a regional area. The Farm stream needs $500,000 of equity in an Alberta farm.

An Expression of Interest costs $200, and the Business Application costs $3,500. Both are non-refundable. Changing a Business Performance Agreement costs $150 per request, and a reconsideration request costs $250.

In the Rural stream, yes. You sign a Business Performance Agreement, open the business and operate it for 12 months before you apply for nomination. Ask us how the timeline works for the other streams.

Not in the Rural stream, which needs a rural community under 100,000 people. The Graduate and Foreign Graduate streams allow Calgary and Edmonton with at least 34% ownership, and 51% in regional areas for Foreign Graduate.

Your EOI stays in the pool for 12 months from the date you first submitted it. You have 120 days to finish a draft, and 90 days to submit your Business Application once invited.
