Master’s and PhD students at public designated learning institutions do not need a provincial attestation letter (PAL) or territorial attestation letter (TAL) from January 1, 2026. Quebec has its own requirement. Doctoral applicants can also use a faster processing stream, so check the conditions below before you apply. IRCC sets these rules.

This guide covers the PAL exemption, doctoral processing, PGWP rules and family permits. Read it with our provincial attestation letter page and our study permit page.

Key Takeaways

  • PAL exemption: no PAL or TAL for master’s and PhD students at public designated schools from January 1, 2026. Quebec has its own requirement.
  • Doctoral processing: IRCC aims to process eligible doctoral applications within 2 weeks after the school verifies the letter of acceptance.
  • PGWP: no field of study list for degrees, but you still need CLB 7 and an eligible school.
  • Family: a spouse or partner may get an open work permit if your program is a master’s of 16 months or more or a doctoral program.
  • Private schools: the exemption does not apply. You still need a PAL or TAL.

Do master’s and PhD students need a PAL in 2026?

No, not at a public designated learning institution. From January 1, 2026, master’s and PhD students applying to public schools do not need a PAL or TAL. This is part of IRCC’s 2026 study permit allocation (IRCC, 2026).

Quebec has its own requirement, the Certificat d’acceptation du Québec (CAQ). Other students still need an attestation letter, so see our PAL guide.

Which schools count as public designated schools?

A public school is one funded by a province or territory, such as most universities and public colleges. A private school or a private college under a public partnership may not qualify, so confirm directly.

Ask the admissions office to confirm in writing that your program is at a public designated learning institution and that the PAL exemption applies to your intake. Do not rely on a website banner alone.

How fast is doctoral study permit processing?

IRCC aims to process eligible doctoral study permit applications within 2 weeks after the school verifies the letter of acceptance. You must be enrolling in a doctoral program and applying online from outside Canada (IRCC, updated August 28, 2026).

Verification by the school can take up to 10 calendar days, and you must give biometrics within 2 weeks. A spouse or partner and dependent children can use the same stream only if they are included in, and submitted with, your study permit application.

Does the PGWP work differently for master’s and PhD graduates?

The PGWP rules for degrees are different from the rules for diplomas and certificates. A degree does not need to appear on IRCC’s field of study list. You still need an eligible school and a language result of CLB 7 for university programs, and you must apply within 180 days.

A master’s program of 8 months or more can give a PGWP of up to 3 years, limited by your passport expiry date. See our PGWP page and our PGWP rules guide.

What can your spouse and children do?

Your spouse or partner may qualify for an open work permit if you are in a master’s program of 16 months or more, a doctoral program, or certain professional programs. Dependent children can usually apply for study permits or visitor status depending on their age and plans.

Check the current rules on our spousal open work permit page and our bring your family page.

What do the 2026 study permit numbers look like?

IRCC’s 2026 study permit plan sets the following numbers.

Measure2026 figure
Study permits (total)408,000
New student arrivals155,000
Extensions253,000
PAL target180,000
Application spaces309,670

Arrivals fell sharply in 2025: 115,470 new students arrived against a target of 305,900 (IRCC, 2026). Plan for a competitive process and a complete application.

What this means for you

If you are applying to a master’s program

Choose a public school if you want to skip the PAL step. Keep your proof of funds ready, because the exemption removes one document, not the financial check.

If you are applying to a PhD program

Apply online from outside Canada and ask your school to verify your letter of acceptance quickly. Include your family in the same application if they will travel with you.

If you are comparing programs

Weigh the PAL, PGWP length and spouse permit rules together. Our master’s in Canada guide compares the advantages.

Frequently asked questions

How fast is doctoral study permit processing?

IRCC aims to process eligible doctoral applications within 2 weeks after the school verifies the letter of acceptance. You must apply online from outside Canada and give biometrics within 2 weeks.

Can my spouse come with me as a PhD student?

Yes, they may qualify for an open work permit if you are in a doctoral program. To use the fast stream, they must be included in your study permit application.

Do I need a field of study for my PGWP as a master’s graduate?

No, degrees are not on the field of study list. You still need CLB 7, an eligible school and an application within 180 days.

What if my school is private?
