Ontario PNP for Skilled Workers: Your Guide to the Workforce Priority Stream

What is the Ontario Workforce Priority stream?
The Ontario Workforce Priority stream is the OINP’s employer-driven pathway to permanent residence. It replaced the earlier OINP streams, including Human Capital Priorities and the French-Speaking Skilled Worker stream, which are now closed.
You need a full-time, permanent job offer from an Ontario employer, unless you are a self-employed physician. Your employer registers the job offer first, and you then register an Expression of Interest.
What happens if you wait to apply?
Ontario ranks candidates by score, and it has not published how many invitations it plans to issue. A weaker profile can sit in the pool while stronger ones are invited. Ontario PNP eligibility requirements
You must meet your pathway’s rules and prove every claim with documents. Your employer must also qualify. Here is what Ontario checks (Ontario.ca, page updated 11 August 2026). The final PR application follows the federal rules on the IRCC site.
Language proficiency
CLB 6 in all four abilities for TEER 0 to 3, CLB 5 for skilled trades and CLB 4 for TEER 4 and 5. The test must be within 2 years of your application. Recent Ontario graduates may not need a test.
Education
TEER 0 to 3: a post-secondary credential of at least one year, or a high school diploma for skilled trades. TEER 4 and 5: a high school diploma or equivalent. A foreign credential needs an ECA less than 5 years old.
Work experience
TEER 0 to 3: 6 months of full-time work in the job offer position within the last 12 months, or 2 years in the same NOC within 5 years. Recent Ontario graduates need 3 months. TEER 4 and 5: 9 months in the position within 2 years.
Job offer
A full-time, permanent Ontario job that is urgently necessary to the employer, not linked to a labour dispute and paid at or above the regional wage minimum. Physicians apply without a job offer.
Employer rules
Your employer must have been in business for at least 3 years, have premises in Ontario and meet the revenue and staff thresholds for the job location. It must also show it tried to recruit a Canadian citizen or permanent resident if you are outside Ontario.

The Ontario Workforce Priority pathways
TEER 0 to 3 skilled workers
For management jobs and jobs that need university, college or apprenticeship training. These candidates can opt in to Express Entry and receive 600 CRS points if nominated.
TEER 4 to 5 workers
For intermediate and support jobs. These nominees apply for permanent residence through the federal process outside Express Entry.
Self-employed physicians
For self-employed physicians licensed in Ontario. No job offer is needed, and the score uses your medical practice in Ontario instead of a wage.

Register your Expression of Interest
Your employer registers the job offer first. You then register your EOI within 30 calendar days.
Accept your invitation and apply
After an invitation, your employer has 14 calendar days to apply and you have 17. You cannot submit before your employer does.
Get your provincial nomination
An OINP officer reviews your application. If it is approved, you receive your Ontario nomination.
Apply for permanent residence
Express Entry aligned nominees have 30 calendar days to accept the nomination and then receive 600 CRS points. TEER 4 and 5 nominees apply through the federal process outside Express Entry.

What happened to the old OINP streams?
Ontario closed its earlier skilled worker streams in 2026 and replaced them with the Workforce Priority stream. The closed streams include Human Capital Priorities, French-Speaking Skilled Worker and the Master’s and PhD Graduate streams, and none accepts new applications.
Can I apply from outside Canada?
Yes, if you have a qualifying Ontario job offer. Your employer must show it tried to recruit a Canadian citizen or permanent resident when you are outside Ontario.
Does meeting the minimum requirements guarantee a nomination?
No. Meeting the requirements only lets you enter the pool. Ontario invites candidates by score, so a stronger EOI improves your chances, but nothing is guaranteed.
