The clearest route to permanent residence for an international student is a program that gives you a PGWP, then one year of skilled Canadian work, then a profile in Express Entry or a provincial nominee program. Programs in healthcare and social services, STEM, trades, education and transport match the fields IRCC lists, and degrees skip the field list altogether. No program guarantees permanent residence, and the rules for provincial programs changed in 2026.

What is the clearest route from study to permanent residence?
Study at an eligible school, earn a PGWP, work in a skilled job for one year, then apply through Express Entry or a province. Each step has its own rules, and none is automatic.
- Step 1: Choose a PGWP-eligible school and a program of at least 8 months.
- Step 2: Apply for your PGWP within 180 days of finishing, with CLB 7 (university) or CLB 5 (college).
- Step 3: Work in a skilled job (TEER 0, 1, 2 or 3) for one year, or 1,560 hours.
- Step 4: Create an Express Entry profile or apply to a provincial program that matches your situation.
PGWP length depends on your program. A program of 8 months to under 2 years gives a PGWP of the same length, 2 years or more gives up to 3 years, and a master’s of 8 months or more gives 3 years. Your passport expiry date limits it (IRCC help centre). See our PGWP rules guide.
Which fields match the PGWP field of study list?
IRCC’s field of study list has 1,107 entries in six categories. If you study in a non-degree program and applied for your study permit on or after November 1, 2024, your program code must be on the list.
| Category | Entries on the list |
|---|---|
| Healthcare and social services | 594 |
| STEM | 314 |
| Education | 69 |
| Trade | 66 |
| Agriculture and agri-food | 43 |
| Transport | 21 |
Degrees do not need a listed field. Check your own program’s code with our PGWP eligible programs guide. Being on the PGWP list does not mean a matching Express Entry category exists for you.
Which Express Entry categories matter for graduates in 2026?
Express Entry runs ten category-based selections in 2026. Agriculture is not on the 2026 list, even though it is a PGWP field category.
- French-language proficiency
- Healthcare and social services
- STEM
- Trades
- Education
- Transport
- Physicians with Canadian work experience
- Senior managers with Canadian work experience
- Researchers with Canadian work experience
- Skilled military recruits
IRCC may skip a category round if enough top-ranking candidates are invited through general or program-specific rounds. See our category-based selection page.
How does Canadian Experience Class work for graduates?
Canadian Experience Class counts one year, or 1,560 hours at 30 hours a week, of paid skilled work in Canada (TEER 0 to 3) within 3 years before you apply. Work as a full-time student and co-op terms do not count.
There is no education requirement. You need an approved language test with the minimum score in all four abilities, and you must plan to live outside Quebec. The minimum depends on your job’s skill level. See our Canadian Experience Class page.
What is the status of provincial programs in October 2026?
As of October 2026, Ontario has changed its Ontario Immigrant Nominee Program significantly. Regulations published on June 25, 2026 removed the 8 existing streams and introduced the Ontario Workforce Priority stream, and the June 26, 2026 update closed the employer job offer, master’s graduate, PhD graduate and several Express Entry streams (ontario.ca, 2026).
For British Columbia, the BC PNP says it will not launch new student streams, and completing studies in B.C. or Canada still earns extra registration points. Its International Post-Graduate stream closed to new applications on January 7, 2025, according to BC PNP reporting.
Provincial programs change often, so confirm the current status before you plan. Start with our provincial nominee program page, and see the Ontario and BC pages linked there.
Can you keep working while your PR application is in process?
You may keep working on a bridging open work permit if your PGWP is about to expire and you have applied for permanent residence through an eligible program. Eligibility depends on your program and your status when you apply, and we do not claim a fixed length here.
See our bridging open work permit page.
What this means for you
If you are choosing a program
Start with the PGWP rules. A degree gives you the widest options, and a diploma needs a listed code. Do not choose a program only because a category exists in Express Entry.
If you are already studying
Keep your language test valid, track your work hours, and keep proof of skilled work. Those three items decide your timeline.
If you plan to use a province
Do not assume a stream that existed in 2025 is open. Check the current status before you commit.
