A master’s in Canada gives you four verified advantages in 2026: no provincial attestation letter at public schools, a PGWP of up to 3 years for a program of 8 months or more, a spouse open work permit from 16 months, and a clear path to Express Entry. It does not guarantee a job or permanent residence (IRCC).
Use this guide with our PAL page and our study to PR guide.
Key Takeaways
- No PAL at public schools: master’s and PhD students at public designated schools do not need a PAL or TAL from January 1, 2026. Quebec has its own requirement.
- PGWP up to 3 years: a master’s program of 8 months or more qualifies, limited by your passport expiry.
- Spouse permit: possible for master’s programs of 16 months or more.
- Language: CLB 7 for the PGWP at university level.
- No guarantee: Express Entry and provincial programs have their own rules and selection.

Why study a master’s in Canada in 2026?
A master’s fits students who want a short program, a post-graduation work permit and a clear route to Canadian work experience. Your own field, school and finances decide whether it is worth it.
Compare programs with our high demand master’s guide before you apply.
Do you skip the PAL as a master’s student?
Yes, at a public designated learning institution. From January 1, 2026, master’s and PhD students applying to public schools do not need a PAL or TAL, and Quebec has its own requirement. Private schools do not get this exemption.
See our cap exemption guide for the conditions and the doctoral fast processing rules.
How long is the PGWP after a master’s degree?
A master’s program of 8 months or more can give a PGWP of up to 3 years, limited by your passport expiry date. This has applied since February 15, 2024 (IRCC help centre).
Degrees do not need a field of study on IRCC’s list. You still need CLB 7 in all four skills, an eligible school, and an application within 180 days.
Read our PGWP rules guide for the full list of conditions.
Can your spouse work while you study?
Your spouse or partner may qualify for an open work permit if you are in a master’s program of 16 months or more, a doctoral program, or certain professional programs. A shorter master’s program does not qualify.
Check the details on our spousal open work permit page.
What does a master’s cost in Canada?
Statistics Canada reports an average international graduate tuition of CAD 24,693 for 2026/27. The average varies by province, so a program in one province can cost several times more than another (Statistics Canada, 2026/27).
| Province | Average international graduate tuition (CAD) |
|---|---|
| Ontario | 28,900 |
| British Columbia | 27,612 |
| Nova Scotia | 26,230 |
| Alberta | 18,302 |
| New Brunswick | 16,691 |
| Prince Edward Island | 14,202 |
| Manitoba | 14,030 |
| Saskatchewan | 9,807 |
| Newfoundland and Labrador | 6,996 |
These are averages, not program prices. Our Study in Canada costs guide shows budgets in detail, and your proof of funds is covered in our costs and proof of funds page.
How does a master’s help your permanent residence plan?
A master’s helps because the PGWP lets you earn skilled Canadian work experience. After that, you may qualify for Canadian Experience Class or other Express Entry routes.
Canadian Experience Class requires one year, or 1,560 hours, of paid skilled work in Canada (TEER 0 to 3) within 3 years before you apply. Study time and co-op terms do not count, and you need an approved language test with the minimum score in all four abilities.
For 2026, Express Entry runs these category-based rounds: French-language proficiency, healthcare and social services, STEM, trades, education, transport, physicians with Canadian work experience, senior managers with Canadian work experience, researchers with Canadian work experience, and skilled military recruits. IRCC may skip a category round if enough top-ranking candidates are invited through other rounds.
See our Canadian Experience Class page and our study to PR guide.
