How do students become permanent residents?

Most students follow the same path: study at a PGWP-eligible school, apply for a PGWP within 180 days of finishing, work in a skilled job, and apply for PR through Express Entry or a provincial nominee program. The PGWP is not a promise of PR. Your program, language scores and work experience decide your options (IRCC).

Which route fits you?

Express Entry suits graduates with skilled work experience and strong language scores, and the Canadian Experience Class is built for people who work in Canada. Key rules at a glance

  • PGWP length: up to 3 years for programs of 2 years or more, and for master’s programs of 8 months or more. Shorter programs get a permit up to the program length.
  • One permit only: you cannot get a PGWP if you already had one.
  • Language and field: PGWP rules depend on your program, language scores and, for many college programs, your field of study.
  • Job offers: job offers have added no CRS points since March 25, 2025.

  • You are choosing a school and want a PR plan from day one.
  • You will study at least 8 months at a PGWP-eligible DLI.
  • You can meet the language and field rules for your program.

A program that is not PGWP-eligible

Graduating from a DLI does not make you eligible for a PGWP. The school and program must qualify.

Language scores too low

Most PGWP applicants need CLB 7 for university programs and CLB 5 for most college programs.

Field of study rule missed

Many college programs need an eligible field if you applied for your study permit on or after November 1, 2024.

Applied late for the PGWP

You must apply within 180 days of confirmation that you completed your program.

No PR plan while on the PGWP

A PGWP has an end date. Without a PR plan and skilled work, you may run out of time.

Timing you cannot miss

PGWP within 180 days

Apply for your PGWP within 180 days of confirmation that you completed your program. Your study permit must have been valid at some point in those 180 days.

Check your CRS score and your eligibility for Express Entry and provincial programs while you still study. Language scores can take months to improve.

A PGWP lasts up to 3 years at most. Aim to submit your PR profile with enough time left to keep working while IRCC decides, using a bridging open work permit if you qualify.

Many students do, but a study permit is not a promise of PR. The common path is a PGWP, skilled work and then Express Entry or a provincial nominee program. Your options depend on your program, language scores and work experience.

A post-graduation work permit is an open work permit for graduates of eligible programs at PGWP-eligible DLIs. It can last up to 3 years. Read our PGWP guide.

For programs of 2 years or more, up to 3 years. For master’s programs of 8 months or more, up to 3 years. For other shorter programs, up to the length of the program. Your passport expiry date can shorten it.
