What is the Alberta Foreign Graduate Entrepreneur Stream?

The Alberta Foreign Graduate Entrepreneur Stream is an Alberta Advantage Immigration Program (AAIP) pathway for graduates with a degree from outside Canada who launch an innovative start-up in Alberta. You need a recommendation letter from an AAIP designated agency, a business in a priority sector, CLB 5 and a minimum investment of $100,000 in Calgary or Edmonton or $50,000 in a regional area. Alberta scores your Expression of Interest out of 200 points.

What happens if the agency says no?

Without the designated agency’s recommendation letter, your EOI cannot go forward. The agency decides whether your idea and plan are strong enough, and the $200 EOI fee is non-refundable once you submit. We prepare your story, projections and pitch before your first agency meeting.

A good fit if you have

  • A degree from outside Canada, completed in the last 10 years, with an ECA
  • CLB 5 in English or French, and 6 months of business management or ownership experience
  • An innovative start-up idea in one of the eight priority sectors
  • $100,000 to invest in Calgary or Edmonton, or $50,000 in a regional area

Consider another route if

  • You graduated from an Alberta school, so the Graduate stream may fit
  • Your idea is home-based, passive or outside the priority sectors, which Alberta does not accept
  • You hold an active nomination under another AAIP stream, or you have no valid temporary resident status

Foreign Graduate Stream requirements

You must meet every minimum when you submit your EOI and prove each one with documents. Alberta publishes the rules on its website, and after nomination you apply for permanent residence with IRCC.

Education and language

A degree from a post-secondary school outside Canada, finished in the last 10 years, with an Educational Credential Assessment. CLB 5 in all four skills, with results under 2 years old.

Experience and plan

At least 6 months of full-time business management or ownership, or incubator or accelerator experience. A business plan with projected financials and a 10-minute pitch deck.

Priority sector

Your start-up must fit one of eight sectors: technology, aerospace, financial services, energy, agriculture, tourism, life sciences or pharmaceuticals. This is a pass or fail rule.

Ownership and investment

At least 34% ownership in Calgary or Edmonton and 51% in a regional area. A minimum investment of $100,000 urban or $50,000 regional, made within the first 12 months of launch.

Agency letter and funds

A recommendation letter from an AAIP designated agency is mandatory. You also show settlement funds for your family, from $8,922 to $34,299 depending on family size and community size.

How Alberta scores your EOI: 200 points

Language: up to 30 points

CLB 5 earns 10 points. CLB 6 earns 15. CLB 7 earns 20. CLB 8 or higher earns 30.

Education: up to 35 points

A bachelor’s degree earns 5, a master’s 10 and a doctorate 15. Add 10 if you finished in the last 5 years, 5 for a STEM degree and 5 for a business degree.

Business experience: up to 35 points

6 months earns 5 points, up to a year 10, one to two years 15, and over two years 20. Business ownership experience can add up to 15.

Business plan: 40 points

A plan that meets Alberta’s guidelines, with projected financials, earns all 40 points. It is also mandatory, so a weak plan can end your application.

Investment and jobs: up to 60 points

Investment before you arrive earns up to 25 points and investment after launch up to 20. Jobs for citizens or PRs earn 5, 10 or 15 points for 1, 2 or 3 or more.

Alberta invites the highest-scoring candidates, and your EOI stays in the pool for 12 months. Ownership, priority sector, settlement funds, pitch deck and agency letter are pass or fail.

Before you pay

Score your profile

Meet your designated agency

The agency reviews your idea, helps you shape the business plan and pitch deck, and decides whether to issue your recommendation letter.

12 months in the pool

Submit your Expression of Interest

Attach your plan, pitch deck, net worth worksheet and agency letter, and pay the $200 fee within 24 hours. Alberta invites the highest scorers.

90 days

Submit your Business Application

Add the agency’s Business Plan Evaluation Report and, if asked, a net worth report from Grant Thornton, KPMG or MNP. Pay the $3,500 fee.

14 days to sign

Sign your agreement and get your permit

Sign the Business Performance Agreement within 14 days. Use your 205(a) letter to apply to IRCC for a 2-year work permit within 3 months, and arrive within 12 months of approval.

12 months

Run the business, then get nominated

Own and operate the business for at least 12 months and send progress reports every 6 months. Then send your final report, receive your nomination and apply to IRCC for PR.

Nomination is not the finish line. Here is what Alberta and IRCC expect next.

Apply for PR

Your nomination is valid for 6 months. Submit your PR application to IRCC before it expires.

Progress report

Send AAIP a Business Progress Report within 6 months of your nomination. You have a 2-week window.

Bridging permit

Once you hold your IRCC acknowledgement of receipt, you can apply for a Bridging Open Work Permit. A $100 open work permit fee applies.

205

205(a) letter

If a bridging permit does not suit you, request a 205(a) Letter of Support. It costs $150 and takes up to 28 days.

Extension

One nomination extension is possible for $150. Alberta must receive the request within 6 months of expiry.

It is an AAIP pathway for graduates with a degree from outside Canada who launch an innovative start-up in Alberta. After you run the business for at least 12 months under an agreement with Alberta, you can be nominated for permanent residence.

The Graduate stream is for graduates of Alberta schools who hold a PGWP and need CLB 7. The Foreign Graduate stream is for degrees earned outside Canada, needs CLB 5 and an agency letter, and uses a different 200-point grid.
