An Express Entry incomplete application is one Immigration, Refugees, and Citizenship Canada (IRCC) rejects before an officer looks at your eligibility. You get your processing fee back, but your invitation is gone. To try again, you need a new profile and a new invitation. That makes a missing document one of the most expensive mistakes in the whole process.
This guide uses IRCC’s Express Entry pages, checked in October 2026, and section 10 of the Immigration and Refugee Protection Regulations. It is for candidates who hold an invitation to apply, or expect one soon, and want to submit a file that gets past the first check.
What makes an Express Entry incomplete application?
Under Section 10(1) of the Regulations, an application must meet specific mandatory criteria. According to IRCC, an officer checks that:
-
The correct form is used and complete.
-
The application is properly signed.
-
Every required supporting document is included.
-
The required processing fee is paid.
If you miss any one of these requirements, your file will be rejected as incomplete.
In practice, the trouble is rarely the form. The online form has a completeness check that flags empty fields. The trouble is a document that is uploaded but does not prove what it should, or a required one that was never uploaded.
What happens when IRCC rejects your file as incomplete?
IRCC returns the application under section 12 of the Regulations and refunds your fees. The biometrics fee comes back only if you did not give biometrics. IRCC says refunds can take up to eight weeks.
The bigger loss is your place. IRCC says that to be considered in future rounds, you must submit a new Express Entry profile, meet the criteria again and be accepted into the pool. Then you wait for another invitation, and nobody can promise the cut-off will fall to your score.
Cut-offs move. The Express Entry trades draw on October 1, 2026 needed a CRS score of 476. See our October 1 trades draw breakdown.
Is an incomplete rejection the same as a refusal?
No. A rejection for incompleteness means IRCC never decided your case. It sent the file back because something required was missing. A refusal is a decision on the merits, such as failing to meet program rules or being found inadmissible. You can reapply after either, but the risks are very different.
The one to fear most is misrepresentation. IRCC warns that if information in your file is untruthful, it may refuse the application and bar you from applying for 5 years. Our misrepresentation page explains how that ban works. A missing document costs you an invitation. A false one can cost you five years.
Which documents cause most Express Entry incomplete application rejections?
The usual problems are police certificates, work reference letters, proof of funds and translations. Each has a specific IRCC rule. A document that exists but does not meet that rule can be treated the same as a missing one, so check each against IRCC’s checklist before you upload it.
Police certificates are the classic trap. IRCC wants one for you and each family member aged 18 or older, for every country where you spent 6 months in a row or longer in the last 10 years (see the IRCC police certificate rules). Time in Canada and time before age 18 do not count.
Reference letters are next. Officers look for specific details, and our guide to Express Entry reference letter requirements lists what they check line by line.
What if a police certificate will not arrive in 60 days?
You have 60 days from your invitation to submit. If a police certificate is late, IRCC lets you upload a letter of explanation with proof you made your best effort, such as a receipt, tracking number or a note from the issuing agency. An officer then decides if that effort was enough.
IRCC is clear about the risk. If the officer is not satisfied, the application may be rejected for being incomplete. So request every certificate the day your invitation arrives, keep every receipt, and do not leave the letter to day 59.
How do you avoid an incomplete application?
Start the documents before the invitation, not after it. Most of what IRCC asks for is predictable from your profile. Order police certificates early, get reference letters drafted to IRCC’s format, and make sure your proof of funds matches the amount you declared. Then compare each upload to the personal checklist.
Our step by step guide on what to do when you receive an Express Entry ITA walks through the 60 days in order. If you are still in the pool, check where you stand with our CRS calculator.
When an invitation is on the line, a second set of eyes is cheap. Our Express Entry invitation to apply service reviews files before submission. Check current forms and fees on the IRCC website.
Frequently asked questions
Do I get my money back if my Express Entry file is incomplete?
Yes, the main processing fees are refunded. IRCC issues a refund when it returns an incomplete application. However, the biometrics fee is only refunded if you have not yet given your biometrics.”
Can I fix an incomplete application after I submit it?
No, you generally cannot add documents after submission. IRCC’s completeness check evaluates the file exactly as you submitted it. If a required document is delayed, you must upload a clear letter of explanation with proof of your efforts before you press submit.
Will an incomplete rejection hurt a future application?
No, an incomplete rejection does not count as a refusal. Because it is not a decision on the merits of your case, it will not negatively impact future applications. The primary cost is time: you must create a new profile, wait in the pool, and secure a new invitation.
