Am I Eligible for the BC PNP Skills Immigration Program?

Basic Eligibility Requirements (BC PNP Skills Immigration)

✓ Work Experience Requirements:

  • A full-time, indeterminate job offer from an eligible B.C. employer in an occupation classified under NOC TEER 0, 1, 2, or 3 (Skilled Worker stream), or an eligible health occupation (Health Authority stream)
  • Work experience obtained within the last 10 years. Work performed while on a study permit does not qualify, though paid co-op work terms may
  • Health Authority stream applicants must be direct employees of one of B.C.’s public health authorities, or be a physician, nurse practitioner, or midwife with a health authority’s support

✓ Education Requirements:

  • Minimum qualifications for your occupation, as determined by the BC PNP, WorkBC, or the relevant NOC
  • Mandatory certification, licensing, or registration documentation if your occupation requires it (for example, the BC Care Aide and Community Health Worker Registry for NOC 33102)
  • Secondary school completion at minimum, with documentation in English

  • English or French proficiency test (CELPIP General, IELTS General Training, PTE Core, TEF Canada, or TCF Canada)
  • Minimum Canadian Language Benchmark (CLB) 4 in all four competencies, required for occupations classified under NOC TEER 2, 3, 4, or 5

Accept Your Nomination and Move to Express Entry

If invited to apply and nominated using the EEBC option, your CRS score jumps by 600 points. If you did not use the EEBC option, your Confirmation of Nomination lets you apply directly to IRCC for permanent residence under the Provincial Nominee Class.

What is the BC PNP Skills Immigration Program?

It is British Columbia’s economic immigration program for experienced workers with a job offer from an eligible B.C. employer. It has three streams: Skilled Worker, Health Authority, and the Temporary Rural/Remote Health Support Initiative, each with its own eligibility criteria.

Yes. Every Skills Immigration stream requires a full-time, indeterminate job offer from an eligible B.C. employer before you register, except the Temporary Rural/Remote Health Support Initiative, which requires you to already be working in an eligible occupation with a B.C. health authority.

Since April 2026, British Columbia has issued invitations under three priorities. Care covers healthcare, education, childcare, and veterinary occupations. Build covers construction trades and infrastructure projects. Innovate covers highly skilled workers across sectors who can drive productivity and innovation.

There is no fee to register. The nomination application fee is \$1,750, effective for applications submitted on or after January 22, 2026, up from the previous \$1,475 fee.

You need Canadian Language Benchmark (CLB) 4 in listening, speaking, reading, and writing if your job offer is classified under NOC TEER 2, 3, 4, or 5. TEER 0 or 1 occupations do not require language test results at registration unless you are claiming points for language.

The BC PNP does not publish a single fixed processing-time target for Skills Immigration applications. Current processing times are posted on the official BC PNP website and can change based on application volume.

A provincial nomination adds 600 points to your Comprehensive Ranking System score if you use the Express Entry BC (EEBC) option, which is available for the Skilled Worker and Health Authority streams.

It closed permanently, with final invitations issued in December 2024. BC also ended its dedicated Tech Pilot draws that year. Neither option is available for new registrations.

As of applications submitted after June 13, 2026, several occupations are permanently ineligible, including executive assistants, human resources and recruitment officers, accounting technicians and bookkeepers, administrative officers and assistants, retail and food service supervisors, real estate agents, and religious leaders and workers.

No. Meeting the minimum requirements only makes you eligible to register. BC PNP registrations are scored and ranked, and invitations go to the highest-scoring candidates whose occupation and priorities match what the province is currently targeting.
