Most Pakistani applicants choose between Express Entry, a provincial nominee program, family sponsorship, a study permit or a business route. Canada plans to admit 380,000 new permanent residents in 2026, and about 63 percent of them in the economic class (IRCC, 2026-2028 Immigration Levels Plan).
Your work, language scores, age and family decide which route fits. This guide shows the main routes, the documents you need and the steps in order.
What changed for 2026?
- Targets: the 2026 plan sets 380,000 permanent resident admissions, with 239,800 in the economic class. Federal high skilled admissions are planned at 109,000 and provincial nominees at 91,500 (IRCC).
- Job offers: a job offer has added no Express Entry points since 25 March 2025.
- Category rounds: IRCC invites candidates through category-based rounds, Canadian Experience Class rounds and provincial rounds. Check the latest results on our Express Entry draws page.
- Students: the Student Direct Stream closed on 8 November 2024, and a study cap still applies (IRCC).
- Start-Up Visa: the federal program is paused and closed to new applications.
Which route fits you?
| Route | Who it suits | Key requirement |
|---|---|---|
| Express Entry | Skilled workers, tradespeople and graduates | At least 1 year of skilled work, language results and a profile in the pool |
| Provincial nominee programs | Workers a province wants to keep | A stream that matches your job and ties to the province |
| Family sponsorship | Spouses, partners and children of Canadians and permanent residents | A sponsor in Canada who meets the rules |
| Study permit | Students who want Canadian study and work experience | Acceptance at a designated learning institution and proof of funds |
| Work permits | People with an employer or a qualifying skill | Depends on the permit type |
| Provincial entrepreneur streams | Business owners and investors | Provincial net worth, investment and business plan rules |
How does Express Entry work for Pakistani applicants?
Express Entry manages applications under the Federal Skilled Worker Program, the Federal Skilled Trades Program and the Canadian Experience Class. You enter a profile, receive a Comprehensive Ranking System (CRS) score, and wait for an invitation to apply. A provincial nomination adds 600 CRS points.
Step 1: Find your NOC code and check that your job is a skilled occupation. Use our NOC finder guide.
Step 2: Take a language test. Most skilled worker routes need at least CLB 7.
Step 3: Get your degree assessed with an Educational Credential Assessment if it is from outside Canada.
Step 4: Check your score with the CRS calculator and your fit with the eligibility checker.
Step 5: Submit your profile, and file your full application within 60 days of an invitation.
Category-based selection invites people in priority occupations or with strong French. IRCC runs 10 active categories, and you need 12 months of work experience in one eligible occupation in the last 3 years (AIA, Oct 2026). Read our guide to category-based selection and our category strategy post.
Where do provincial nominee programs fit?
A province can nominate workers who fit its labour needs, and an Express Entry-linked nomination adds 600 CRS points. Ontario, British Columbia, Alberta, Saskatchewan and Manitoba are common choices, and each has several streams. See our provincial nominee program guide and how to pick a stream without a job offer.
What about family sponsorship?
Canadian citizens and permanent residents can sponsor a spouse, partner or dependent child, and the rules for each relationship differ. Read our family sponsorship guide. The Parents and Grandparents Program has changed, so read the latest on the program pause.
How do study permits work in 2026?
IRCC expects to issue up to 408,000 study permits in 2026, including 155,000 for newly arriving students (IRCC, 2026-2028 Immigration Levels Plan). Most applicants also need a provincial or territorial attestation letter, and master’s and doctoral students at public institutions are exempt from that letter from 1 January 2026.
- Student Direct Stream: closed on 8 November 2024, so applications are processed as regular study permits.
- Spouse work permits: since 21 January 2025, a spouse can get an open work permit mainly when you study in a master’s program of 16 months or longer, a doctoral program or an eligible professional degree.
- After graduation: Canadian work experience can help with the Canadian Experience Class.
Read our guides to the study permit and the attestation letter.
What business routes remain?
The federal Start-Up Visa is paused and closed to new applications. Business owners can look at provincial entrepreneur streams or the entrepreneur work permit, which needs no Labour Market Impact Assessment but does not give permanent residence by itself. See the Start-Up Visa status page for details.
What documents do you need?
- Identity: a valid passport, birth certificate and marriage certificate where they apply.
- Language: results from an approved test.
- Education: degrees and an ECA report for Express Entry.
- Work proof: reference letters that show your duties, hours and dates.
- Funds: proof of settlement funds for programs that require it.
- Police certificates: one for each country you lived in for six months or more. Read our police certificate guide.
- Medical and biometrics: after you are invited or approved to continue.
- Translations: certified translations of documents not in English or French.
Always check the official checklist for your program, because lists change.
How long does it take and what does it cost?
Both change often, so use current sources instead of a fixed number. IRCC publishes live estimates in its processing times tool on the IRCC website. For Express Entry costs, read our guide to permanent residence fees.
What helps you settle after you arrive?
- Jobs: healthcare, technology, engineering, skilled trades and education are common priority areas.
- Credentials: regulated professions such as nursing and engineering need a licence, so start early.
- Settlement services: government-funded services help with housing, jobs and language classes.
- Community: Pakistani communities in Toronto, Mississauga, Calgary and Vancouver offer support.
How do you avoid a refusal?
Common causes are missing documents, unclear funds, weak ties for temporary applications, misrepresentation and inadmissibility. Check every form, answer honestly and keep proof for each claim. If you already had a refusal, read our guide to inadmissibility and refusals.
How do you take the next step?
Step 1: Check your CRS score and eligibility with the tools above.
Step 2: Pick the route that matches your work, language and family.
Step 3: Read our Canada immigration page for Pakistani applicants to see how we handle a file.
Step 4: Book a Strategy Consultation to map your route.

Frequently asked questions
What is the best way to immigrate to Canada from Pakistan?
There is no single best route. Express Entry and provincial nominee programs suit skilled workers, family sponsorship suits people with a Canadian spouse or parent, and study permits suit students. Your work, language scores, age and family decide which fits.
Can I apply for Canada PR from Pakistan?
Yes. Express Entry, provincial nominee programs, family sponsorship and several other programs accept applications from outside Canada. Some programs, such as the Canadian Experience Class, need Canadian work experience.
Do I need a job offer to get Canada PR from Pakistan?
Not for most Express Entry routes. Job offers have added no CRS points since 25 March 2025, although some provincial streams and the Federal Skilled Trades Program still ask for one.
How do I get a police certificate in Pakistan for Canada?
You request it from the Pakistani authorities and keep the official document and any translation. Our Pakistan page walks through the steps, and our police certificate guide lists the rules for every country you lived in.
Are Pakistani degrees accepted for Canadian immigration?
They can earn points once an approved organization assesses them. For Express Entry you need an Educational Credential Assessment (ECA) for a foreign degree.
Is the Student Direct Stream still open?
No. IRCC closed the Student Direct Stream on 8 November 2024, and applications since then are processed as regular study permits (IRCC).
Is the Start-Up Visa still open?
No. The federal Start-Up Visa is paused and closed to new applications, so entrepreneurs look at provincial entrepreneur streams or the entrepreneur work permit.
How long does it take to immigrate to Canada from Pakistan?
It depends on the route, your documents and IRCC volumes. Check the current estimate in the IRCC processing times tool, and expect it to change.
