A program is PGWP eligible if it is at a PGWP-eligible school, lasts at least 8 months and, for most non-degree programs, falls in a field on IRCC‘s list. Bachelor’s, master’s and doctoral programs skip the field list but need language level CLB 7. College programs need CLB 5. IRCC will not add or remove fields in 2026, and the current list has 1,107 entries in six categories (IRCC, checked October 16, 2026).

The cost of choosing wrong is a full program with no post-graduation work permit. Check your program before you pay a deposit, using this guide with our PGWP page and our college and diploma PGWP guide.

Key Takeaways

  • Degrees: bachelor’s, master’s and doctoral graduates need no field of study. They need CLB 7 in all four skills.
  • College and other non-degree programs: the program must be on IRCC’s field list if you applied for your study permit on or after November 1, 2024. Language level CLB 5 applies.
  • The list: 1,107 entries, including 594 in healthcare and social services, 314 in STEM, 69 in education, 66 in trades, 43 in agriculture and 21 in transport.
  • 2026: IRCC says it will not add or remove any eligible field this year.
  • Spouses: an open work permit is only for spouses of master’s students (16 months or more), doctoral students and certain professional programs.
  • Your code: find your program’s 6-digit CIP code and check it on IRCC’s list before you pay.

What decides if a program is PGWP eligible in 2026?

Five things decide it: the school, the program length, the field of study, your language level and your study status. All five must work for you, so one miss can cost you the permit (IRCC, updated June 2026).

  1. School: the program must be at a PGWP-eligible designated learning institution. Programs at non-PGWP-eligible schools do not qualify, and most programs run through public-private partnerships do not either, with some date-based exceptions.
  2. Length: the program must be at least 8 months long.
  3. Study status: you must study full time in each semester. Your final semester may be part time.
  4. Field of study: not needed for bachelor’s, master’s or doctoral graduates. Other programs need a listed field if the study permit application was submitted on or after November 1, 2024.
  5. Language: CLB 7 for university programs and CLB 5 for college programs, in all four skills.

You must also apply within 180 days of getting confirmation that you finished. Read our PGWP rules guide for the timeline of changes and our article on the 2026 field of study freeze.

Which programs are on the PGWP field of study list?

IRCC groups the eligible fields into six categories and shows each program by its 6-digit CIP code. The current table has 1,107 entries (1,096 different codes), and healthcare and social services is the biggest group (IRCC, checked October 16, 2026).

What is a CIP code?

A CIP code is a 6-digit number that classifies your program, such as 51.3801 for registered nursing. Your school can tell you the code for your exact program. Ask for it in writing.

Which programs are on the list today?

These examples were on IRCC’s list when we checked on October 16, 2026. Your own program’s code is what counts.

Which programs are not on the list, and does a degree change that?

If you study a college diploma or certificate in a field that is not on the list, you will not get a PGWP unless the study permit date rules protect you. A bachelor’s, master’s or doctoral degree does not need a listed field, so a business degree at a university qualifies while a business diploma may not.

Which common college programs are not on the list?

These codes were not on the list when we checked on October 16, 2026:

Program (CIP code)On the list?
Business administration and management, general (52.0201)No
International business, trade and commerce (52.1101)No
Marketing, general (52.1401)No
Hospitality administration and management, general (52.0901)No
Human resources management (52.1001)No
Accounting (52.0301)No
Finance, general (52.0801)No
General studies (24.0102)No

Not every business-related code is off the list, as digital marketing and logistics show above. Do not guess from a program name. A pathway or certificate program is only worth it if it leads into a degree or a listed field.

IRCC says removed fields stay eligible for students who applied before June 25, 2025 and whose field was on the list when they applied. The list can change, because IRCC says eligible fields can change with labour market needs.

What language level do you need for the PGWP?

You must show CLB 7 if you graduate from a bachelor’s, master’s, doctoral or other university program, and CLB 5 if you graduate from a college, polytechnic or non-university program. The level applies in all four skills (listening, speaking, reading and writing) for applications from November 1, 2024 (IRCC).

You can pass every course and still be refused if one skill falls short. Start your language test preparation during your studies, not after.

How does the 2026 study permit cap affect your application?

IRCC plans up to 408,000 study permits in 2026: 155,000 for new arrivals and 253,000 for extensions. Students who need a provincial or territorial attestation letter share a national target of 180,000, and the provinces share 309,670 application spaces (IRCC notice, November 25, 2025).

How are the 2026 targets split by province?

ProvinceTarget (students who need a PAL)Application allocation
Ontario70,074104,780
British Columbia24,78632,596
Alberta21,58232,271
Manitoba6,53411,196
Saskatchewan5,43611,349
Nova Scotia4,6808,480
New Brunswick3,7268,004
Newfoundland and Labrador2,3585,507
Prince Edward Island7741,376

The allocation is higher than the target because IRCC allows for refusals. Master’s and doctoral students at public schools no longer need an attestation letter from January 1, 2026, and neither do school-age students. Read our attestation letter guide and our cap exemption guide.

What about spousal open work permits?

A spouse can get an open work permit only if you study in a master’s program of 16 months or more, a doctoral program, certain professional programs or selected eligible programs. This rule has applied since January 21, 2025. A 15-month master’s does not qualify. Read our spousal open work permit page and our spousal open work permit guide for 2026.

If your spouse cannot work during your studies, count that in your budget before you commit.

Which province should you consider?

Pick the school and the program first, then check the province. A bigger allocation does not guarantee your approval, and tuition changes a lot by province. Our 2026 costs guide shows tuition by province, and our where to study in Canada guide compares the options. AIA handles admissions outside Quebec only.

How do you check that your program leads to a work permit?

  1. Ask your school for the 6-digit CIP code of your exact program, in writing.
  2. Check that the school is PGWP eligible on IRCC’s designated learning institution list.
  3. If your program is not a degree, search the field list for your code.
  4. Confirm the program is at least 8 months and that you can study full time every semester.
  5. Plan your language test for CLB 7 (university) or CLB 5 (college).
  6. Confirm the study permit date rules with IRCC or an adviser if your code is not on the list.

How does a PGWP connect to permanent residence?

The PGWP gives you Canadian work experience, and that is what routes such as the Canadian Experience Class count. Express Entry also invites people in categories such as healthcare, trades and French language ability, and you can read how that works on our category-based selection page. Nothing is guaranteed, so plan your route before you enrol, as our study to PR page explains.

What do the rules look like in real cases?

These examples show how the rules work. They are not predictions.

  • A college diploma in business administration: the code (52.0201) is not on the list. If the student applied for the study permit on or after November 1, 2024, the diploma does not lead to a PGWP.
  • A college diploma in electrical engineering technology: the code (15.0303) is on the list, so the field works. The student still needs CLB 5 and a PGWP-eligible school.
  • A university bachelor’s degree in any field: no field of study is needed. The student needs CLB 7 and must apply within 180 days.
  • A 2-year master’s degree: no field of study is needed, and the spouse can get an open work permit because the program is 16 months or more.

Frequently asked questions: PGWP eligible programs 2026

Can I still get a PGWP if I am enrolled in a business diploma program?

It depends on when you applied for your study permit and on the program’s code. If you applied on or after November 1, 2024, a diploma in general business administration (52.0201) is not on IRCC’s field list. If you applied earlier, the field rule does not apply to you.

How do I find my program’s CIP code?

Ask your school’s international student office for the 6-digit CIP code of your exact program. Then search for it on IRCC’s currently eligible CIP codes page before you pay tuition.

Is a bachelor’s degree in business PGWP eligible?

Yes. Bachelor’s, master’s and doctoral graduates do not need a field on the list. They need CLB 7, a PGWP-eligible school and a program of at least 8 months.

Can I transfer from a non-eligible program to an eligible one?

Some schools allow transfers, but each has its own rules. Check the new program’s code and your study permit conditions first, and ask the school how many credits count.

Will the eligible fields list change again?

IRCC says it will not add or remove fields in 2026. It also says eligible fields can change with labour market needs, so check the list again before you apply.

My master’s program is 15 months. Will my spouse get a work permit?

No. A spouse of a master’s student qualifies only if the program is 16 months or more. Choose a program of at least 16 months if your spouse needs to work.

What if I cannot reach the PGWP language level?

You will be refused even if your program is eligible. The level is CLB 7 for university programs and CLB 5 for college programs, in all four skills, so plan your test early.

Are online programs PGWP eligible?

Study from outside Canada after August 31, 2024 does not count toward the length of your PGWP. For distance learning, at least 50% of the program must be in class in Canada.

Can I apply for permanent residence without a PGWP?

Yes, but many student routes need Canadian work experience, which the PGWP gives you. Other routes, such as the Federal Skilled Worker Program or a provincial nominee program, depend on your own profile.
