What is the Alberta Rural Entrepreneur Stream?
The Alberta Rural Entrepreneur Stream is an Alberta Advantage Immigration Program (AAIP) pathway for entrepreneurs who start a new business or buy an existing one in a rural Alberta community. Rural means a community of under 100,000 people, outside the Calgary and Edmonton areas. You need a Community Support Letter before you can submit an Expression of Interest, and Alberta scores your EOI out of 175 points.
What happens if you skip the community step?
You cannot submit an EOI without a Community Support Letter. Alberta lists 61 participating communities, and each one can choose which entrepreneurs it meets. A weak proposal ends your chance before it starts, and the $200 EOI fee is non-refundable once you submit.

- CLB 4 in English or French, and a high school diploma or better
Consider another route if
- You want to open the business in Calgary or Edmonton
- Your idea is home-based, a payday loan business, or rental and investment activity, which Alberta does not accept
- You hold an active nomination under another AAIP stream, or you have no valid temporary resident status

Rural Entrepreneur Stream requirements
You must meet every minimum at the time you submit your EOI and prove each one with documents. Alberta publishes the rules on its website, and after nomination you apply for permanent residence with IRCC.
Experience and education
3 years as an active owner or manager, or 4 years as a senior manager, within the last 10 years. A high school diploma equal to the Canadian standard, with an ECA if you studied outside Canada.
Language
CLB 4 or NCLC 4 in reading, writing, listening and speaking. Test results must be under 2 years old. Accepted tests: CELPIP, IELTS General Training, PTE, TEF Canada and TCF Canada.
Net worth and investment
A net worth of $300,000 from your own assets or your spouse’s or partner’s. At least $100,000 of your own equity invested in the business. More investment earns more points.
Ownership and jobs
51% of a new business, or 100% of a business you buy outright. Partners must be Canadian citizens or permanent residents. A new business must create at least one full-time job for a citizen or PR, not a relative, for 6 months.
Community Support Letter
You complete an exploratory visit and send the community your Business Proposal Summary. If it supports you, it issues a Community Support Letter. You need the letter before you submit your EOI.

How Alberta scores your EOI: 175 points
Business location: up to 25 points
The smaller the community, the more points. Under 10,000 people earns 25. A community of 10,001 to 50,000 earns 17. A community of 50,001 to 99,999 earns 10.
Business experience: up to 20 points
Years as an owner, manager or senior manager in the last 10 years. More years earn more points, up to 20.
Business establishment: up to 60 points
Your total investment, your net worth and the jobs you create. An investment of $800,000 or more earns the full 20 points for investment.
Human capital: up to 35 points
Your language level and your education. Higher CLB scores and higher qualifications earn more points.
Adaptability: up to 35 points
Work or study in Canada or Alberta, relatives in Alberta and your age. Ages 21 to 49 earn 5 points.
How you are ranked
Alberta invites the highest-scoring candidates from the pool. Meeting the minimums does not guarantee an invitation, and your EOI stays in the pool for 12 months.

Visit a community and win its support
Contact the designated person, complete the exploratory visit, send your Business Proposal Summary and collect the Community Support Letter.
Submit your Expression of Interest
We complete your EOI and pay the $200 fee within 24 hours. Alberta invites the highest-scoring candidates.
Submit your Business Application
Add a Business Plan Evaluation Report and a Qualified Service Provider Report from KPMG, MNP or Grant Thornton, and pay the $3,500 fee.
Sign your Business Performance Agreement
AAIP sends it after approving your application. Sign within 14 days, then apply to IRCC for a 2-year work permit within 3 months of your 205(a) Letter of Support.
Run the business, then get nominated
Own and operate the business in rural Alberta for at least 12 months and show it earns revenue. Then you receive your nomination and apply to IRCC for PR.
After you are nominated
Nomination is not the finish line. Here is what Alberta and IRCC expect next.
Apply for PR
Your nomination is valid for 6 months. Submit your PR application to IRCC before it expires.
Progress report
Send AAIP a Business Progress Report within 6 months of your nomination date. You have a 2-week window to submit it.
Keep your status
Keep valid legal status in Canada while IRCC processes your PR application, and tell AAIP and IRCC about any change.
Extension
A nomination extension costs $150. Alberta must receive your request within 6 months of the original expiry, and approval is not guaranteed.
Withdrawal
AAIP can withdraw your nomination if you stop meeting its conditions or gave false or misleading information.

What does the stream cost?

How long must I run the business before nomination?
You must own and operate an eligible business in rural Alberta for at least 12 months and show it is generating revenue. Alberta then reviews your final report before it nominates you.
Can I buy an existing business instead of starting one?
Yes. A business succession needs 100% ownership with a complete change of management control, and the job-creation rule does not apply. If you already run an Alberta business, it must have operated for at least one year before you submit your EOI.
