What is the Express Entry senior managers category?
The Senior Managers with Canadian Work Experience category is a set of targeted Express Entry draws for executives who already lead organizations in Canada. IRCC launched it on February 18, 2026 to keep senior leaders who are already building Canadian businesses.
Age and a lack of Canadian education often pull an executive’s CRS score down. In this category you compete only with other senior managers who have Canadian experience, so the cut-off has been far lower than in general draws.
What happens if you wait to apply?
Your work permit, often an intra-company transfer, has an end date and ties you to one employer. If your role changes or the permit runs out, your Canadian career is on hold, and IRCC publishes no draw schedule.

A good fit if you have
- 12 months of paid work in Canada in NOC 00012, 00013, 00014 or 00015 in the last 3 years
- Duties that match TEER 0: you set strategy and run the organization or a major division
- Canadian experience that adds up, even if it was not continuous
- English or French at CLB 7 or higher, or you are ready to test
- Eligibility for an Express Entry program, usually the Canadian Experience Class
Consider another route if
- All of your senior management experience is outside Canada
- Your role is middle management, such as branch manager, department head or project manager
- You have less than 12 months in a senior management role in Canada

Senior managers category eligibility requirements
You must qualify for one Express Entry program, then meet the Canadian senior management experience rule. Here is what IRCC checks.
Language proficiency
Take IELTS General, CELPIP General or PTE Core for English, or TEF Canada or TCF Canada for French. The Canadian Experience Class needs CLB 7 for TEER 0 and 1 jobs, which includes senior managers.
Education
The Canadian Experience Class does not require an Educational Credential Assessment (ECA), but an ECA for a foreign degree earns CRS points. The Federal Skilled Worker Program requires one.
Canadian senior management experience
At least 12 months of full-time paid work, or the same amount part-time, in Canada in one eligible senior management code within the last 3 years. It does not need to be continuous. Experience outside Canada, including before an intra-company transfer, does not count.
Proof of funds
Federal Skilled Worker candidates must show settlement funds, from $15,263 CAD for one person. You are exempt if you are invited under the Canadian Experience Class or hold a valid job offer.
Admissibility
A medical exam with an IRCC panel physician for you and your dependants, and police certificates from every country you have lived in for 6+ months since age 18.

Finance and business services
Senior managers in financial, communications and other business services (NOC 00012), such as a CFO or managing director in banking or insurance.
Health, education, trade and services
Senior managers in health, education, social and community services (NOC 00013), and in trade, broadcasting and other services (NOC 00014).
Construction, transport and production
Senior managers in construction, transportation, production and utilities (NOC 00015), such as a VP of operations or the general manager of a construction firm.

Which NOC codes qualify for the senior managers category?
Four TEER 0 codes qualify: 00012 (financial, communications and business services), 00013 (health, education, social and community services), 00014 (trade, broadcasting and other services) and 00015 (construction, transportation, production and utilities).
Does senior management experience outside Canada count?
Not for this category. Your 12 months must be in Canada. Experience abroad, including your years before an intra-company transfer, does not count toward eligibility.
I am in Canada on an intra-company transfer. Can I apply?
Yes, once you have 12 months of work in Canada in an eligible senior management code within the last 3 years. We check that your duties match TEER 0 before you create your profile.
Do middle managers qualify for the senior managers category?
No. Branch managers, department heads and project managers are not TEER 0, however senior their title sounds. The category is for executives who set strategy and run an organization or major division.
Does my Canadian experience need to be continuous?
No. You need a total of 12 months, full-time or the same amount part-time, within the last 3 years. Gaps are allowed.
What CRS score do I need for a senior managers draw?

How often are senior manager draws held?
IRCC publishes no schedule for category draws, and the gap between rounds can be several months. Keep your profile active and your test results valid so you are ready for any round.
Which Express Entry program do senior managers usually use?
Most executives already working in Canada qualify through the Canadian Experience Class. It needs CLB 7 for TEER 0 roles and does not require an ECA.
Do I need a job offer for the senior managers category?
