What is the Manitoba Business Investor Stream?
The Manitoba Business Investor Stream (BIS) is a program under the Manitoba Provincial Nominee Program (MPNP). It allows Manitoba to recruit and nominate qualified entrepreneurs and business investors from around the world who plan to start or purchase a business, or establish a farm operation, in the province.
A provincial nomination from Manitoba lets you apply to Immigration, Refugees and Citizenship Canada (IRCC) for Canadian permanent residence.
The BIS runs two distinct pathways. Each one is built for a different applicant profile, a different type of business, and a different part of Manitoba.
The Manitoba Business Investor Stream (BIS) is a provincial nomination program with two pathways. The Entrepreneur Pathway targets business owners and senior managers who want to start or buy a commercial business anywhere in Manitoba, with a minimum investment of $150,000 to $250,000 CAD and a minimum net worth of $500,000 CAD. Which Manitoba Business Investor Stream pathway is right for you?
The answer comes down to two things: your background and where you want to build your life in Manitoba.
If you have owned or managed a business, in any sector, and you want to operate commercially in Manitoba, the Entrepreneur Pathway is the route. You register an Expression of Interest, receive a score based on your business background, language scores, and adaptability factors, and wait for an invitation to apply (called a Letter of Advice to Apply, or LAA). The stronger your profile on paper, the higher your ranking.
If you have owned and operated a farm for at least three years and are prepared to live and work on a farm in rural Manitoba, the Farm Investor Pathway is the option to review. There is no ranking queue, the MPNP reads your Interest Guidelines and Farm Business Concept and decides whether to invite you to apply. The key factor is adaptability: your existing farming operation must be comparable to current Manitoba farms in terms of technology, scale, and practices.

What is the difference between the Entrepreneur Pathway and the Farm Investor Pathway?
The Entrepreneur Pathway is for business owners and senior managers who want to start or buy a commercial business anywhere in Manitoba, including Winnipeg. The Farm Investor Pathway is for people with farm ownership experience who plan to live and operate a farm in rural Manitoba only. What is the minimum net worth for the Manitoba BIS?
Both pathways require a minimum personal net worth of $500,000 CAD. Your net worth must be verifiable and legally obtained. The MPNP may require a formal net worth verification report from either KPMG LLP or MNP LLP in Winnipeg before assessing your full application.
Can I apply to both pathways at the same time under Manitoba Business Investor Stream?

Is a research visit to Manitoba required for Business Investor Stream?

What is a Business Performance Agreement under Manitoba Business Investor Stream?
Under the Entrepreneur Pathway, applicants whose files are approved in principle sign a Business Performance Agreement (BPA) with the Province of Manitoba. The BPA sets out the specific commitments you must meet, investment amount, job creation, active business management, before receiving your final nomination certificate. The terms are set by the MPNP based on your submitted business plan. This is one of the more complex stages of the process, and it is where professional guidance makes a material difference.
How long does the Manitoba Business Investor Stream process take?
The MPNP does not publish official processing timelines for the BIS.
