Canada has no open federal business immigration program for new applicants. Provincial entrepreneur streams are now the main route to permanent residence, and the C11 entrepreneur work permit is a temporary option. Which one fits depends on your net worth, your business and the province you choose.
Can UAE business owners immigrate to Canada?
Yes. You can apply while you live in the UAE, whatever your nationality, and you do not need to move first to register or apply. Most provincial programs then expect you to start or buy a business in the province and run it yourself before you are nominated for permanent residence. A nomination lets you apply to IRCC, and business nominations are processed outside Express Entry.

What do provinces check, and how do the programs compare?
Each province sets its own rules, but most business streams check the same five things: business experience, a documented net worth with a clear and legal source of funds, a minimum investment and ownership share, a language test, and a medical exam, police certificates and security checks.

What documents do UAE business owners need?
You need proof of who you are, what your business is worth and where your money came from. That usually means your passport, company and ownership documents, financial statements, bank statements that show the source of your funds, a language test result, a medical exam and police certificates.

How does a business route work, step by step?
A business PNP has six stages, from choosing a province to permanent residence. Timelines vary by province and by how fast you open or buy the business.
Choose the province and stream

Register or submit your application
Many programs start with a registration or Expression of Interest. Others take applications directly, sometimes after an exploratory visit.

Most programs ask you to commit to your business plan in writing. Many then support a work permit so you can move and start the business.
Run the business and report
You open or buy the business, manage it day to day and meet your agreement. Some entrepreneurs bridge this stage on a work permit, including the C11 entrepreneur permit.
Apply for permanent residence
After nomination you apply to IRCC. Business nominations are processed outside Express Entry.

What does it cost?
Each province charges its own fees, on top of IRCC’s fees and your investment. For example, British Columbia charges a $300 non-refundable registration fee, Alberta charges a $200 EOI fee and a $3,500 business application fee, and the Northwest Territories charges a $2,800 registration fee.

Can UAE business owners immigrate to Canada?
Yes. You can apply while you live in the UAE, whatever your nationality, through a provincial entrepreneur stream.

Is the Start-Up Visa still open?
No. IRCC lists the Start-Up Visa as paused and closed to new applications, and only files received before the June 30, 2026 deadline continue to be processed.

Which provinces still take entrepreneurs?
British Columbia, Alberta, Manitoba, Nova Scotia, New Brunswick, Newfoundland and Labrador, Prince Edward Island, the Northwest Territories and Yukon publish entrepreneur rules, though intake varies and some are paused or limited.

How much net worth do I need?
It depends on the program, from about $250,000 to $600,000. British Columbia asks for $300,000 to $600,000, Manitoba for $500,000, and Nova Scotia for $400,000 outside Halifax or $600,000.

Do I need to move to Canada first?
Usually you move to run the business, because most programs nominate you only after it is running. Many programs then support a work permit so you can land and start.
Some programs ask for an exploratory visit before you apply. Plan the move with your family in mind.
Does the entrepreneur work permit lead to permanent residence?
No. The C11 entrepreneur work permit is temporary, and self-employed or entrepreneur work does not count toward the Canadian Experience Class.
