What is the BC PNP Skilled Worker stream?
The BC PNP Skilled Worker stream is a British Columbia nomination route for workers with a full-time, indeterminate job offer from an eligible B.C. employer in NOC TEER 0, 1, 2 or 3. It is one of two worker streams under BC PNP Skills Immigration, next to the Health Authority stream.
You register online, and B.C. scores your registration on human capital (experience, education, language) and economic factors (wage, job location). Only invited candidates can apply. If you are in the federal Express Entry pool, you can pick the Express Entry BC option inside this stream.
What happens if you register without the basics?
An invitation starts a 30 calendar day clock. The $1,750 fee is refunded only if you withdraw before assessment starts. Miss the deadline or send an incomplete file, and you lose time and money.
Your employer must complete the Employer Declaration Form before you register, and your occupation must not be on the ineligible list. B.C. said in April 2026 that this list is being expanded, so check your NOC code first. See every stream on the PNP map.
Why workers choose the Skilled Worker stream
- Free registration: you pay no fee to enter the pool
- Express Entry BC option: a nomination gives your federal profile more points
- Low language minimum: CLB 4 for TEER 2 and 3 jobs
- Four TEER levels: one stream covers TEER 0, 1, 2 and 3 jobs
- Study credit: finishing studies in B.C. or Canada earns extra registration points
- Two-sided scoring: your profile and your job’s wage and location both count
Is the BC PNP Skilled Worker stream right for you?
An honest answer before you spend money on tests and fees.
A good fit if you have
- Job offer: full-time and indeterminate, from an eligible B.C. employer in TEER 0, 1, 2 or 3
- Employer paperwork: a completed Employer Declaration Form before you register
- Experience: at least 2 years of full-time equivalent work
- Credentials: the minimum education, licence or registration for your occupation
- Language and pay: CLB 4 for TEER 2 and 3 jobs (TEER 0 and 1 need a test only if you claim language points), plus the minimum wage and income requirements
Consider another route if
- Ineligible occupation: your NOC code is on the Skills Immigration ineligible list
- Health authority job: you work for a B.C. health authority in an eligible occupation, so the Health Authority stream fits better
- Fixed-term or part-time offer: the job has an end date or is not full-time
- Closed routes: you planned to use the old student streams or Entry Level and Semi-Skilled
Express Entry, another province’s stream or a work permit first may fit better. Read about the Health Authority stream, go back to the BC PNP overview or compare all provinces.
Five mistakes that cost B.C. applicants time and money
- Registering too early: the Employer Declaration Form must be done before you register
- Taking a fixed-term offer: the job must be full-time with no end date
- Picking the wrong stream: health authority staff in eligible jobs belong in the Health Authority stream
- Checking your NOC code late: codes such as 12100, 13110, 62010 and 63101 are ineligible
- Missing the 30 days: gather your documents before you are invited, not after

Related streams and your other options
Health Authority stream
For workers with a full-time job offer from a B.C. health authority in an eligible occupation. It uses the same registration pool, CLB 4 and the $1,750 CAD fee.
Express Entry BC option
For people in the federal Express Entry pool who meet the Skilled Worker or Health Authority criteria. Pick the stream name that starts with Express Entry BC when you register.
Estimate your registration score
Use the BC PNP points calculator to see how your experience, education, language and job offer might score before you register.
B.C. graduates
B.C. has no student stream and said it will not launch new ones. Graduates register under Skilled Worker with a job offer, and B.C. or Canadian study earns extra points. The Canadian Experience Class is another route.

How to apply to the BC PNP Skilled Worker stream, step by step
Three steps from registration to your IRCC application.
Register online
Your employer completes the Employer Declaration Form. You then register online and choose Skilled Worker, or the stream that starts with Express Entry BC if you are in the federal pool. Your registration stays in the pool for up to 12 months or until you are invited.
Get invited and apply
When you are invited, submit your BC PNP application within 30 calendar days and pay the $1,750 CAD fee. We build your document file before the invitation, so the deadline never catches you.
Nomination, then IRCC
The BC PNP decides your application. If you are nominated, you apply to IRCC for permanent residence, and separate IRCC fees apply. With the Express Entry BC option, your federal profile receives more points.
Costs and timelines
Typical costs for a single applicant, confirmed during your consultation because IRCC fees change periodically.
