Can you immigrate to Canada from the UAE?

Yes. You can apply for Canadian immigration while you live in the UAE, and you do not need a UAE passport to do it. IRCC looks at your own profile, so your passport decides which rules apply to you, and your UAE residence lets you apply from the UAE. For most economic and family routes you do not need to be in Canada first.

Do you need a UAE passport?

No. Most people who live in the UAE hold passports from other countries, and they apply for Canada from the UAE every year. Here is how that looks in practice:

  • An Indian passport with a Dubai residence permit: you can apply from the UAE for any route you qualify for
  • A Pakistani passport with an Abu Dhabi work visa: the same
  • A Filipino passport with a Dubai residence visa: the same
  • A British passport with UAE residence: the same

Your UAE residence does not replace police certificates from other countries where you lived long enough to need them. Check your passport on the IRCC entry list before you plan any visit to Canada.

Why do many Canada applications from the UAE stall or get refused?

Many stalled applications trace back to the file, not the person: mismatched documents, unclear work history, unexplained funds or unlicensed agents.

You can be fully qualified and still be stuck. The problem is rarely your ability. It is a file built on guesswork, and guesswork shows up in small, expensive ways.

How does Express Entry work if you live in the UAE?

Express Entry works the same way from the UAE as from anywhere else: you build a profile, earn a CRS score and wait for an invitation. Where you live affects your documents and logistics, not your eligibility. Our Express Entry guide explains the full system.

Does your UAE work experience count?

Yes, if it meets the program rules. Skilled work outside Canada can count toward programs such as the Federal Skilled Worker Program, and IRCC looks at your real duties and your NOC and TEER level, not just your job title. Do you need a Canadian job offer?

No. Express Entry does not require a job offer, and since March 25, 2025 a job offer no longer adds CRS points. A provincial nomination adds 600 points.

Where do UAE police certificates come from?

Your emirate’s police department issues them, online or in person, and one clearance from any emirate is enough. You still need certificates from other countries where you lived 6 months in a row or longer since you turned 18. See our UAE police certificate guide for the steps.

Can your family apply with you?

Yes. Your spouse or partner and dependent children can be included, and each person completes medical and police checks.

Is immigrating to Canada from the UAE right for you right now?

How does the Canada application process work?

The process has three steps: a 30-minute consultation with a licensed RCIC, a built and filed application, then IRCC’s decision and landing.

Spend 30 minutes with a licensed RCIC. We review your profile, map your route and give you a written plan. That means you know exactly what to do first.

We plan your tests and assessments, check every document, prepare the forms and track your deadlines. You complete the medical exam, police certificates and biometrics, and we keep your file consistent. That means the heavy lifting is ours, and you stay focused on work and family.

Step 3: IRCC decides, and we plan your landing

IRCC makes the decision, and we help you prepare for arrival and settlement. That means you arrive with a plan, not a surprise.

Nobody can guarantee approval. IRCC’s service standard for Express Entry is about six months from a complete application.

What documents do UAE-based applicants need for Canada PR?

Core documents are a valid passport, civil records, police certificates, an education assessment, language results and proof of funds.

Good files start with good documents. Every route needs the core set below, and your route adds extras.

Passport and civil records

You need a valid passport and civil records that show your name, birth and family details. Make sure names, spellings and dates match your passport and each other, and fix any mismatch before you apply. Documents not in English or French need a certified translation.

How do you get a police certificate in the UAE for Canada?

Apply for a Police Clearance Certificate through your emirate’s police department, online or in person. IRCC accepts one clearance from any emirate. You have 60 days after an Express Entry invitation to file. See our UAE police certificate guide.

Who issues it, according to IRCC:

  • Document names IRCC accepts: Police Clearance Certificate, Criminal Clearance Certificate or Good Conduct Certificate
  • Inside the UAE: apply in person at your emirate’s police department, online through the Dubai Police website or your emirate’s police portal, or authorize a representative by power of attorney
  • Outside the UAE: apply in person at the nearest UAE Embassy
  • Only one needed: a clearance from any one emirate is enough
  • Note: fingerprints for a police certificate are separate from your immigration biometrics

You need a certificate for every country where you stayed 6 months in a row or longer since you turned 18. You do not need one for time before you turned 18 or for time in Canada. IRCC accepts colour scans of the original certificate.

Start before you receive an invitation. If a certificate is late, IRCC lets you submit a letter of explanation and proof that you requested it on time, such as a receipt or tracking number. If IRCC is not satisfied you made your best effort, it may reject the application as incomplete.

Does your degree count?

Yes, if an IRCC-designated organization assesses it. WES and ICES are two of the designated organizations.

To count your degree, you need an Educational Credential Assessment (ECA) from an IRCC-designated organization such as WES or ICES. The assessment tells IRCC how your degree compares with a Canadian one.

Language results

Skilled routes need IELTS General Training, CELPIP, TEF or TCF results. Results expire after two years, so timing matters. CLB 7 equals 6.0 in each IELTS skill. Higher scores earn far more CRS points. See our language test guide.

Medical exam and biometrics

An IRCC-approved panel physician performs your medical exam. For Express Entry, IRCC no longer requires it upfront, as of October 1, 2023, but you will need it later. Ask us when to book. You also give fingerprints and a photo at a visa application centre for most applications.

Proof of funds

The amount depends on your family size, and IRCC updates it each year. Officers want to see where your money came from, so keep statements, sale records and gift deeds organized. See our proof of funds guide and how to prepare a bank statement for a Canada visa.

Proof for your route

Spousal sponsorship needs relationship proof. Study permits need a letter of acceptance and funds. Visitor visas need ties and funds. Business routes need a plan and proof of net worth. Our documents checklist covers the full list for skilled workers.

Test, assessment and medical amounts are typical ranges and vary by provider.

Worked example, a couple with one child: processing fees $990 + $990 + $270 = $2,250. Right of permanent residence fee $600 x 2 adults = $1,200. Government total $3,450 CAD, before biometrics, tests, assessment, medicals and police certificates.

The cost of getting it wrong: if a file comes back incomplete or is refused, the time and test results you used can be lost, and a new application means new fees.

Rules and fees change without warning. IRCC removed CRS points for job offers on March 25, 2025, and raised permanent residence fees on April 30, 2026. Language results expire after two years, and age points fall as you get older.
