What is the Manitoba Entrepreneur Pathway?
The Manitoba Entrepreneur Pathway is a Business Investor Stream pathway for owners and senior managers who start or buy a commercial business in Manitoba. You need a $500,000 net worth, $250,000 invested in the Winnipeg Metropolitan Region or $150,000 outside it, and at least one job for a citizen or PR. Candidates send an Expression of Interest, and Manitoba invites suitable ones to apply.
What if Manitoba is not issuing invitations?
Manitoba states that EOI draws for the Business Investor Stream are not currently being conducted. We check the current status before you pay for a business plan or a visit. An EOI that falls short gets feedback, and you wait at least two months before you send another.

Entrepreneur Pathway requirements
You must meet every minimum and prove it with documents. Manitoba publishes the rules on immigratemanitoba.com, and after nomination you apply for permanent residence with IRCC.
Business experience
3 years of full-time work in the last 5 years as an active business owner or in a senior management role of a successful business. Owners need at least 33 1/3% ownership to earn points.
Net worth
At least $500,000 CAD. A third-party verifier approved by Manitoba confirms it, and the report goes in with your application within 120 days of your invitation.
Investment and jobs
$250,000 in the Winnipeg Metropolitan Region or $150,000 outside it, in an eligible business. The business must create or keep at least one job for a citizen or PR, not an owner or close relative.
Language and education
CLB or NCLC 5 in English or French, and at least a Canadian high school equivalent.
Who cannot apply
Refugee claimants, live-in caregivers, temporary foreign workers in another province, spouses of citizens or PRs, and anyone with another active application or a recent refusal.

How Manitoba ranks your Expression of Interest
Business experience
Owners earn more points than senior managers. Owners need at least 33 1/3% ownership to earn points.
Language
CLB or NCLC 5 is the minimum. A spouse with CLB 5, or a second official language, earns more points.
Age
There is no age limit, but ranking points go to candidates aged 25 to 49.
Adaptability
Points go for relatives in Manitoba for over a year, a child in a Manitoba school, and study or work in Manitoba for you or your spouse.
Research visit
An in-person visit within one year before your EOI is recommended and earns points.

Send your EOI
Manitoba answers with a Letter of Advice to Apply, or with feedback. After feedback you wait at least 2 months to try again.
Submit your full application
Pay the $2,500 fee and add your net worth verification and every provincial and federal form.
Officers review your file
At least two Business Immigration Officers assess it and may interview you. Approval brings the agreement and your work permit letter.
Establish, report and get nominated
Run the business, send your progress reports and receive your Confirmation of Nomination. Then apply to IRCC for PR.
After approval: your agreement and build period
Approval opens a work permit and a period of up to 20 months.
Performance agreement
You sign the Business Performance Agreement before Manitoba issues your work permit support letter.
Report on arrival
Notify Manitoba in person within 30 days of arriving, with your address and phone number.
First progress report
Send it within 6 months of your arrival date.
Final progress report
Send it no later than 20 months after arrival, after operating the business for at least 6 months.
Nomination
If you met the agreement, the Director of the MPNP issues a Confirmation of Nomination. Then you apply to IRCC for PR.
