You can apply for a C11 work permit renewal, but the officer will test two things again. Immigration, Refugees and Citizenship Canada (IRCC) instructions, modified May 27, 2025, say the business must still bring a significant benefit and you must still plan to leave Canada. C11 is a temporary permit, not a route to permanent residence.
This guide is for business owners already in Canada on a C11 permit. Your first permit was the easy part. The renewal and the exit plan are where files go wrong.
What does IRCC check on a C11 work permit renewal?
On a C11 work permit renewal, IRCC checks whether your business still gives Canada a significant benefit and whether you will leave when your stay ends. The C11 program delivery instructions tell officers to look at both, every time.
In practice, the officer wants proof of two periods:
- The past permit: what benefit the business actually delivered while you held it.
- The next permit: how the business will keep delivering a benefit if you get more time.
- Your exit: a believable plan to leave Canada at the end of your authorized stay.
Promises made in the first application are now measured against results. Jobs, sales and spending in Canada carry more weight than forecasts. See what officers look for in our guide to C11 significant benefit evidence.
How long is a C11 work permit, and can it be extended?
IRCC tells officers not to issue a first C11 permit for more than 18 months, because the work is meant to be temporary. A longer stay is possible, but you must convince the officer it is still temporary. Usually that means a clear plan to step back from running the business.
The same instructions warn about back-to-back permits with no break. Officers may decide you no longer meet the rule in section 200(1)(b) of the Immigration and Refugee Protection Regulations (IRPR), which requires you to leave at the end of your stay. Short trips out of Canada do not fix that.
When should you file a C11 work permit renewal?
File your C11 work permit renewal before your current permit expires. IRCC says that if you apply in time, you can stay and keep working under the same conditions while it decides, which is called maintained status. Online applications must go in before midnight UTC on the expiry date.
The fees on IRCC’s work permit extension page, modified October 14, 2026, are:
- Work permit processing fee: $155.
- Biometrics fee, if needed: $85 for one person, or up to $170 for an eligible family.
Do not leave it to the last week. Your renewal evidence takes time to gather, and a weak file filed on time is still a weak file.
Does C11 work count toward Express Entry?
No, not for the Canadian Experience Class. Section 87.1(3)(b) of the IRPR, current to September 30, 2026, says self-employment is not counted as work experience for that class. IRCC’s help centre also says self-employment does not earn Canadian work experience points in the Comprehensive Ranking System (CRS).
Keep this in mind if Express Entry is your plan. Years of running your own company in Canada will not, by themselves, qualify you for Express Entry through Canadian experience.
What is the exit from C11 to permanent residence?
C11 itself has no exit to permanent residence. IRCC’s C11 instructions say people who intend to seek permanent residence should be assessed under a different code: C60 for provincial business candidates, or the Start-up Visa pathway. Those routes allow dual intent, while C11 is for owners seeking only temporary status.
For many owners, the practical exit is a Provincial Nominee Program (PNP) entrepreneur stream. You apply to a province, run the business on a work permit, then seek a nomination. IRCC’s processing time for non-Express Entry PNP applications was about 13 months as of October 9, 2026.

What mistakes sink a C11 renewal?
A renewal is judged on the same two tests the first permit passed: benefit and temporary intent. The difference is that the officer now has a track record to check, so weak spots show. Watch for these mistakes before you file your C11 work permit renewal:
- Repeating the old business plan: the officer wants results from the last permit, not the same forecast.
- No exit plan: saying you will stay forever on C11 undercuts the temporary test.
- Counting on Express Entry: self-employment does not count for the Canadian Experience Class.
- Filing late: apply after expiry and you lose maintained status.
Frequently asked questions
Can I renew a C11 work permit more than once?
Yes, but each renewal gets harder. IRCC instructions say officers must still be satisfied that you will leave Canada and that the business still brings a significant benefit. They also warn that repeated permits with no break may fail the rule in section 200(1)(b) of the IRPR.
Can I keep working while my C11 renewal is processed?
Yes, if you applied before your permit expired. IRCC says you can stay in Canada and keep working under the same conditions while it decides, which is called maintained status. If you apply after the expiry date, you do not get it, so file early.
Does my C11 business experience help my CRS score?
No, self-employment does not earn Canadian work experience points in the Comprehensive Ranking System. IRCC’s help centre says it does not count work experience if you were self-employed. Section 87.1(3)(b) of the IRPR also excludes it from the Canadian Experience Class.
How do I get from C11 to permanent residence?
Usually through a provincial entrepreneur stream, not through C11 itself. IRCC’s C11 instructions say people intending to seek permanent residence should be assessed under C60 for provincial business candidates, or the Start-up Visa pathway. A provincial nomination then leads to a permanent residence application.
