The Northwest Territories nominates foreign entrepreneurs who start, buy or invest in a business in the territory and run it themselves. The NWT says there is no wait-list, and you meet program staff in person before you apply. We check your fit before you pay the $2,800 fee.

What is the Northwest Territories Business Stream?
The Business Stream is part of the Northwest Territories Nominee Program (NTNP). It lets foreign nationals start a business, buy one, or invest in and run an existing one in the NWT. If you are approved, you sign a 2-year Business Performance Agreement, run the business on the ground and can then be nominated for permanent residence.
The NWT states that the stream has no wait-list, and its staff help applicants from start to finish.
Do you pay before you meet the NTNP?
Yes. A $2,800 non-refundable fee starts your online registration and self-assessment. You then travel to the NWT for an exploratory visit and interview at your own cost, so we test your concept before you pay.

- Your idea is a Yellowknife restaurant, a home-based business, a bed and breakfast, property management or real estate development
- You want a passive investment or plan to live mostly elsewhere
- You have an active application in another province or territory

Northwest Territories Business Stream requirements
You must meet every minimum and prove it with documents. The NTNP publishes its Business Stream guidelines, and after nomination you apply for permanent residence with IRCC.
Experience and fit
You need the business experience and education to carry out your plan, and reasonable knowledge of the NWT economy. You also need the communication skills to do business there.
Net worth
At least $250,000 outside Yellowknife, or $500,000 inside. A financial provider approved by the NTNP verifies it, and you pay that provider directly.
Investment
At least $100,000 in equity outside Yellowknife, or $200,000 inside, reached within 12 months of your arrival report. You must own 33.3% or more unless you invest $1,000,000 or more.
Jobs
Inside Yellowknife, plan at least 1 full-time and 1 part-time job. Outside it, plan at least 1 full-time or 2 part-time jobs.
Language
CLB 4 or higher in English or French on IELTS, CELPIP or TEF. Results must be under 2 years old when you apply.

Two tiers, one process
Outside Yellowknife
$100,000 in equity and $250,000 in net worth. Restaurants are allowed outside the city limits.
Inside Yellowknife
$200,000 in equity and $500,000 in net worth. Restaurants inside the city limits are not eligible.
Starting a business
You write a business plan and sign your agreement before you invest. Money spent before the agreement and a valid work permit does not count.
Buying a business
The same owner must have run it for the previous 3 years, and you cannot cut jobs or wages. The current owner attends a separate interview.
Exploratory visit
Visit the NWT for at least 4 full business days at your own cost. Travel days, interview days and statutory holidays do not count.
Invitation to apply
After your interview and a pre-screening of your concept, the NTNP invites selected applicants to apply. You then have 6 months to file.

How the NWT Business Stream works, step by step
Six stages from your registration to your PR application.
Check your fit
We test your numbers, your tier and your business idea against the rules and the ineligible business list.
Visit and interview
Make your exploratory visit, then interview with NTNP staff. Request the interview at least 2 weeks ahead.
Receive your invitation
After a pre-screening of your concept and your interview, the NTNP decides whether to invite you to apply.
Submit your application
File a complete application with your business plan, financial verification and settlement plan within 6 months.
Agreement and work permit
If you are approved, you sign your Business Performance Agreement, then apply to IRCC for a work permit.
Operate, get nominated, apply for PR
Operate the business for at least 12 months. The NTNP then nominates you, and you apply to IRCC for permanent residence.
After you arrive
Your Business Performance Agreement runs for 2 years.
Report your arrival
Submit your online Arrival Report. It starts your 12 months to open the business and reach your investment.
Live nearby
Live within 100 km of your business and be in the NWT at least 75% of the time while on a work permit.
Invest in 12 months
Reach the required equity investment within 12 months of your arrival report. You can ask in writing for an extension.
Operate for a year
The business must run at least 12 months before nomination. NTNP staff make planned and unplanned site visits.
Apply for PR
Apply to IRCC within 6 months of your nomination certificate. IRCC makes the final decision.

Which businesses are not allowed?
Restaurants inside Yellowknife, home-based businesses, bed and breakfasts, property management, real estate development, non-profits, pawnbrokers, payday lenders and seasonal businesses under 6 months a year are not eligible. The NTNP guidelines list the rest.
