What is the Newfoundland and Labrador Provincial Nominee Program (NLPNP)?

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) is the province’s nomination program for workers, graduates and entrepreneurs. Its worker categories are Skilled Worker, Express Entry Skilled Worker and International Graduate, and each needs a full-time job offer from an eligible employer.

Since February 2025, every candidate submits an Expression of Interest instead of applying first come, first served. Express Entry Skilled Worker nominees get 600 extra CRS points in Express Entry.

What happens if you wait to apply?

Newfoundland and Labrador moved to an Expression of Interest system in February 2025 because demand outgrew its spaces. Once you are selected, you have only 30 days to submit a complete application, so your documents need to be ready before the invitation arrives. See recent invitations on our PNP draw tracker.

A good fit if you have

  • A full-time job offer (30+ hours a week for at least a year) from an eligible Newfoundland and Labrador employer
  • Age 21 to 59
  • The qualifications and any licence your job needs
  • A language test if your job is TEER 4 or 5, or if you use Express Entry
  • Enough settlement funds for you and your family

Consider another route if

  • You do not have a job offer in the province
  • Your pay is commission-only
  • You graduated outside the province and have worked there for less than a year

Newfoundland and Labrador PNP eligibility requirements

You must meet your category’s rules and prove every claim with documents. Here is what the province and IRCC check.

Language proficiency

Skilled Worker needs an English or French test only for TEER 4 and 5 jobs. Express Entry Skilled Worker needs a valid test, and International Graduates need one for TEER 4 jobs.

Education

Skilled Worker needs the qualifications and accreditation your job requires. Express Entry Skilled Worker needs a Canadian post-secondary credential or an Educational Credential Assessment.

Work experience

You need the experience your job requires, and Express Entry candidates must document all work declared in their federal profile. Graduates from outside the province need a year of related work there first.

Job offer

A full-time job offer from an eligible employer: at least 30 hours a week, for at least a year, paid by salary or hourly wage. Commission-only jobs do not qualify.

Admissibility

A medical exam with an IRCC panel physician for you and your dependants, and police certificates from every country you have lived in for 6+ months since age 18.

The NLPNP worker categories

Skilled Worker

For workers with a full-time job offer in any TEER level, aged 21 to 59, with the qualifications their job needs. TEER 4 and 5 jobs need a language test.

Express Entry Skilled Worker

For Express Entry candidates with a TEER 0 to 3 job offer, a Canadian credential or ECA and at least 67 points on the NLPNP grid. Nominees get 600 CRS points.

International Graduate

For graduates with a PGWP valid for at least four more months and a job offer in TEER 0 to 4 related to their studies.

Selection may favour healthcare workers, jobs outside the major urban centres, French speakers and graduates of the province’s own institutions.

No. The job offer must pay a salary or hourly wage, not commission, and must be full-time for at least a year.

No. Meeting the minimum only lets you enter the pool. The province chooses candidates based on its needs, and each nomination is still followed by a separate IRCC decision.
