What is the BC PNP Health Authority stream?
The BC PNP Health Authority stream is a Skills Immigration stream for qualified health care workers who hold a permanent, full-time job with a B.C. health authority. It is one of two streams open to workers, next to the Skilled Worker stream. A nomination lets you apply to IRCC for permanent residence.
The BC PNP says the stream nominates qualified health care professionals in the public sector who directly deliver care, plus select occupations in the broader health sector (BC PNP, April 2026). Your health authority employer signs your Employer Declaration Form.
What happens if your paperwork does not match?
A job offer from an employer that is not a B.C. health authority does not fit this stream. An occupation that is not on the Health Authority-eligible list does not fit either. Once you are invited, you have only 30 calendar days to apply, and the $1,750 fee is refunded only if you withdraw before assessment starts.
Get the match right before you register. See the BC PNP overview for how all the streams fit together.
Why health workers choose this stream
- Free registration: you pay nothing until you are invited
- Care priority: BC PNP has invited health candidates under its Care priority
- One language level: CLB 4, and TEER 0 and 1 jobs need a test only if you claim language points
- 12 months in the pool: your registration stays active until you are invited or the year ends
- Express Entry BC option: a nomination gives your federal profile more points
- Family included: bring your spouse and children

How to apply to the BC PNP Health Authority stream, step by step
Three steps from registration to your IRCC application.
Register with the BC PNP
In BC PNP Online, choose the Health Authority stream. If you are in the Express Entry pool, choose the stream name that starts with Express Entry BC. Your employer’s authorized health authority staff sign the Employer Declaration Form.
Wait for an invitation, then apply
Your registration is scored and stays in the pool up to 12 months or until you are invited. If invited, you have 30 calendar days to submit your application and pay the $1,750 fee in the BC PNP Online User Portal. We prepare your documents before the invitation arrives.
Get nominated, then apply to IRCC
A BC PNP officer decides on your nomination. If you are approved, you apply to IRCC for permanent residence. With the Express Entry BC option, your federal profile receives more points.
Mistakes that cost Health Authority applicants time
Choosing the wrong stream. A job with an employer that is not a B.C. health authority belongs under the Skilled Worker stream, with a TEER 0 to 3 job offer.
A mismatched Employer Declaration Form. Authorized health authority staff must sign it, and it must describe the job you actually hold. Check the job title, hours and wage against your offer before you register.
A missing licence or registration. The stream asks for the licence or registration your occupation requires. Start that process early.
Waiting to collect documents. After an invitation, the clock is 30 calendar days. Gather your language results, education records, employer letters and police certificates first.
Counting on the closed initiative. The Rural/Remote Health Support Initiative stopped taking registrations on 7 October 2026. Use the Health Authority stream or Skilled Worker instead.
How we approach this stream: before you register, we read your Employer Declaration Form line by line against your job title, your licence and your documents. A mismatch found now costs nothing. A mismatch found after your invitation costs you part of a 30-day window. Ready to check yours? Book a Strategy Consultation.

BC PNP Health Authority stream FAQs
What is the BC PNP Health Authority stream?
It is a BC PNP Skills Immigration stream for qualified health care workers who have a permanent, full-time job offer from a B.C. health authority. It sits beside the Skilled Worker stream, and you register online, then wait for an invitation to apply. A nomination lets you apply to IRCC for permanent residence.
Who can apply to the BC PNP Health Authority stream?
You need a full-time, indeterminate job offer from a B.C. health authority in a Health Authority-eligible occupation, with an Employer Declaration Form signed by authorized health authority staff. You also need CLB 4 (TEER 0 and 1 jobs need a test only if you claim language points), the licence or registration your job requires, and the education and experience set by the BC PNP and your employer. The stream nominates qualified health care professionals in the public sector who directly deliver care, plus select occupations in the broader health sector (BC PNP, April 2026).
Do I need a job offer for the Health Authority stream?
Yes. The job must be full-time and indeterminate, which means it has no end date, and it must come from a B.C. health authority employer. A part-time or temporary offer does not meet the stream rules.
What language level does the Health Authority stream need?
You need CLB 4, unless your job is TEER 0 or 1 and you do not claim language points. The official stream table lists one level for the whole stream. Prove it with a test result such as CELPIP, IELTS, PTE Core, TEF Canada or TCF Canada.
How much does the BC PNP Health Authority stream cost?
Registration is free. The application fee is $1,750 CAD, paid in the BC PNP Online User Portal before you submit, and it is refunded only if you withdraw before assessment starts. A request for review costs $500 CAD and is non-refundable, and separate IRCC fees apply later.
How long do I have to apply after an invitation?
You have 30 calendar days from the invitation to submit your application. Your registration stays in the pool for up to 12 months or until you are invited, and it is scored on experience, education, language, wage and job location. Estimate your score with our BC PNP points calculator.
Can I use the Express Entry BC option with this stream?
Yes, if you are in the federal Express Entry pool. When you register, choose the stream name that starts with Express Entry BC. If you are nominated, your federal profile receives more points and your permanent residence application may be processed faster (BC PNP, 2026).
What happened to the Temporary Rural/Remote Health Support Initiative?
It is closed. It was a one-time initiative for up to 250 health authority cleaning and security workers in rural or remote communities, and registration ended on 7 October 2026. What to do next: use the Health Authority stream if you work for a B.C. health authority in an eligible occupation, or Skilled Worker with a TEER 0 to 3 job offer.
